The upper caste Indian male population is genetically closer to Europeans than the lower castes, which are more “Asian”, according to a potentially controversial new study being published in the forthcoming issue of the journal Human Genome.
The authors of the study say their findings support historical data indicating that West Eurasians migrating into India during the last 10,000 years were mostly male. An analysis of the genetic material also shows that the “ancestors of Indian men and women came from different parts of the world,” say Michael Bamstad of the University of Utah, who led the research group.
The researchers say this difference in gender and genetic make up may also hold the key to the origin of the caste system. The migrating or invading male population left descendants in the higher than lower castes and may have even devised the caste system. Bamstad said in an interview with this correspondent on Thursday.
Bamstad’s study showed that each caste’s mitochondrial DNA, which is derived from the mother only, has a greater similarity to Asians than to Europeans, but the upper castes show less similarity than do the lower castes.
Conversely, Y-chromosome data, derived from the father only, show each caste more similar to Europeans, with the upper castes being most similar, probably because more similar, probably because more Eurasian males migrated to India than did Eurasian females.
Such a finding could also imply that the women of the sub-continent are more Indian than are men. To “increase the power of the study,” Bamstad and his associates also examined 40 additional genes that are inherited form the father and the mother. All of these data strongly supported the conclusion that upper castes have a higher genetic similarity to Europeans than do lower castes, the study says.
“These are potentially controversial results,” Bamstad said, “But we are able to demonstrate unequivocally that the upper castes are more similar to Europeans than lower castes, and that women are more mobile –mostly upwardly—in the caste system.”
The study in fact says the genetic distance is closed between Europeans and Brahmins (0.10) followed by Kshatriyas (0.12) and Vaishyas (0.16).
“Assuming that contemporary Europeans reflect West Eurasian affinities these data indicate that the amount of West Eurasian mixture with Indian population may have been proportionate to caste rank,” the study says.
Bamstad’s collaborators in the study include researchers from the Andhra University, University of Madras and the Anthropological Survey of India. The group has done work in this area before. In a previously published paper in Nature magazine, Bamstad’s team said each Indian caste had developed a distinctive genetic profile, particularly among men, and more so when there was little intermarriage. But the women’s genes suggested greater social mobility.
The discovery suggests that women on occasion marry men from higher castes producing children that have their husband’s social rank, the researchers said, claiming  the “stratification of the Hindu caste system is driven by women.”

Its brahmaincal ploy to take over mulnivasi lands for International airport in Mopa

Bharat Mukti Morcha condemns the Goa government for going ahead with the land acquisition notice on Mopa International airport (669790 square meters) notified in official gazzette series II no. 11 on 16th June 2011 as well as approach road (21974 square meters) notified in official gazzette series II no. 12 on 23rd June 2011  for the same. This land in Pernem covers villages of Dhargalim, Casarvanem, Mopa, Uguem, and Chandel in Pernem taluka.


Bharat Mukti Morcha considers this international airport project is imposed in order to deprive OBC population of their land with the lure of some enticements like money with long term damage to the mulnivasi interests. This has been the long term agenda of the brahmanical forces in Goa and is part of lager nationwide conspiracy to dispossess mulnivasi people of their livelihood and to enslave them.

Brahmanical repression on Goa's tribal people

Over the past three months repression on Goa's tribal people has shot up alarmingly.The ghastly incident of burning alive of two tribal youth Manguesh Gaonkar and Dilip Velip during lathi charge on highway protest at Balli in South Goa is latest example. The two youth were were awarded instant martydom on May 25, 2011 precisely because of their lions share in safeguarding their community lands in Gaondongri and relentless opposition to bauxite mining in Morpirla. Assault on several tribal youth was launched jointly by police and private brahmanical goons. Manguesh and Dilip today after their death has come as powerful source of inspiration to the mulnivasi struggles in Goa.


Prior to this on May 12, 2011 tribal youth Nilesh Gaonkar from Cavrem, Quepem resisting mining industry was assaulted with iron rods while he was entering the gate of his workplace at Verna industrial estate. He sustained hand and neck injuries and was hospitalized. His attackers are still at bay and police is doing precious little to nab the culprits. Prior to that on May 3, 2011 journalist Gary Azavedo was kidnapped and assaulted on Fomento mines in Cavrem, Quepem while he was on official duty. No arrests has been made even after police complaint by Gary.


