Short history of Reservation

By Waman Meshram, National President, Bharat Mukti Morcha

People in our Mulnivasi Bhahujan samaj meaning SC, ST, OBC, and ex-CNT, mostly educated people specially those highly educated one think that reservation means alms, beggary and misery. But our Mahapurushas from Mulnivasi Bhahujan samaj achieved reservation with great struggle. For this Phule-Shahu-Periyar-Ambedkar had to struggle for 108 years from 1848 to 1956. But since we got this reservation for free we not realize its importance nor its value. It is like; you not realize the value of air as it available freely. You do not realize the value of sunlight as it is freely available.

The history of our Mahapurusha is the history of supporting reservation and the history of Eurasian Brahmins is the history of opposition to reservation. This means there is a history of heroes and villains of reservation. That’s why we need to understand as to who are our friends and who are our enemies.

a)    Idea of Reservation belongs to Rashrapita Jyotirao Phule. This idea he presented before British first in 1869 and then in 1882.
b)    Practice of Reservation was first introduced in modern India by Rajashree Chatrapati Shahu Maharaj in his own kingdom from 26 July 1902.
c)    Policy of Reservation was finalized through Constitution of India by Vishwaratna Mahamanav Babasaheb Dr. Bhimrao Ambedkar on 26 January 1950.

1.    Before everyone the idea of Reservation was presented by Rashrapita Jyotirao Phule. He did this first in 1869. Then on 19 October 1882 he presented revolutionary petition to Hunter Education commission and demanded free and compulsory education. Similarly he demanded proportionate reservation in jobs for mulnivasi people. On 2nd march 1888 in Pune introduced mulnivasi people of India in his explosive speech on the occasion of facilitation of Duke of Connaught. At time Jyotibha Phule went for the meeting in the farmers’ attire. British queen Victoria’s son Duke of Connaught was present on stage for his felicitation. Jyotiba Phule in his speech said “These who are gathered here wearing diamonds and pearls, and invaluable clothes are not the true representative of India. The real India is in the villages. It is hungry, poor, homeless, without clothes and naked. It is important to give them education. This concern be conveyed to your mother queen Victoria.” Nobody else was present at this meeting who could speak with such seriousness and fearlessness. Everyone else present was of boot-leakers variety.

Then in 1889 congress public meeting took place in Bombay. At that meeting Jyotirao Phule erected 30 foot tall farmer’s statue in front of the stage to bring about realization of farmers to congress meaning Brahmin meeting.

Jyotirao Phule placed before British government demands for the reservation for along with Marathas-Kunbis-OBC all other backward communities. Not only this, but he very strongly conveyed that our people must hold opportune and strategic positions in the administrations. Jyotirao Phule further placed demands before queen Victoria that every community must get representation proportionate to their population. While demanding proportionate representation Jytirao Phule says “In Jatis jobs be shared.”

For exactly this Dr.Ambedkar called “Adequate Representation”. This demand of Jyotrao Phule for reservations in Education and jobs was strongly opposed by Eurasian Brahmins time and again. Forefront of this opposition was Vishnushastri Chiplunkar. That’s why Rashtrapita Jyotirao Phule used to refer Eurasian Brahmins as ‘Kalam Kasai’ (Pen slaughters) and to British he used to refer as ‘Mai-Bap’ (Mother-Father).

Did Jyitirao Phule believed reservation as crutches? Beggary? No. But we the educated being far more intelligent than Jyotibha Phule began to believe reservation as crutches and beggary. This is not appropriate.

2.    Practice of Reservation – implementation of reservation.
The idea of reservation is of Phule. To task to implement this idea of Phule was first undertaken by his disciple Rajashree Chatrapati Shahu Majaraj.

Rajashree declared his intention of implementing 50% reservations (excluding four jatis of Brahmins, Parsi, Shenvi, Prabhu) in his Kolhapur kingdom on 26th July 1902. Out of 664 kingdoms only two kingdoms was just and fair to Mulnivasi Bhahujan Samaj : (1) Karvir (2) Baroda. Both belonged to Marathas.

Only four jatis were excluded from the 50% declaration of Chatrapati Shahu Maharaj: - (1) Brahmin (2) Shenvi (3) Prabhu (4) Parsi. Excluding these declaration was made to grant reservation rest of the mulnivasi Bhahujan samaj. This implementation is called the Practice of Reservation.

Chatrapati Shahu Maharaj was a Maratha. Besides he was a King. One can become King through tradition. But one cannot become IAS, IPS, IRS, IFS officer through tradition. For this one need to pass UPSC exam. This was known to Chatrapati Shahu Maharaj. Because in order run the administration and carry on governance the officers of the above top cadre and educated servant class was necessity.  This class of people was not available amongst mulnivasi Bhahujan samaj. That’s why 50% reservation was declared. With this practice of reservation Chatrapati Shahu Maharaj completed the unfinished task of his guru (teacher) Rashtraita Jyotirao Phule.

