Extracts of Ramnath G. Naik's legal notice served on The Goa, Daman and Diu Official Language Act 1987



On 24th June 2013 Goa’s renowned Marathi writer Ramnath G. Naik served legal notice to the Chief Secretary, Government of Goa on the fraud of Devanagari Konkani imposed by Bamons on Goa in 1987. The notice is lengthy with 184 points spread out in 40 pages and seeks to declare Official Language Act 1987 as null and void ab-initio and declare Shenai Goembab as Traitor/ Anti-national. Last three pages containing points 183 and 184 are produced here.



183) In view of whatever has been elaborated by me herein above, I am to summarize my grievances hereto as follows:



a)      The followers of Vaman Ragunath Varde (Shenai Goembab) namely, late Purushottam Kakodkar, late Ravindra Kelekar, late Chandrakant Keni, Shri Uday Bhembro, later Dr.Nandakumar Kamat and the present Chief Minister have all acted in furtherance of a sinister design to establish a “Baman Desh” which delayed the liberation by 14 years and also obstructed the socio-political, educational, linguistic and economic progress of Goans by fraudelant means.

b)      The same leaders misled the entire population of Goans as regards the official language. When “Konkani” was incorporated in the “Official Language Act in 1987, it was defined as “Konkani” written in Devanagari script” when all along “Konkani language” meant “Konkani written in Roman Script”.

c)       The successive Governments in Goa were made to believe that Devanagari Konkani was the future of Goa in distinction to Marathi whereby huge funds were pumped in for creation of literature in Devanagari Konkani. As there was hardly any literature and the scholars appreciating the existing literature are same with vested interests, Sahitya Academy Awards writers in Devanagari Konkani literature irrespective of quality and based on volumes of such meaningless literature.

d)      With a view to promote the idea of “Baman Desh”, the said Devnagari Konkani scholars further encouraged other people like N.Shivdas, Pundalik Nayak, Dilip Borkar, Ramesh Veluskar, Tanaji Halarnkar, Prakash Vazrikar etc and encouraged all of them to generate Devanagari Konkani Literature in large numbers, irrespective of quality so as to give an impression that there is sufficient literature in Devanagari Konkani.

e)      The same people, irrespective of whichever Government is in power ensured huge flow of funds for the development of literature in Devanagari Konkani. While promoting the language of their choice, the same vested interests ensured that Marathi and Roman Konkani were deprived of funds as well as opportunities for growth thereby creating artificial hinderances.

f)       The Law “Goa, Daman and Diu Official Language Act, 1987” passed by Goa, Daman and Diu Legislative Assembly on 04/02/1987 is fraud on entire population of Goa. The Law was passed in a charged atmosphere without application of mind. It was passed within minutes of its introduction and without any discussion in the Assembly.

g)      In language agitation preceding the Law, there was demand for Konkani and Marathi, both being declared as Official languages. The supporters of Konkani presumed that the official language would be Konkani in Roman script. However, mischief was played by vested interests namely, the followers of Vaman Ragunath Varde alias Shenai Goembab wherein they mischievously qualified Konkani “in Devanagari script” as the Official language in the draft submitted to the Legislative Assembly. Marathi was also deprived of official language status. Thus a fraud has been played on entire population of Goa in passing of the said act whereby the supporters of Marathi and Roman Konkani were robbed of their Constitutional and Democratic rights.

h)      The fraud was discovered only on the next day after the act was passed. Agitations were over. Seven Christian Youth had lost their lives. Though otherwise peaceful, entire population of Goa was divided on Communal and Linguistic lines. People had lost their sleep not on account of language issue but on account of feeling unsafe in their own land. They were disturbed and nervous. The citizens were not in a position to decide future course of action. By the time the entire population discovered the fraud played on them by a particular community namely, “Bamans”, the bill had already received the assent of the President of India on 14/04/1987 at a lightening speed and had become an Act.