Mining companies have filed over 700 police cases against number of villagers all over Goa. The largest number of police cases are against people of Colamb, Sanguem followed by those in Advalpal, Bicholim. Police cases are also registered against tribal protesters in Cavrem and Ambaulim. Also in Navelim and Sirgaon in Bicholim. Police have been prompt in registering the complaints as well as following it up with a charge-sheet for legal trial to begin. Few years back Police resorted to lathi charge in Ambaulim, Quepem during the anti-mining protests injuring several tribal people.


Judiciary too has become a potent form of tool in the hands of mining companies. People are forced to make repeated trips to the courts in Sanguem, Quepem and  Bicholim. Judiciary, Legislature, Executive as well as mining companies, few TV channels and newspapers are captured by brahmanical forces and that is the root cause of the problems of messed up governance and harassment of mulnivasis in Goa.

Price rise of fuel is a brahmanical conspiracy

Bharat Mukti Morcha strongly condemns the price hikes effected from 24th June 2011 mid-night on petrol, diesel, kerosene and Liquid Petroleum Gas (LPG). Price rise is meant to make mulnivasi people of India poor (SCs, STs, OBCs and Converted mulnivasi minorities). Already 83 crore people are living in acute poverty and this price rise including  Rs.50/- hike on LPG will further push large chunk of people into poverty and hunger. This is a deliberate move by ruling congress government to further their agenda of ruthless exploitation through its policy of Liberalization, Globalization and Privatization.


Bharat Mukti Morcha calls upon mulnivasi people to unite against central government for initiating price rise. Through this price rise central government controlled by 2% euresian brahmins has placed itself as direct enemy of the crores of mulnivasi people of India that consists of over 85% population of India. This price rise is a form of economic terrorism perpetuated by Central Government.

Mulnivasi people descriminated in water supply in Sada, Vasco


Bharat Mukti Morcha is shocked over the absence of public water supply to the residents of Sada, Vasco over the past one week even in the rainy season. Bharat Mukti Morcha condemns government over such an act of omission leading towards depriving of fundamental necessity of life – water. 

Bharat Mukti Morcha is convinced that the discrimination in withholding of supply of water is deliberate on the part of Goa government. Bharat Mukti Morcha is convinced that there is a need for the thorough investigation over the water infrastructure in Goa in view of massive threats to Selaulim dam water supply from mining companies.

Bharat Mukti Morcha is also of the considered opinion that agreement with Japanese agency JAICA’s role in Goa’s water supply must be urgently reviewed.

One the one side Goa government has increased the rates of water supply in Goa, on the other hand it has withheld supply of water to mulnivasi residents of Sada, Vasco.

Bharat Mukti Morcha extends its support to the agitating people in Sada, Vasco and advises Goa government to resume water supply there.

Brahmanical forces responsible for Cuddegal mining disaster


Bharat Mukti Morcha expresses deep condolences to the families of those dead in the cuddegal mine collapse in Sanguem, Goa on June 18, 2011. Mine operated by Fomentos collapsed with 3 people working on mine – Gullapa Chamli, Ajit Naik and Tipaji Kotrech - reporting dead after being buried alive under the mine at Babuli vaddo, Cuddegal, in Kirpal-Dabal Panchayat jurisdiction. Couple of bodies are still not traced. The life of the neighboring villagers who are mostly STs is at grave risk due to this mine.

Bharat Mukti Morcha also condemns Fomento mining company for this criminal negligence and advises  Goa Government to arrest the owner of the company  Avdooth Timblo for criminal trial. Bharat Mukti Morcha also condemns department of Mines and Geology for its complacent attitude.  Goa’ brhamanical government is systematically promoting the occurrences of mining disasters in Goa as is evident from the fact that mining company owner  Radha Timblo is still not arrested in case of Tollem mining disaster in Sanguem that took place in 2008 leading to death of 2 people.

Bharat Mukti Morcha also condemns central government agency – Indian Bureau of Mines- based in Margao for it is dozing to the glory while mining companies are busy in taking away precious lives of people in Goa and those working on mines.