(a)  As soon as implementation of 50% reservation for all the mulnivasis declaration was made by Rajashree Shahu Maharaj one clark from Sangli province from Patwardhan administration Adv. Ganpat Abhyankar came from Sangli to Kolhapur to meet Rajashree Chatrapati Shahu Maharaj and opposed reservations. Chatrapti Shahu Maharaj was a reformer in deeds and not reformer in words. Besides he was foreign return. He understood the brahmanical plot of Adv. Ganpat Abhayankar. He took Adv. Abhayankar to the Stable where horses are tied. In the Stable there was lots of horse. All the horses were eating their food like harabras/chanas from the provided separate containers in very relaxed manner. Rajashree Shahu Maharaj and Adv.Ganpat Abhayankar was watching these horses. Just then Rajashree Shahu Maharaj ordered to open the mouths of horses and pour their food at one location on a mat. Then he ordered to untie all the horses. Adv.Ganpat Abhayankar was witnessing this scene attentively. Just when the guards untied the horses then those horses that were powerful, strong, heavy, healthy, big, full of strength, they all plunged on the food. While those horses which were weak, without strength, sick, small, miserable, isolated; they stood afar and only kept watching from far. What were they watching? Horses that were powerful, well-built, full of strength, big, heavy were not even eating properly. Then how they were eating? They were eating from mouth and from behind kicking so that no one else comes closer to the food. Then weak horse thought out. What did they think? They thought of not entering into the rush of the heavy powerful horses. Then why to enter into rush? Thinking this weak poor horses stayed far and kept watching from a distance. At this moment Rajashree Shahu Maharaj pointing towards the weak horses spoke to Adv. Ganpat Abhayankar, “Abhaynkar, what do I do with these weak horses? Shall I shoot them? I knew this would happen. That’s why I have tied each horse’s share of food to their mouth so that nobody else will put their mouth in their food. This is called ‘Reservation’.” At this Adv.Abhayankar put his head down. He got the answer to his question. Then Rajashree Shahu Maharaj said to Adv. Ganpat Abahyankar, “Abhayankar, Jatis does not exists amongst humans. They exist amongst animals. But you allied animal system to humans and I applied human system to animals.” What else Abhayankar will speak. He kept his mouth shut.

In this way second hero of reservation is Rajashree Shahu Maharaj and second Villain of reservation is Adv. Ganpat Abhyankar. Actually instead of Abhayankar he should not be called Bhayankar but Mahabhayankar.

(b)  Honorable Bhaskarao Vithojirao Jadav topped metric in Bombai in 1888. Then topped in B.A. Exam of Bombay University. He then passed his M.A first class and then passed his LL.B. in 1997. Having a child of Marathas topped B.A. in Bombay University gave immense joy to the Rajashree Shahu Maharaj and he distributed sugar from the top of Elephant. In 1895 Rahashree Shahu Maharaj facilitated Bhaskar Jadhav by appointing him on top most post of his kingdom – ‘Assistant Sarsubhe’  Then Assistant Sarsubhe means today’s District Magistrate. Then Justice Mahadev Govind Ranade expressed his reactions in a letter to Raghunath Vyankaji Sabnis. In this letter Justice Ranade writes “Oh Sabnis, will this Maratha works as sharply as you and I Brahmins.” Whose reaction was this? It is of Ranade. Who was Ranade? Justice or Judge. Who can call his Justice or judge? Like this only Injustices are exists in the Judiciary – the third pillar of the democracy. How are we going to get justice? Kalelkar, Prasad, Baput, Saraf …. Will all this Injustices give us justice? Let’s see one example of how just is Justice Mahadev Govind Ranade. One he was widowed. His wife died. In his house there as his widow sister. That time Rashtrapita Jyotirao Phule met him and said, “Ranade, you believe yourself great social reformer. Now the opportunity to become truly great social reformer has walked up to you.” Ranade replied, “Which opportunity?” Then Rashrapita Jyotirao Phule answered him, “You are a widower yourself. So you marry one widow and you get your widow sister at home to a widower.” Ranade listened to the suggestion of Jyotibha. But he heard it only 50%. At the age of 32 he married a girl of 9 years and he kept his widow sister as home as she is. One who cannot give justice to his own blood sister how can they give justice to us? To understand that these types of Eurasian Brahmins will give us justice is like to live in fool’s paradise.

(c)  Once Rajashree Shahu Maharaj gave sanad to 3rd Standard Tukarambua Ganeshcharya, Matang brother to practice law. Shahu Maharaj used to endeavor to make smallest person big. He did this to stress this. Because he was genuine reformer. He was not a fake reformer. At this time entire brahmin caste rose in uproar because 3rd Standard pass Tukarambua Ganeshcharya was granted to practice law. Few brahmins came to meet Shahu Maharaj and expressed their disagreements about granting of sanad to 3rd Standard passed Tukarambua Ganeshacharya. That time Shahu Maharaj told them. “You don’t take your cases to him.” After hearing this fair faces of Brahmins turned dark. This is called reformer in deeds.