i)        When the Goa, Daman and Diu Official Language Act 1987 was passed, Goa was still a Union Territory. Under Article 246 of the Constitution, there is distribution of Legislative Power between Parliament and Legislatures of the States. The expression “States” means “States specified in the First Schedule.” Exclusive power to legislate with respect to matters enumerated in the State List is assigned to the Legislatures of the States established by Part VI of the Constitution. It is only under Article 246 (4), that the Parliament can legislate on any matter for the Union Territories even in respect of matters enumerated in State List. Thus, it was only the Parliament which had legislative competence to pass the said Act. Hence, same is liable to be declared as “ultra-virus” of the Constitution of India.

j)        Presuming that the Legislative Assembly of Goa, Daman and Diu has passed the said enactment in exercise of the powers under Section 34 of the Union Territory Act 1963, such interpretation to section 34 is also in contravention of Article 246 (4) of the Constitution of India. When the powers to pass a Legislation as regards the Official language is vested in a “State”, the State referred to therein would be a State as referred to therein would be a State as referred to in Schedule I of the Constitution of India.

k)      The Goa, Daman and Diu Official Language Act 1987 declared Konkani in Devanagari Script as the Official language of the Citizens of Daman and Diu, for whom the said language would be as good as a foreign language. Thus, passing of the said enactment is also a fraud on entire population of Daman and Diu. This fraud also contributed in souring of relations between citizens of Goa with that of the citizens of Daman and Diu.

l)        When the Parliament passed the Goa, Daman and Diu Re-organization Act in 1987, the Members of Parliament appear to be conscious of the fact that Goa, Daman and Diu Offcial Language Act 1987 was not a competent legislation. It did not take cognizance of Official language Act passed by Legislative assembly of Goa, Daman and Diu in 1987. That is how the Reorganization Act is silent on Official Language of either of State of Goa or that of Daman and Diu.

m)    The aforesaid facts make it clear that the State of Goa does not have any Official language at all. The Offices and Posts created by the government like that of the Directorate of Official Language is also a fraud being played on the citizens of Goa. The funds allotted and spent by the Government for development for Konkani in Devanagari script is daylight robbery of Public Exchequer.

n)      Being a well-informed citizen, it is my duty to bring the aforesaid facts to the notice of the all concerned including Union Home Minister, Chief Minister of Goa as well as the Chief Secretary of Goa and various other functionaries. It is my right as a citizen to demand an inquiry by constitution of a House Committee into the fraudulent acts referred by me herein above. All the Constitutional Functionaries and the executive Brass of the Government is liable to explain their acts of commission and omission right from the passing of the Official Language Act, disturbance of communal harmony and peace in the entire state in the name of the Official language agitation as well as huge funds spent by the Government by fraudulent means under garb of promotion of so called official Language.

184) In view of the above, I therefore request that:

I) Present Notice be placed before the Members of the Legislative Assembly in ensuing session thereof with an appropriate Cabinet Note and with a suggestion to constitute a House Committee as also to take appropriate decision as regards filing of appropriate proceedings.

II) F.I.R be registered against concerned Political Masters as well as Top Government Brass under appropriate provisions of Law including Provisions of Corruption Act 1988 or any other competent Enactment/Law.

III) Make an Official Declaration as regards Goa, Daman and Diu Official Language Act 1987 and declare the same as null and void ab-initio and take appropriate corrective steps reversing all the Government decisions based on the said Enactment.

IV) Order withdrawal of all relevant circulars/ notices/ orders as regards Official language Act including latest circular issued by the Principle Secretary to the Government claiming to be the Chief Secretary for imposition of the illegal Official Language Act.

V) Declare Vaman Raghunath Varde Valaulikar (Shenai Goembab) a traitor and/ or Anti-National and stop as well as recover all the Aid given by State Government for promotion of his Philosophy as well as impose ban on his literature in the entire State of Goa.

Please note that in case of failure on your part, in compliance of aforesaid requests or initiating appropriate action thereof within 60 days of the receipt of present Notice, I may be constrained to file a Writ Petition before Hon’ble High Court or the Hon’ble Supreme Court of India for seeking the relief in all respects as referred by me herein above.