Bharat Mukti Morcha considers this mining disaster as a sign of increasing corporate criminal negligence leading to loss of life. Bharat Mukti Morcha is of the view that all the mines in Goa must be taken away from private operators and nationalized.

RPG-2021: vision of poverty for the masses and prosperity for few


1.     Mopa airport
This document’s first release mentions 60 meters wide road connecting proposed Mopa airport with highway NH 17. It also advocates 10 meters setback. This means total width of the land to be acquired for the road is going to be 80 meters wide. (page 11). The new airport is not needed for Goa. Military control of Dabolim airport must be removed and current restrictions of air traffic must be done away with. Airport in Pernem means huge amount of loss of land and livelihood to the local people. It is the landlord Jeetendra Deshprabhu who slept on Konkan railway tracks few years ago to demand imposition of airport on Mopa plateau covering five villages. He and his family that owns over 85% of Pernem – thanks to colonial heritage - stands to benefit the most with resultant real estate boom. Airport is a development strategy for poverty and dispossession of the local people – Mulnivasi. In any case so much of tourism has created huge price rise in Goa, acute pressure on land, water, food, vegetable, fish, infrastructure etc. Tourist annual population is touching almost double the figure of Goa’s population. It is time that tourism must be reduced. If this is not done then Mulnivasi people are in the danger of extinction with combination of other factors like mining, industry etc. It is the tiny brhaminical minority who is involved in making majority of people if Goa and India homeless for the purpose of enslavement.

2.      One Kilometer Buffer zone for sanctuaries
One kilometer buffer zones to sanctuaries are recommended (Page 13). Indian laws prescribes 10 kilometer buffer zone. Goa government recommended 0 kilometer buffer zone. All this is to let mining companies to extract iron ore and manganese in Goa. Mining companies make huge profits and local people are pushed into poverty and desperations leading towards innumerable sicknesses and addictions like alcoholism. This is important means to take mining into forest. Mining itself it highest plunderer of Goa’s mineral wealth. During 2009-10 Goa exported 46 millions tones at the rate of Rs. 5,000 per tone.  Total income of the mining companies is Rs.23,00,00,00,00,00/-. Goa government collected Rs.170 crore through taxes and royalties. This is massive loot and promotion of poverty of the mulnivasis. Mining needs to be nationalized immediately.

3.      Eco-tourism
Eco-tourism is recommended (Page 26). Eco-tourism does not mean control of tourism trade by local Mulnivasi people. In fact it is also the extension of control by luxury tourism dictated by powerful financial interest groups controlled by Brhamins , Vyasas etc. Eco-tourism does not mean prosperity to mass of people as its objective is accumulation of profit. In addition forests are going to be opened up for these reasons.

4.      Agro-based eco-tourism
This is a new addition to development discourse of Goa (page 27). With this it can be expected that state would aggressively pursue the path of converting agricultural lands tourism. It is unclear as to why this is specifically included in addition to eco-tourism.  This is a strategy to open up agriculture areas for tourism.

5.      Commercial private forestry
This document recommends natural cover zones to promote commercial private forestry (page 28). Currently state government is pushing tribal people out of forest areas. This suggestion is made to directly allow free play of private capital into Goa’s forest. This means that locals – tribals, mulnivasis – will be removed from their habitation and capitalists’ ventures will be promoted. This is complete sale out. State’s policies are inherently designed to create inequality and poverty.

6.      Growth hubs with higher FARs allocations
Growth hubs are proposed in some parts of Goa (page 28). This is meant to further marginalize local mulnivasi people. Higher FARs allocation meant greater possibilities of constructions – real estate. This is totally top down approach to development in a plan that that was meant to be bottom-up exercise in development. Suggestion of local people – Mulnivasi - is simply thrown out of window. Disappearance of VP3 status to various panchayats is another example.

7.      Land Pooling for satellite townships
This document wants more land through ‘land pooling’ exercises lure existing land owners to be ‘stakeholders’ in final development (page 29).  The intention of this suggestion is to soften the likely opposition to take over of land from the mulnivasis residing in villages surrounding cities. The objective is to slyly take control the land from the local mulnivasi. Making mulnivasis as stakeholders in the development is impractical and mere enticement to part with land.