(d)  Once Shahu Maharaj gave job to one Matang person in the Court. At that time all the Brahmins were working in Court. All these Brahmins did not digest the fact that one Matang should work in the Court. They decided to drive him away. They ragged him. Other Brahmins in the court office gave him separate table, separate chair, separate mat, separate glass and also separate room. Nobody was speaking to him nor was anyone telling him to do any work. No work, he only had to sit. Angry looks of Brahmins and gossips about him is what he had to tolerate. He felt miserable and was at the brink of crying. After 15 days officer meaning judge remarked in his confidential report (CR) that this Matang worker is not doing any work, he is inefficient in doing any work and recommended deduction of his 15 days salary. Rajashree Shahu Maharaj did not take this matter seriously. But then after another 15 days same remarks came about in his confidential report (CR). “That worker is not doing any work. He is not inefficient in any work. His one month’s salary must be cut and he be reduced from the job.” After reading this confidential report Rajashree Chatrapati Shahu Maharaj decided to personally pay attention in this case. He conducted inquiry through intelligence agencies and found out the real reasons. After finding out the real reasons Rajashree Chatrapati Shahu Maharaj issued memo to that officer. In this memo Shahu Maharaj says “As per your letter you say that this officer is inefficient and you are correct here. I felt this after conducting inquiry. But I am placing one responsibility on you; this inefficient worker you have to make efficient within 15 days otherwise your 15 days salary will be cut.” As soon as Chatrapti Shahu Maharaj’s memo reached that officers’ hands and as soon as he read it, within 15 days he wrote in the report to Rajashree Chatrapati Shahu Maharaj “That worker is every efficient and he has improved tremendously.” This is called tit for tat. You need experience to do this! When you are never given experience then how are you going to have it? You never give cycle to ride and then you say he can’t ride cycle. This is a conspiracy. This type of thousands of conspiracies Eurasian Brahmins are engaging in front of us every day.

Conclusion: Reservation is not beggary, alms or crutches. It is representation. By giving reservations was Rajashree Chatrapati Shahu Maharaj wished to make us beggars or handicap? Definitely not.

3.    In 1918 when South Bureau commission came to India. That time Congress that was set up in 1885 had one demand. Rashtrapita Jyotiba Phule used to call this congress Brahmansabha (Assembly of Brahmins). This Assembly of Brahmins had one demand. What was it? “Give us representation in your governance-administration and if you give us representation in your governance-administration then you (British) have no need to quit India. It is acceptable if you stay in India. We have no opposition to you.” At this time on behalf of Congress Bal (Keshav) Gangadhar Tilak was demanding representation from British. Do this means Tilak and his congress was begging, asking for crutches?

In 1918 along with Tilak and Congress three more people put up demand before British for representation (to South bureau Commission).
1.    Hon. Bhaskar Rao Jadhav, Maratha-Kunbi
2.    Dr. B.R.Ambedkar, untouchable
3.    Barrister Jinnah, Muslim
If truly Tilak and Congress was asking representation for everyone then what was the need for the three non-Brahmins to ask for separate representation? But they asked. Why? Because these three non-Brahmins had no faith on Tilak and Congress, the Brahmins and their organization. This must be kept in mind by the decedents of all the three. Because Babasaheb used to regularly say, ‘Whenever Brahmins ask for everyone it means they are asking for only themselves, this must be understood not 100% but 200%. Dr. Babasaheb further says, whenever Brahmins campaign that Nation and Dharma is in danger that time it must be understood with absolute certainty that nation and dharma is safe. Only Brahmins are in danger.’ Eurasian Brahmins has one specialty. What is the specialty? When Brahmins are in danger that time awareness of Mulnivasi Bhahujan samaj increases. The process of knowing who the friend, who is their enemy, is going on. That time Eurassian Brahmins campaign amongst mulnivasi Bhahujans that Nation and Dharma is in danger. Nations border is guarded by 16 lakh soldiers, that’s why nation cannot come in danger. India has 33 crore Gods that’s why dharma cannot come in danger. Even if dharma comes in danger then we bhahujan mulnivasis have no reason to think about it as Lord Sri Krishna will take avatar. Are we greater than Bhagwan Sri Kirshna to think when dharma is in danger? Is it not the insult to Bhagwan Sri Krishna if we think of Dharma?

Rajashri Shahu Maharaj thought out that this is an issue of representation.  He asked Bhaskar Rao Jadhav to demand representation because Chatrapati Shahu Maharaj was aware. He could understand the meaning of representation. Similarly Dr.Ambedkar also understood that this was an issue of representation. That’s why he demanded before South Bureau Commission that untouchables be given representation proportionate to their population.

To the demands of these three Bal Gangadhar Tilak opposed by giving abusive language in public meetings in Athni village located between Kolhapur and Belgaum. What was the bad words used? “Teli, Tamboli and Kunbhats want to go to the Assembly to plough?” This means that Bal (Keshav) Gangadhar Tilak did not wish to see non-brahmins entering assembly. This means that Tilak wanted that only Eurassian Brahmins must enter Assembly. This fact is not known to the mulnivasi bhahujan samaj. Then, what do mulnivasi bhahujan samaj knows? “Swaraj is my birthright and I will get it.” Bhahujan children from Balwadi to Ph.d knows only this. both these sentences belongs to Tilak. These are published in newspaper called ‘Keshri’ which was Tilak was editing. Tilak was so angry about us that he expressed it by abusive language in public meeting. Even then our mulnivasi people call him ‘Lokmanya’. Truly he must be referred as ‘Bhatmanya’ or ‘Brahmanmanya’.

4. Then in 1919 First British India Act was prepared and due to opposition from Tilak and Congress the issue of representation remained incomplete. To complete this incomplete task of South Bureau Commission in 1928 one Commission under the chairmanship of Sir John Simon come to India. This is called Simon Commission.  This Simon commission had visited India to grant caste based representation to SC, ST and OBCs. That’s why Dr. Babasaheb Ambedkar and Advocate Shivdayal Singh Chaurasia (Tamboli) welcomed Simon commission. But Gandhi and Congress and their henchmen opposed it by displaying black flags. They shouted slogans “Go back Simon!”  What is most important is that this was State Commission. It was constituted only of government representatives. It was statutory commission. It is only for government legal representatives. Even then Gandhi and Congress clarified that they are opposing this commission because there is not a single representative from India. Because of opposition from Gandhi and Congress Simon commission could not tour the entire country. They could not carry out required observations and surveys.  That’s why Simon Commission had to retreat to their home country leaving the task of survey incomplete.  This entire episode is about SC, ST, OBC reservation, representation and share in power.