How Bamons used and discarded catholics in Goa - Part 3

What does it mean not be treated as toilet paper for Christians and for Bhajun Samaj? It means to get counted by the state. State counting through caste-based census on the same lines that are carried for for SC and ST in India. Caste based counting was carried on during British times. The number number of brahmins counted during 1931 census was 45 lakhs. This practice of caste based census was discontinued in India ever since brahmins took control of power in 1947. Due to the toiling efforts of Dr.Bhimrao Ambedkar caste based enumerations are carried on by the State only of SC and ST people. Because they are counted the are authorized to enjoy reservations in State educational institutions as well as government jobs according to the proportion of their population. This means only two communities in India has share in Power based on the proportion of their population. The rest do not as rest are not even counted. Mulnivasi Catholics in Goa are no different in this aspect.

India's brahmanical state has betrayed and Cheated catholics like it has cheated Muslims and Sikhs, and Bhahujan samaj. In that sense there is nothing new about the catholic mulnivasi being cheated en mass. What is new however is that Catholic leadership has done nothing to change this situation. As a consequences mulnivasi catholics in Goa are victims of brahmanical exploitation who enjoy uncontrolled absolute power in their hands thereby corrupting them absolutely.After all absolute power corrupts absolutely.

This has created a situation of avoidable hardship and toil amongst mulnivasi Catholics just like in case of muslims and bhahujan samaj. The cause for hardship is common. All of us are the victims of the same brahmanical system that has ensured that all of us not even worthy of caste based census. But why do brahmins deny us caste based census? because if we are counted then they will get a right to stake claim for proportionate representation. If proportionate representation is granted then it be exposed that Eurasian brahmins besides being foreigners - who cannot legally and ethically rule us - are also micro minority and has power over state apparatus specially in Judiciary, Administration, Executive and media far more disproportionate to their population.

If we mulnivasis get counted then we will get proportionate representation. If we get proportionate representation then Brahmins will have to give way to mulnivasi in for share in power. Brahmins are not ready to give way for mulnivasis Catholics, Bhahujan Samaj, Muslims to take over power in India. They devise different ways to keep mulnivasis divided and engaged in internal strife. 

Bamon Manohar Parrikar prior to last assembly elections in Goa campaigned against English as medium of instruction. On the other side also fielded Catholics as candidates for elections either as BJP party candidates or as Independents. They won. BJP came to power. Because of the dependent on catholic MLA support in Government formation of Parrikar he played a trick with Catholics. he supported English and then said for government jobs certificate in Marathi and Konkni will be mandatory. There will be exam in marathi and konkni. Konkni of course mean konkni in devnagri script. Roman script konkni is reduced to non-entity along with those who speak it. Why Goa Gazetteer is published in English funded by Goa government? Why Sanskrit Open University is being started in India when no one speaks that language?

It is easy to get into deception and regard the issue of medium of instruction as an issue of class of languages. In fact this is a deception in which those defending English has got themselves into. It is important to come clear of this deception. Medium of instruction debate is not the clash of languages but it is clash of Eurasian brahmins against Shudras specially mulnivasi Catholics. It is not the clash between English on one side and Konkni and Marathi on the other side. In fact it must be noted that Eurassian brahmins have already finished the task of destroying Marathi educational primary schools across the state of Goa. If Bhasha Suraksha Manch is genuinely in love with Indian language then why doesnt even speak a word on it? This is because no interest of any language whether Indian or otherwise is at the heart of BBSM. There are some people belonging to Bhajan samaj who are also advocating the cause of brahmins. They are the products of Poona Pact where in Mulnivasi intellectuals consider themselves to be Brahmins. They are the victims of this peculiar diseases called 'Alienation of elites'.

Only interest dearest to their heart is how to protect and promote interest of Eurasian Brahmins who rule India with the aid of varied types of deceptions founded on languages and religion. However they cannot deceived all the people all the time. Winds of change has charged up the air, Eurasian Brahmin minority rule over mulnivasi majority will find its way into the gutter as that's where their rightfully belongs. Bharat Mukti Morcha will supervise this flow. It very important for Shudra mulnivasi Catholics in Goa realize this and take up their rightful place in this great nation wide  Liberation struggle for freedom.