8.      Micro Industrial Zones
This is proposed for every village with projected population of 10,000 by 2021 (Page 30). For this purpose 5 hectares of land will be taken in each of such Panchayats. This is meant to strengthen brahminical hold over Goa. Industry including mining, Industrial estates, Small scale industry, Goa Chamber of commerce and Industry (GCCI), Goa Small Scale Industries Associations has a tight grip by braminical forces. There is no auditing nor white paper is prepared as to what is the state of current industrial estates, from which Mulnivasis lands were taken for industry, how many local people are employed, what is the nature of employment – contract or permanent, what are the safety measures for working inside the factory as well as people living surrounding the industry, what is the nature of historical injustices perpetuated by the act of land take over for the purpose of industry etc.
The micro industrial zones are dubbed as employment generators for the locals with nearly 80% capacity. State government must first examine the employment status of mulnivasis in Syngenta factory in Corlim Panchayat where even after 40 years of this factory no one is employed on permanent basis and just two people are employed from on contract basis from Dhulapi and Mangado villages. Syngenta occupies 200 acres of mulnivasi people’s land. Similarly ONGC unit on Betul plateau has employed 35 people on temporary basis for the past 13 years with a daily wage of Rs.150/- till date. This is a state of employment to locals in the industry and this situation needs to be changed and employment must be made secure before proposing new micro industrial zones. In these zones like in industrial estates local panchayats will have no control. This is meant only as lure to land grab and extend brahmanical hegemony further.

9.      Forest Rights Act 2006 implementation
This document cleverly sabotages implementation of forest rights act 2006 (page 30-31). On the one hand it says government will implement the Forest Rights Act 2006 on the other hand it says ‘subject to the provisions’ of Forest conservation Act and trees Act. The document conceals the fact that forest rights act supersedes all over laws including forest conservation act and trees act. In any case Goa State government with Brahmin Digambar Kamat – whose family ties are with mining companies - as Goa’s Mines Minister, Tribal affairs minister and chief minister has totally sabotaged the implementation of Forest Rights Act by ignoring to constitute Sub-divisional committees and district level committees. These are required in order to facilitate filing of claims by Tribal people living in forest areas including inside the sanctuaries. State government filed report with tribal affairs ministry that OBC in Goa are objecting to the implementation of forest rights act. It is very clear that brahmanical state structure of Goa wants to create conflict between tribals and adivasis. Non-implementation of Forest rights act on the part of Goa government is a very serious step to increasing harassment and oppression of Tribes and forest dwellers. 

10.   Helipads all over Goa
Goa government plans to construct around 50-60 helipads all over Goa (page 31). The reasons given are for emergency landing in case of emergency. Now on the one hand State has been going about constructing roads all over and yet no confidence in them. It plans helipads. What are the dangers that ruling caste cum class structure is envisaging? It is none other than mass road blockade that happened couple of times Mandovi bridges and Chief Minister was forced to come and meet up the tribal agitators and negotiate. The provision is not just for the current 40 MLAs of the Assembly but also for the future when the assembly seats will be extended to 60. Big rich investors and mining companies in Goa too look at Goa’s Mulnivasi people as potential danger.  So to escape their ire and anger helipads are planned.

11.  World Class Knowledge society
This document envisages world class knowledge society in Goa (Page 34). What is world class? No definition is provided. Therefore few comments are warranted. Goa University could have been the leader of this world class knowledge society if Goa government has not succumbed to the disastrous brahminical agenda and reject the offer to get it the status of Central University. Delhi’s JNU is a one such University. Education is very affordable for those who are economically not so well off and provides opportunity to improve their lot. Goa government wants to make education increasingly inaccessible to local Mulnivasi people. It continuously raises University tuition fees. It has got one of the most misfit individual  - A. Monserrate as Goa’s education Minister so that Director of Higher Education Brahmin Bhaskar Nayak can have a open field to continue brahminical hegemony over higher education. Number of qualified people are employed to teach in colleges on contract basis as if Goa does not have money to pay the teachers. Why this is continuing? Because Goa government want to make Goa’s mulnivasi people its slaves – take education away from them in economic means. On the one hand take away their land and on the other hand hike the prices – cost of living. This is the state of Goa that has earned Rs. 23,00,00,00,00,00/- only through mining exports for the year 2009-2010. Higher education in Goa is a huge scandal. Young minds are subjected to planned distraction so that rule of Brahmins continues. How else Goa’s 2% Brahmins retain their legitimacy to rule. If legitimacy is lost then they will be exposed and targeted by public and rule of majority of people – Mulnivasis will be established. Brahmins will find themselves in the dustbin of history and will have to run for cover.