5. Due to opposition from Gandhi and Congress to the Simon commission of 1928 the task remained incomplete. To complete this task British government called two round table conferences in 1930 and 1931. In these round table conferences Dr. Ambedkar demanded separate electorates and independent representation to the Untouchables. This faced strong opposition from Gandhi and Congress. For this purpose Gandhi started fast unto death. Gandhi never fasted even a single minute to get independence for the country. If he had to do so then we might have got the independence earlier. Gandhi launched fast unto death to prevent untouchables from getting their caste based representation/ independence. For this he dedicated his life. For this he risked his life. This means reservation is an issue of freedom and not of alms or crutches. That time Gandhi used to say “If British is going to give us freedom and if that freedom includes freedom for untouchables then we reject this freedom.” This is Father of the nation Mahatma Gandhi!! Who will call him Father of the nation and Mahatma? Father thinks of the freedom of his children and Mahatma shows mercy even to an enemy. After great struggle Dr. Ambedkar won freedom on 17th August 1932 and Gandhi opposed this freedom with his fast-unto-death and took away the rights and freedoms of untouchables granted by British. Due to Gandhi’s adamant attitude Poona Pact came in force. That’s why Separate electorates desired by Dr.Ambedkar ended, and joint electorates desired by Gandhi came in force. That’s why SC, ST candidates will have to depend upon the mercy of the higher caste for the party tickets for elections. All this took place due to Mohandas Karamchand Gandhi and his Congress. Why Gandhi did go on fast-unto-death?  To prevent real fighting representatives, representatives struggling for the interest of their society of SC, ST from getting elected, Gandhi dedicated his life; he put his life at risk.

1946 elections to the Constituent Assembly took place. In this elections of Constituent Assembly Congress did all the arrangements to see that Dr.Ambedkar does not get elected. Responsibility of this arrangement was delegated to Gujarat’s iron man Sardar Patel by Nehru-Gandhi and Dr. Rajendra Prasad. Sardar Patel when asked assured to the above trio that he has made perfect arrangement to ensure that Dr. Ambedkar does not get elected to the Constituent Assembly. For this he has not only closed all the doors but also the all the windows. It is okay that he closed the doors. But why Sardar Patel closed window is not comprehensible. Perhaps he might have thought that Dr.Ambedkar is of revolting nature and that’s why he can jump into the Constituent assembly through window. That’s why he must have closed the doors of the Assembly hall. To this Congress for which we give our ‘hand’ this congress was not even giving entry to our Mahapurusha into Constituent Assembly. This means that Congress and its prodigies did not leave a single safe constituency to Dr. Ambedkar.

How Bamons used and discarded Marathas-OBC-Kunbis in India - Part 3

·         ‘Reservation cannot be above 50%’ is one myth Eurasian Brahmins has spread amongst our mulnivasi Bhahujan Samaj intellectuals.
Analysis: - if reservation cannot be above 50% then how come it is 71% in Tamilnadu? Is Tamilnadu out of India?  Is constitution of India not applicable to Tamilnadu? Is Tamilnadu foreign territory? How come in South India viz Tamilnadu there is 71% reservation and in North India it is only 50%? Why this difference?

Because in Tamilnadu witnessed self-respect movement of Periyar E. V. Ramsami. That’s why huge awakening came about amongst mulnivasis. This goal oriented and goal inspired movement was carried on Tamilnadu by Periyar E.V.Ramasami and in Kerala by Guru Narayan.

How did Periyar generated awakening amongst mulnivasi?
1.    Periyar Ramasami used to wear drums around his neck. On both ends of the drum he used to tie the pictures of God’s and Goddesses. He then used to beat these pictures of gods and goddesses with the shoes of his legs.
2.    Then he used to put all the Gods and Goddesses on hand cart. This hand cart he used to take to the Madras (Chennai) square. Then he used to beat each God and Goddess with the shoe of his leg. While beating he used to speak to people. What he used to speak? ‘Here see your God. I am beating him with shoe of my leg. He cannot defend himself then how will he defend you? Then he used to pick next God-Goddess and beat them up with his shoes. Periyar Ramasam was from OBC category.
3.    After finished with bashing of Gods-Goddesses with the shoes of his legs he would climb up on the same hand cart and from top address gathered public. What would he say in his speech? He would say “Hey you people, if you see snake and Brahman simultaneously then who would you beat?” Then people would reply “Snake”. On this Periyar would respond “never beat a snake but beat up a Brahmin till he is crushed, because snake bite will end life of only one human being but if Brahman intervenes then generations and generations get finished up”.

Conclusion: In South India Ram was beaten up with shoes and they got 71% reservation, and in North India Ram is worshiped that’s why they are given 50% of reservation. From this mulnivasi Bhahujan must decide as to what action must be adopted.

Now lets turn to the issue of why 50% reservation. Former Supreme Court Judge Justice Yashwantrao Chandrachud gave one judgement and in that judgment he said that reservation cannot be above 50%. When Supreme Court judge delivers judgment it translates into a law. That’s how the decision of the former Supreme Court judge Yashwantrao Chandrachud transformed into law. This is puzzle of 50% reservation. Eurasian Brahmins always eat mud for the sake of their caste while our mulnivasis bury their caste in mud or provide mud to their caste. Why did former supreme court judge decided to fix limits of reservation to 50%?