How Bamons used and discarded catholics in Goa - Part 2

After bamons got their language - devnagri konkni - declared as an official language of Goa the leadership of Bhahujan samaj as well as Catholics was carefully managed to see that the fresh protests does not erupt in favour of Marathi and Raman Konkani. Bhahujan leadership was co-opted and according to Ramnath G. Naik, Ravi Naik was covertly supported by Brahmins as the Chief Minister of Goa in the decade of 1990s mainly to weaken the movement in favour of Marathi. Similarly in the decade of 2000s Churchill Alemao was made the PWD minister in the Bamon Digambar Kamat government to end political articulation in support of Roman Script Konkani. After effective political fixations both the groups did not articulate themselves in a manner that was benefiting to this Brahmani conspiracy. None from either camp linked language disputes in Goa to the burning desire of Saraswats towards domination.


Mediums of instruction dispute first came to the surface in early 1990s. Group of people argued publicly in favour of English as the medium of instruction. They were strongly challenged and put down by the lobby arguing for konkni language mainly claiming to be mother tongue. It was well known that shudra catholics used roman script konkani language as their mother tongue. When devnagri language was pushed down the throat as medium of instruction for school education the discussion then found a slow end.


No one however challenged devnagri konkni as the language of the Bamons till very recently when Fr. Pratap Naik S.J. did that. The voice of protest against if had to be effective had to be against brahminical conspiracy. This voice in public policy and public protests was missing and still missing. The route that protest against devnagri konkni took was that the schools that were getting grants for Konkni particulary those manages by Diocesan Education Society instead of devnagri konkni as medium of instruction shifted to English. That means instead of direct, bold and intellectually sound challenge to devnagri konkni itself it chose to catch the bull by his tail. For many academic years number of diocesan schools carried on this practice. This came as a direct challenge to the devnagri konkni. If the official languages of Goa were Raman konkni and marathi then this shifting would have not been warranted as there would have been logical choice for the medium of instruction between marathi and roman konkani particularly because both the parties are shudras with clear and strong leadership that understands caste undercurrents in crystal clear manner. But this was not to be.


Sadly this was missing in both the cases. The protests had to be as backdoor as mainly due to the weak leadership of Roman konkni movement. The leadership either did not understood the caste under-currents or they compromised with the Brahmanism interests. The first the lack of caste consciousness and depth in understanding of functioning of caste system as well as second position of compromise and co-option of Roman konkani leadership are both appropriate. Roman konkni leadership has remained satisfied with the carrots offered to them by the state as posts of Cabinet Ministers or as funding for Dalgado Academy and Tiatr Academy of late. This is a third hurdle in the process that cropped up: the weak and compromising leadership. There is a need to investigate as to why this situation came about and ways to rapidly amend this situation.


Nevertheless this backdoor entry to English was interpreted as an assault on Brahmanism identity in Goa there by guaranteeing major casualties for its survival due to institutional support to the revolt. brahminical interests found it intolerable that such a large scale organised revolt is taking place across the state of Goa: Schools are taking funding for devnagri konkni and in practice it was all English medium. Brahmins already have their stronghold in politics as well as judiciary. State government was called upon to act just the same way as in Ramayana  Ram is called upon to act to stop learning by Shudra named Swayambu. Ram then kills Swayambu via treachery and gives new lease of life to Brahmanism. It was not easy for the chief minister Digambar Kamat to take the avatar of Rama to do the murderous act as in Ramayana but process of treachery is on.


Brahmins promoted setting up of the organization by the name of Bharatiya Bhasha Suraksh Manch. Brahmins, by the way are Non-Resident Eurasians by their DNA as per front page story of Times of India of 21st May 2001 coupled with research finding of Jay Dixit. What do they got to do with the Indian languages it is a matter of guesswork. Brahmins experienced acute sense of insecurity. Which is the insecurity? Suppose due to the action of all these shudras converted to Catholicism abandon Devanagari konkni and take to English? They will progress as they will as their education will be in English medium. More importantly these Shudras will break the net of devnagri konkni and the net of Bamons that has already destroyed Shudra mulnivasis two generations and Bamon Uday Bhembre cares a dam about it. If these shudras break free and unite with global language of English then they will soon take over and become rulers of their land. brahmins will become outdated. The insecurity is not for the language but it is for Brahmins. Language is only the cover up.That's why the word 'Suraksha'. It is common practice amongst brahmins in India to shout on the top of their voice that either 'dharma' is insure or 'bhasha' is insecure. They do this whenever brahmins feels insecure. Why don't they shout then that brahmins are insecure?  Because if they do then bhahujan samaj will not support them. To get the support of the majority of Bhahujan samaj they have to indulge in this dangerous game. They are after all 3.5% of India's population ruling over everyone else exactly by this means. Not sure if Tomazinho Cardozo, Rose Ferns, Prince Jacob, Young Chicko, Anthony Veronica and the tiatrists are aware of it. They surely are yet to be awakened otherwise they would have not allowed catholic community to be reduced to tissue paper of the Bamons.