12.  Plotting against taxis and ‘motorcycle pilots’
The document attempts to find a way to throw motorcycle pilots and taxis out of roads (Page 36). This document suggests need to start waterways and river based transportation and explicitly mentions taxis and ‘pilots’. Who will be operation these transportation system? Private companies? Who will be owning the these companies? Baniyas? Brahmins?  Here again the impoverishment agenda becomes clear.

Goa: land, Demography and Politics



1.     Brahmin Invitation to Portuguese to conquer Goa in 1510
To understand contemporary Goa’s concerns it is necessary to take brief detour in Goa’s history. Goa has been ruled by various kings and sections through out the centuries. There rulers mostly invaded Goa and ruled over it for many years sometimes even centuries till 1510 when Adil shah was ruling Goa. In order to overthrow Adil Shah Brahmin from Goa went to Calicut, Kerala where Portuguese were stationed for the trade purpose and invited them to Goa. Portuguese came to Goa on 25 November 1510 at the invitation of Brahmins and fought with Adil Shah and laid foothold of rule in Goa to last for next 451 years till 19 December 1961. This was the first step of brahminical hold over Goa.

2.     Conversion/Codification of Ganvkaris into Communidades
After inviting Portuguese to Goa Brahmin provided logistical support for Portuguese to rule. Within the first 15 years Portuguese codified Ganvkaris - land institutions of tribal people – under Portuguese colonial laws and renamed them as Communidades. With this legal yet colonial intervention Brahmins and other colonial allies were included as managers/administrators of communidades replacing original tribal people – Gawdas, Velip, Kunbis. This was a second step of brahminical hold over Goa.

3.     Conversions and take over of temple lands for churches
Colonial period of Portuguese witnessed tremendous efforts at converting local people into new faith of Catholicism. This was done with State protection where the local temples were violently razed down and churches were built in its place. Colonial church in Goa is also dominated by Brahmins with collaboration from Portuguese. The temples lands now came under the brahminical church.

4.     Parceling of community lands to Brahmins
Brahminical loyalty to Portuguese colonial rule put themselves in private possession of land. Sometimes Portuguese auctioned land that belonged to local people and Brahmins brought it. Sidney Pinto Rozario’s land who are now constructing luxury bungalows; for rich of the world to buy in Porvorim is the case in focus. Sometimes Portuguese gave large tracks of land to Brahmins for the various favors granted. Very often the list of favors would include supply of beautiful woman from the house of Brahmins to top level Portuguese colonial officers for their satisfaction of sexual needs. This led to granting of land ownership titles to private Brahmin individuals. These sexually used females of from the Brahmin households often committed suicides. It has been the pattern of Brahmin household to lend their for sexual satisfaction of Portuguese and in return win land ownership titles. The females include daughters, sisters and wives.
The Brahmin landlords who sold land to luxury hotel conglomerate – Aldeia de Goa-  also got hold of land during Portuguese rule in Bambolim and Nauxi villages of Tiswadi taluka. The actual local owners of the land were reduced to caretakers of land with no records in Portuguese documents.

5.     Granting of mining leases to Brahmins, Baniyas
Portuguese granted mining leases in perpetuity those who were their mainstay of support of colonialism. These include Goa’s Brahmins and Gujarati baniyas. Few others were also amongst to win mining leases. In perpetuity means that the rights of the lease to exploit ore rests with the family to whom it was awarded. 891 mining leases were awarded across the state of Goa covering nearly 68,000 hectares of land. This group of people were mainly responsible for retaining of colonial rule in Goa even though British had left India in 1947 after transferring power to brahamins. Brahminical and colonial self interest merged to determine the prolonging of Portuguese rule in Goa so that mining industry remains in private hands. In independent India mining was nationalized.