Category
Population
% Reservation
1
SC
15%
15%
2
ST
7.5%
7.5%
3
OBC
52%
27%
TOTAL

74.5%
49.5%

This means 74.5% people are given 49.5% reservation.

For the sake of calculation lets assume 75% people are given 50% reservation. This means 75 people are given 50 bhakri. Those who are converted has a population of 10.5%. They do not have any reservation.
This means 75% people have 50% reservation. 10.5% people have no reservation.

This means 85% people are accounted for as above. Now how many people are remaining? 15% (Brahmin, Kshatriya, Vaishya) and how much reservation remaining? 50%

This means 15% Eurasian brahmin, Kshatriya, Vaishya = 50% reservation.

This means 15 people are given 50 bhakri and 85 mulnivasi people are given 50 bhakri.  Is this a justice? That’s why Dr.Ambedkar would always say, “All the Brahmins of the Country are badmash. But Brahmins from Poona are top of them in their badmash quality. This is because they merged the kingdom of bhumiputras established by Bhahujan Pratipalak, Chatrapati Shivaji maharaj into Peshwayee (Kingdom of Brahmins).” Dr. Ambedkar used to utter one special word for the description of Brahmins from Poona. What was that word? Poona Brahmins!

From this sin city hailed badmash Brahman Yashwantrao Chandrachud who delivered the judgment that reservations percentage must not cross 50%. For 50% women 33% reservation and for 52% OBCs 27% reservations – What a justice!!

Can the 50% ceiling be cancelled? Yes. Condition of 50% ceiling can be scrapped. How?

When Rajiv Gandhi was Prime Minister he changed Shah Bano judgment with 2/3rd majority as per article 368 of the constitution. Not only that adult franchise age was reduced from 21 to 18 via constitutional amendment under article 368 with majority vote in Parliament. By this decision he made mockery of democracy. From the time Rajiv Gandhi changed the voting age from 21 to 18 bogus voting increased because young people like to show off their performance that is different from the rest. This way by studying the psychology of our youth voting age was changed from 21 to 18. To do this constitutional amendment was carried and with 2/3rd majority legislation was passed. Even if the above law was made by Supreme Court it can be changed. How come then the condition of ban on reservations above 50% cannot be changed? It can be changed. According to Article 368 this condition can be repealed. But till date it is not repealed. Today in Parliament there are 200 MPs, SC + ST 119 MPs and Muslim 18 MPs are existing.
That means
1) OBC has 200 MPs,
2) SC+ST has 119 MPs
3) Muslims has 18 MPs

                     = 337

This means today in Parliament out of 543 MPs 337 MPs are mulnivasis. They constitute 2/3rd Majority. They can amend the constitution as per article 368 and cancel the Supreme Court ceiling on reservation to 50%. They can provide (adequate) reservation (representation) to all proportionate to their population. Why these 337 MPs did not do this way? It is not heard that these 337 mulnivasi MPs have done this way because even though these 337 MPs are mulnivasis they do not have independent identity. They do not have independent rights. This is so because they have been elected from some political party or the other. Example Congress, BJP + Sena, Communist etc. That’s what they have to obey the orders from their respective parties. They cannot violate their party high commands. Suppose by mistake they violate the orders from their high party commands then they will not get tickets to contest the elections. That’s what ever decisions, whatever orders party high commands issues these MPs have to accept it silently. This means brahmanical parties has transformed mulnivasi MPs into slaves. In spite of having mouth they have not right to speak in the Parliament.  If they have to speak then they have to take permission from High Command.  High Command does not give permission to mulnivasi MPs to speak on any of their problems. This means that all the brahmanical parties have transformed our elected representatives into slaves. Here then what could be the plight of common people?

This means that in order to give proportionate representation 50% reservation ceiling will have to be scrapped through constitutional amendment via article 368 with 2/3rd majority in Parliament. This is the only way out. This can be done by MPs elected by people but the current MP unable to do this. The reason is ‘Poona Pact’.

Our mulnivasi people of bhahujan Samaj have allowed Euresian Brahmins to create one illusion amongst them. Which illusion? Due to caste based reservation people with merit and talents suffer. Some of our mulnivasi people also thinks this way and form their opinions.

What is merit or talent?
Opinion of Vishwaratna Mahamanav Babasaheb Dr.Bhimrao Ambedkar about merit meaning talent:-

Dr. Ambedkar says there is no quality named merit or talent.
1.    Quality of ability
2.    Quality of Honesty
3.    Quality of intelligence
If these three things come together and if found opportunity and with training Merit means talent may get generated. Dr. Ambedkar further holds that

1.    Eurasian Brahmin have ability
2.    He has intelligence
3.    He has honesty
But he is not our representative because he uses all these qualities exclusively for the welfare his own caste. That’s why Babasaheb said “Till date Brahmins have not created a single Voltaire.”

Dr. Ambedkar says Eurasian Brahmin is honest only for his own caste. He is never honest with us. Babasaheb explains this with evidence.

Brahmin worships Ram who is a Kshatriya, and Brahmin also worships Parshurama who destroyed earth 21 times to eliminate Khstriyas from the face of earth.

Brahmin worships Saraswati who is non-violent. Brahmin also worships Kalimata who needs sacrifice of life.

Brahmin worship at darga of hazimlanga who is a muslim, and brahmin also worships Vishnu who is a brahmin.