Why did the word 'Bharatiya' was used? This word was used to mobilize Bhahujan samaj against mulnivasi catholics. It was engineered on the similar lines when Catholics were supported by Brahmins to defeat bhahujan Samaj in 1967 opinion poll and 1986 language agitation. Now brahmin planning has witnessed role reversals: Bhahujan samaj is sought to be mobilized against mulnivasi Catholics. So here we come to the threshold of our history where in both the groups are used against each other. This has taken place mainly because the leadership of bhahujan Samaj as well the leadership of mulnivasi catholic have allowed their respective communities to be used for the benefit of Brahmins. Any group that allows to be used never progresses. What progress do toilet paper make? Bhahujan Samaj as well as Catholics in Goa are used as tissue paper by Bamons. Both have to unite and overthrow the Bamon Raj. It is just not enough to trumpet 'illegal'. 'Illegal' according to whose laws? Which caste made the laws? Which caste rules this country? Which caste rules Goa? Who are allowing themselves to be fodder for their rules? Food for deep thought and nourishment for bold action.

How Bamons used and discarded catholics in Goa - Part 1

Goa Chief Minister Manohar Parrikar declared in a Television interview to prudent media channel that those passing out in English medium will have to pass exams in Konkni and Marathi if they want government jobs. This is a latest brahminical diplomacy of the Saraswats in Goa. Saraswats and bamons have effectively used language as a weapon to further their policy of divide and rule. At a time when Goa was witnessing the end of Portuguese colonial rule and ushering of Indian brahmanical colonial rule in 1961 language was not an issue of dispute. Two main languages that people in Goa used includes Marathi and Roman Konkani. There was no dispute on this. Devnagri script konkani was not in existence then. bhahujan samaj used marathi while catholics used Roman script konkani for communication. Bamons and saraswats in Goa dreaded the possibility of Goa merging in Maharastra as Bhahujan samaj was all for it. Bamons of Goa plotted against this possibility and organised church and catholic population - who is today demanding English as mediums of instruction - against Bhahujan samaj. Moneyed bamon V.M.Salgaonkar spent 45 lakhs of rupees to fund this agitation of mobilizing votes against merger with Maharastra during opinion poll of January 1967. For this purpose he got Catholic mulnivasis to vote en mass against merger with Catholic Bamon Dr. Jack Sequeira as a leader. This is the first instance wherein bamons used Catholics of Goa to further their agenda of dominance. Even though bhahujan samaj and Catholics are both mulnivasis, both shudras, both parties allowed Brahmins to manipulate themselves.


Then again in 1986 in a violent fights leading to loss of life and blood was fought. Two groups of mulnivasis fought this fight and both the groups lost the battle. One group of Shudras - Bhahujans who used marathi  was fighting for making Marathi as official language of Goa. The Second group of Shudras - Catholics who used roman scripted konkani was fighting for making Konkani as official language of Goa. Konkani was declared the winner but not the Roman script konkani. Devnagri konkani, the language of Bamons was declared official language of Goa. Both the parties of Shudras lost in the battle. Bamons won. Mulnivasis lost. Eurasian Brahmins won. This is the second instance wherein bamons used catholics of Goa to further their agenda of dominance. Even though bhahujan samaj and Catholics are both mulnivasis, both shudras, both parties allowed Brahmins to manipulate them. This happened mainly because both parties failed to realize that they are being used by bamons and did not recognize bamon as their hereditary enemy. While bamons recognized mulnivasis - who they classified in manusmriti as shudras - as their hereditary enemy.