6.     Liberation of Goa
1961 liberation of Goa was an outcome of tacit understanding between Indian Brahmin Prime Minister Jawaharlal Nehru and Goa’s brahminical colonial formation that ensured that there are no structural alterations in case of Goa after liberation. If Nehru had not to accede to their demand then Portuguese would have gone ahead with implementing their threat of NATO strikes on Goa.

7.     Opinion Poll
Goa’s opinion poll in January 1967 was fought to decide whether to merge Goa into Maharastra or to retain it as a separate state. Goa’s Bhahujan Samaj was in favour of merger with Maharastra. Brahmin colluded with Roman Catholic Church to vote for retaining Goa as a separate identity. Simultaneously Brahmins worked had through Shenoy Goenbab to provide Goa with separate konkni linguistic identity. Merger aspirants were narrowly defeated in the opinion poll mainly because of Church and priest campaigning against merger that led to catholics voting en mass against merger. 

8.     1972 land survey
1972 land survey in Goa installed Brahmins as landlords in ‘liberated’ Goa. Tenancy Acts and Mundkar Acts of MGP government played spoiled sport for few decades for Brahmins in Goa. MGP government was infiltrated by Brahmin legislators – Apa Kamat and Auchut Usgaonkar. The records generated during this survey of 1972 empowered Brahmins to sell land.

9.     Konkni agitation of 1986
Konkni agitation of 1986 was fought again with the bhahujan samaj demanding Marathi and Brahmins wanting Konkni. Since Brahmins were and still are - a tiny minority in Goa they again got Roman catholic church as its fighting force and won the konkni battle successfully. Neither Florian Vaz nor anyone else of remaining 12 shot dead during konkni agitations were Brahmins. Konkni that catholic speak Roman lipi never got official recognition in 1986. So here brahminical policy successfully done away with Marathi – the language of Bhahujans and also Roman Konkani – the language that church and catholics used and continue to use till date. Roman Catholic and bhahujan samaj has been historically fighting with each other but neither of them ever won in genuine sense. Victory always has been of Brahmins through cunning means. In this case it is a Devnagri konkni that got the status as official language of Goa.

10.                         Statehood to Goa in 1987
Granting of Statehood on 30th May 1987 by the grandson of Prime Minister Pandit Nehru – Prime Minister Rajiv Gandhi - has been full-fledged stamp of authority on the rule of brahminical hold over Goa. Prior to this Goa was Union Territory from 1961 till 1987. The first cabinet decision on very next day of statehood was declaration of master plan for Goa that declared populating of Goa’s coast with five star hotels. Due to public protests particularly from students that time that this plan was forced to be scrapped. This was re-invented via Regional plan 2011only to be rejected yet again. Brahminical State devised its tourism plan in collusion with World tourism organization based in Madrid, Spain. It has no iota of concerns for the local people of Goa – the Mulnivasis. In fact it has tried its level best to do away with these communities. It is only through the protests that Mulnivasi people of Goa have survived.

11.                          Brahamanical hold over history and education
There is a complete brahmanical hold over history and education in India. This is the reason history is always bias and even manufactured myth i.e. Parshuram arrow and reclamation of Goa from Arabian Sea. History is written to glorify Brahmins and even faked when Brahmins lacked courage to pass through test of fire i.e. narration on Jhanshi ki Rani Laxmibai Joshi. In Goa it is Brahmin (Bhaskar Nayak) who is a director of higher education. Currently brahmanical system has ensured that most unfit person be put in charge of education ministry (Babush Monsorrate) so that he could be maneuvered successfully to implement brahaminical and capitalist policies.

Special Economic Zones as demographic destabilizers in Goa



1.    Population insights

Goa has a population of approximately 15 lakh people. In addition Goa also has 21 lakh tourists visiting every year. This gets us to the total of 36 lakh people. 18 Special Economic zones are proposed in Goa. In one such SEZ of Raheja’s 17 lakh people are to be settled in at Verna, Salcete. Each SEZ will be treated as foreign territory. So we were to have 18 different countries in the Goa alone with their own rules and regulations.