Brahmin becomes a priest at Bodhgaya who does not accept Varna system. Brahmin also worships Vishnu who accepts Varna system.

This means Eurasian Brahmin is not at all honest. He is number one badmash. He keeps on changing his colours like a calothes. He will turns his back as the wind blows. He behaves in accordance with times. He always behaves according to the situation.

Senoir thinker Haribhau Narke distinguishes holds that talents or merit changes. Capacity + Opportunity + Taining = Talent. Hon. Haribhau Narke has given an interesting list of those academically been failures. About these failed people Hon. Haribhau Narke is raising a question whether they have no merits or no talents?

Failure list: -

1)    Mohandas Karamchand Gandhi – Failed Metric 4 times
2)    Marotirao Kannamvar, former Chief Minister of Maharastra – Thumb impression.
3)    Indira Gandhi failed entrance exams of Oxford university 3 times.
4)    Keshubhai Patel, former Chief Minister of Gujarat – 4th Standard passed.
5)    Vasantdada Patil, Former Chief Minister of Maharastra – 4th Standard passed.
6)    Sharad Pawar got 35% in 11th  Standard (Old Metric). This means he got just 35 marks in each subject.
7)    Dr. A.P.J. Abdul Kalam – had failed.
8)    Shushilkumar Shinde – had failed.
9)    J.R.D.Tata – had failed  times.
10)  Bill Gates, world’s richest man – abandoned college half way.
11)  Dhirubhai Ambani – failed.
12) Birla – Failed.
13) Einstein – Failed.
14)  Newton – Failed.
15) Edison – Failed.

Was there no merit in above people? Was there no talent in above people? This means above people had merit in them. They had talent in them. That’s why they shined in different fields because they got opportunity.

Rashtrapita Jyotirao Phule has studied only up to 7th standard. Rashtrasant Gadge Maharaj had not studied in school even for a day. Karmavir Bhaurao Patil failed four times in 6th Standard. Sahitya Samrat Annabhau Sathe went to school only once. Today can even single Ph.d holder is around that can be compared to his caliber? The answer to this is in negative.

This means the there is no relations between education and Merit means Talents.

Supreme Court judgment of 10th April 2008 regarding Talent –

Opportunity + Capacity = Talent

According to the opinion of Hon. Haribhau Narke –

·         How the distribute must take place? How should be an ideal distribution?
Suppose a single family has 4 children.
The first – Collector
The second – Doctor
The third one – Engineer
The fourth one – illiterate farmer.

How should the distribution of wealth must take place in this family? Just because Collector is most fitting will he be given biggest share in land, utensils and other things? Or will the largest share will be given to the one who is weak? Will the distribution be carried on based on fitness/ Cleverness/ merit?

This means here we cannot afford to focus only on merit, talents, cleverness or fitness. If the person is poor, weak, and powerless; that person will have to be give biggest share.

·         How the marks are increased?
Educated family/ Money/ Education/ Class/ surrounding/ Values/ friends/ facilities/ Ancestry… because of all this marks are increased.

For thousands of years those who were deprived from education, power, and wealth were deliberate kept deprived. They are applied criteria of merit. Who?  For thousands of years those who are getting education, power, wealth, and abundant protection to all their rights, they are the ones. For thousands of years in order to develop themselves all the opportunities were open to them and in spite of that if they are still poor then what is the fault of others? They must truly be high grade fools. For those whom opportunities were open for thousands of years, if they are still backward and poor they there cannot be bigger fools than themselves.

Eurasian Brahmins believe themselves highly intelligent/ highly capable/ full of merit. If they are really so then they must answer the questions below:
1.    In India before transfer of power took place on 15th August 1947 and Constitution of India came in force Eurasian Brahmins had all power. They were India’s destiny makers. Inspite of this how come Shak, Kushan, Hun, Dutch, Portuguese, Moghuls, British came and ruled India? Why our situation become so pathetic that anyone could come and rule over us? There is no history that says that Eurasian Brahmins ruled any other country other than India. Instead because of incapability of Eurasian Brahmins above invaders came and ruled India they way they liked. What is most important that Eurasian Brahmins co-operated with all the above foreign invaders.

Based on horoscope Brahmins predicts mulnivasi people’s future and collect their dakshina, how come based on their horoscope they did not predict that India to get enslaved because of foreign invasions? Why? Eurasian Brahmins does not have any satisfactory answer this.

2.    After British transferred power to Eurasian  Brahmins and Constitution got enforced entire India’s rule is in the hands of Eurasian Brahmins alone. They have total control over Legislative Assemblies, legislative Councils, Lok Sabha, Rajya Sabha, Administration, Judiciary as well as media. In short the four pillars of democracy – (1) legislature (2) Executive – Council of ministers + Class one officers (3) Judiciary (4) Press, all these has a domination and control of Brahmins and Banias. That means they have control over Democracy itself. These means that what we have is not democracy but brahmanocracy. This is a Peshwayee. In spite of this being the case of total control in Brahmins and banias why there are riots, burnings, bomb blasts? How come foreign terrorists enter India and indulge in terrorists activities? How come so many scams – Hawala scam, bofors scam, chara scam, koila scam, Taj scam, Share stamp paper scam,… like this thousands of scams take place on daily basis. Why? Murders-fights, dacoits, burnings, looting, rapes have become daily features. In spite of rule being in the hands of Brahmins- banias this is the state of affairs. Where has merit of Eurasian Brahmins gone? Where has their talent gone?

During the rule of mulnivasi baliraja smoke used to evaporate out of gold smelting. Now smoke evaporates after the bomb blast and houses are burned by handlooms. Military is supposed to protect and defend us. Meaning soldiers are our protectors. These very soldiers indulge in bomb blasts and become our destroyers. They are kept as soldiers in order to bomb enemies outside the country. They are creating bomb blasts in our own country. Where has the merit of Brahmins gone? Is this their talent? Mulnivasis must thinks seriously on this.

3.    After transfer of power in India meaning after British handed over power in the hands of Eurasian Brahmins and Constitution of India was enforced all the top officers in Government companies and Public limited companies were Brahmins - Banias. How come then all these Government companies and Public limited companies ran into losses? You’ll have great merit. You’ll are highly talented. Then, how come Government companies and public limited companies plunged into losses? Why did privatization of government companies and public limited companies started? Constitution has accepted socialism and not privatization.

In India in spite of entire rule is under the control of Brahmins- Banias today 83 crore people are on the verge of starvation. These 83 crore people have their daily income at just Rs.20/-. Today in India daily income of 27 crore people is just Rs.11/- Today in India 24 crore people get only one meal a day. They do not get second meal. Today 21 crore people do not have capacity and possibility to get their two daily meals.

Today in India 5000 children die because they do not get clean water to drink.

Today 65% of population are not aware of the existence of the constitution of India.

Today 7.5 crore children in India are child labourers. This is their age to laugh, to play and to study.

Today 12.5 crore youth – boys and girls are unemployed.

Past 10 years one lakh 82 thousand farmers committed suicides and in the past two years 16,632 farmers have committed suicides.

In Maharastra thousands of adivasis (mulnivasis) children are dying because of malnutrition, due to non-availability of food at Melghat, Amravati. In Kalahandi, Orissa adivasis have to live by eating mango seeds.

In West Bengal people survive by eating animal feed. In some places mulnivasis people are compelled to sell their own children.

Today in India there are 30 lakh beggars who beg at S.T stands, Railway stations and other public places.

Today 20 lakh women are subjected to atrocities and what is special about it is that there is not a single Eurasian Brahmin in it. Similarly there are no women belonging to the families of Poojaries, Businessmen, and Politicians. This is a merit of Eurasian Brahmins.

Viswarantna, Mahamanav, Babasaheb Dr. Bhimrao Ambedkar says “Intelligence is a double edged sword”. This means with the assistance of your intelligence you can serve society, you can promote social welfare, social progress. When? If you are honest to society. But if you are not honest with society means if you are dishonest with society then with the support of your intelligence you can destroy society. Eurasian Brahmins were intelligent but not honest. That’s why through written religious scripture they deprived us of our rights. Meaning they made us their slaves. Rashtrpita Jyotirao Phule, Rajashri Shahu Maharaj and Dr.Ambedkar were all intelligent. Through their intelligence they strongly promoted welfare of society. They freed us from slavery. They gave all the deprived rights. Who has got merit? Who is intelligent? Readers must decide on this.

4.    How Eurasian Brahmins became intelligent?
Eurasian Brahmins kept others illiterate/ uneducated/miseducated but educated themselves. For this purpose this took assistance of religion and religious scriptures. This means they kept mulnivasi people deliberately uneducated and educated themselves: that’s how they became intelligent. Actually this is called deception. They were clever or intelligent or talented. If from the beginning everyone had equal opportunity then only Brahmin would have become intelligent and we would have remained uneducated, illiterate? Never.

It is like wrestler entering inside battle ring and there is no one to fight him. He shouts alone. This is situation of Eurasian Brahmin. He deliberately did not allow other to get educated and he educated himself and began to exclaim that ‘I am clever, I am intelligent, I have merit.’

But from the time mulnivasi people from were granted constitutional rights to get educated, several mulnivasi people began to get educated. Then Brahmins got upset and began to shout in the name of merit and talent. Today observe the SC, ST, OBC, CT merit of 10th and 12th standard exam result and you will understand this. Today mulnivasi students have risen up as their competitors. That’s why in front of them they created the obstacles such as Entrance, SET, NET, M.Phil, Ph.d, B+ etc.

Conclusion: Eurasian Brahmin is clever. He is only deceptive. Only this and we mulnivasis believe their deception as Cleverness, merit or talent. We believe Eurasian Brahmins cleaver, this is like believing oneself to be a fool or a donkey. Mulnivasis must firmly keep this mind. Eurasian Brahmins are not at all clever. They are deceptive. They are conspirators. This we must keep in mind.

5.    Hidden secret of Eurasian Brahmins that boasts of their Merit and Talent. During the period of British rule there used to be the exam named ICS. ICS is an abbreviation for Indian Civil Service. It used to take place in England. Once this exam is passed then one could take a job as top most officers in the administration. Once could become top officer only after passing of this exam. 50% was the passing percentage needed to pass this exam. That time Eurasian Brahmins used to find it very difficult to pass this exam. They were not even getting 50% marks. They pleaded with British with their requests and petitions that the passing percentage for ICS exam be reduced to 35%. From that time onwards passing percentage for ICS exam was reduced to 35%. What was ICS earlier is today known as IAS (Indian Administrative Service).

From this is understood as to how clever Eurasian Brahmins were, how intellectual they were, how intelligent they were, How much merit they posses, all this is understood.

So far we have covered the portion:
1.    What is the meaning of Reservation?
2.    Dr. Ambedkar’s role in reservations?
3.    Wrong impression about Ambedkar amongst Bhahujan Samaj.
4.    Role of Eurasian Brahmins about Reservations.
5.    Dr. Ambedkar on merit and Talent and role of other mulnivasi intellectuals.
6.    Misunderstandings amongst Mulnivasi Bhahujan Samaj about Merits or talents.
7.    Merits or Talents and Eurasian Brahmins.
We tried to get detail information on all this matters.

Because of this Babasaheb used to say brahmin is intelligent, brahmin is efficient, brahmin is honest but brahmin is not our representative. That’s why we need our representative and for that purpose there must be reservation. Pandit (in his capacity as brahmin) Nehru and Congress opposed this. While opposing this concluded that with reservation efficiency of administration suffers. Dr. Ambedkar replied to this objection. What was the reply?
‘Representative Government is better than efficient government.’

In order to give reservation to OBC Pandit Nehru appointed Kaka Kalelkar Chairman of the OBC Commission. After that, in order to grant reservation to Marathas-Kunbis Bapat and Saraf were appointed chairmen. Why former judge of Supreme Court Justice P.B. Sawant was not appointed the Chairman? He is Maratha-Kunbi. He is a former Chief Justice of Supreme Court of India. He is extremely intelligent man. He is seriously concerned about society. He is sensitive. Are Saraf and Bapat more intelligent than Justice Sawant? Is this fact not known to Vilasrao and Ashokrao? They know. But what will they do as they do not have anything in their hands?  Everything is in the hands of High Command.

Dr. Ambedkar for reservation used to refer as ‘Reservation is share in power.’ If reservation is beggary, if it is alms, then, why Eurasian Brahmins are opposing it? They are opposing because Eurasian Brahmins are aware that reservation is share in power, participation in power, division of power. In reality it is not true that Reservation is either alms or beggary. Reservation is representation. It is a share in power, percentage in power. Reservation is not just a job. It is share in governance-administration, it is participation. That’s what it is said; ‘Only that CM succeeds who has his DM.  C.M – Chief Minister. D.M. – District Magistrate.

Reservation is not a program of transformation into Mahar-Chambar-Dhor, it is program to transform Mahar-Chambar-Mang along with Maratha-Kunbi-OBC into ruling community.

How Bamons used and discarded Marathas-OBC-Kunbis in India - Part 2

·       Answer to the brahmanical conspiracy that advocates reservations based not on caste but on economic status
1.    All over the world reservation is granted on the same ground on which there is discrimination. Other than India there is nowhere discrimination based on caste. There is discrimination exists based on race. That’s why in other countries reservation granted is based on race. It is called affirmative action.
2.    In the constituent assembly Dr.Ambedkar carried on the discussion for 16 hours and compelled to accept caste as the basis of reservation.

Manusmriti: “because your are born in lower caste you do not have rights.”

Constitution:  “because you are born in lower caste you have rights means reservations.”

Actually there is contradictions here. Eurasian Brahmins categorized us as lower caste. Then because we are lower caste they denied us our rights. This means Eurasian Brahmins used the weapon of ‘caste’ to deny us our rights. And the great towering personality of the world Dr.Ambedkar used this same weapon of ‘caste’ to restore our rights means reservation means representation.

3.    Kulvadi bhushan, Bhahujan Pratipalak, Chatrapati Shivaji, Chatrapati Rajaram Maharaj, Rajashree Chatrapati Shahu Maharaj, Rashrtrapita Jyotirao Phule, Shrimant Sayajirao Gaekwad….

Why all these were insulted by calling them ‘shudras’? Were they financially poor? Were they not financially rich? Then, in spite of being rich why were they insulted? It is because they were from lower caste.

Today our worth is decided based on our caste. Because caste in unchangeable. Wealth is flexible. Wealth will come and go; but caste not only stays with you from birth till date but even after the death (today there are number of separate crematoriums for different castes). Caste never leaves us.

Conclusion: that’s why reservation has to be caste based, not economy based.

4.    Kings can be crowned as per traditions but IAS, IPS, IFS, IRS cannot be appointed according to traditions. For that UPSC exam of union public service commission must be answered and passed. For that there is need for reservations.

One famous Italian Philosopher Antonio Gramci comments “ruling class has to generate intellectual class amongst itself.” Government is formed later but before that to run the state bureaucracy and administration intellectual class must be there or it needs to be created deliberately. That’s why Rajashree Chatrapati Shahu Maharaj deliberately created 50% reservation (representation) to the mulnivasi on 23rd July 1902.The entire struggle of all our Mahapurushas was to create intellectual class. This must be kept in mind.

5.    The class which is rich, prosperous and wealthy is the one that is capable and qualified for availing reservations. It means only if it avails reservation then it is able to enter into higher education, vocational education or foreign education. What this kind of highly educated person can do? Highly educated person can gather information. He can classify gathered information. He can analyze gathered information. He can get conclusions from the analysis. He can take decisions. He can distinguish, he can compare, he can separate relevant from irrelevant, he can recognize what is of interest from what is against interest, he can recognize welfare and anti-welfare. He can organize unorganized people, he can create awakening amongst ignorant people. He can provide leadership to the leaderless people. He can provide direction to the directionless people. He can develop self along with the society. He can build organization. He can preach. All this should not happen that’s why Eurasian Brahmins are harping on economy based reservation.