2.     Caste compositions and roles in policy determinations

Approximately 2% of Goa’s population of Goa are Brahmins that control land, politics, state and government in collusion with vyashas, Kshatriyas and other interlopers from OBCs, SCs and STs. They are also responsible for engineering this huge influx of investments. Majority of Goa’s population are bahujans that includes Telis, bhandaris, Renders, Mhahars, Gawdas, Velips, Dhangars, Pagis, OBCs, STs, SCs. It is this 2% of people are all out to create massive displacement of rest of Goa causing major damages to the common people of Goa. It is not enough just to demand scrapping of SEZs. It is important to draw long term plan to institute the rule of majority of People of Goa as against the current Brahmin minority rule ruling over Bahujan majority.
The setting up SEZs in Goa will result in total democratic destabilization. Local people will be totally uprooted from their land.
There is already large scale disruption of people’s settlements due to mining activities in hinterlands. There is already loss of huge amount of land due to location of takeover of plateaus in Goa for the purpose of setting up of industrial estates. SEZ in Keri for example is located on a plateau that is used as grazing ground by Dhagars for their goats.

3.     Broad implications

India’s population is 1 billion people. India’s defense forces accounts for 15 lakh. Security forces in all the proposed SEZs in India amounts to 17 lakh people. SEZ policy of India’s commerce ministry will have far reaching implications of splitting India into different parts and handing over its governance to the corporate. India’s governance is determined by 3 % Brahmins and their interloper allies and its policies are causing harm to majority of people of India by uprooting them from their lands. This discussion however is not allowed to surface in the discussion in educational institutions mainly because of brahmanical control over education in India. According to data of 2001 census all the vice-chancellors of all the 108 Universities were Brahmins. Actually Brahmins as per their population were only occupying 16 positions of vice chancellors. 24 positions were to be occupied by SC/SC category and 56 were to be occupied by Marathas/OBC.
Due to situation realistic assessment of Indian reality after the imposition of SEZ Act 2006 is not possible. Education system is not letting the truth to be known by students. In order to bring about the change this situation must undergo change.

4.     Sale out and bondage

SEZ policies and laws represent higher state of exploitation of labour, land and nature. Freedom of labour to organize trade unions to defend their interest is subverted. Laws to protect environment are relaxed. Freedom of movement is drastically curtailed. Reservation for the SC/ST is not applicable. In other words via SEZs it is total sale and getting people of India as hostages of capital. This is a clear cut agenda of disruption of stability and prosperity of common people of India at the hands of capitalist and brahmanical forces. Very often confronted with this situation one tends to get shocked. But it is important to recognize tremendous promise and potential inherent in SEZ debate in Goa and India and move ahead in efforts to dig out root of this exploitative and unjust situation and uproot its causes and help majority people of India to liberate themselves. It is important that educated take responsibility to delineate from the brahamanical and capitalist discourse and place them to understand the reality in authentic manner from the perspective of people.

Bharat Mukti Morcha today 9th February 2011 organized the rally to protest the Government’s following decisions, actions and inactions:

  1. To conduct census 2011 without caste enumeration of OBC communities in India. This is done ostensibly to subjugate Mulnivasis people of India.
  2. To conduct biometric census and give UID cards to citizens that eliminates caste identity and infringes upon citizens right to privacy.
  3. Failure to withdraw cases pending in Panjim deputy Collector’s Court against Vanxim Island residents filed with the intention to displace local mulnivasis by Mahendra Gaunekar to set up golf tourism, Luxury Villa, Spa and Private Marina in spite of written communications to your office from Bharat Mukti Morcha to do so.
  4. Failure to stop open caste iron ore and manganese mining in Goa in spite of written communications to Department of mines and Geology for termination of mining leases.
  5. Failure to revert back all the forest land of Goa diverted for mining purpose.
  6. Failure to stop sand mining in Goa’s rivers such as in Mandovi river near Vanxim island in spite of written communications to Department of Mines and Geology by Bharat Mukti Morcha.
  7. Failure to stop illegal mining in various parts of Goa such as Vathadev, Bicholim.
  8. Failure to scrap SEZ Act that has spelled disaster for Goa in places like Keri, Ponda; Verna, Salcete; Sancoale, Murmogoa and the rest of India as the SEZs are treated as ‘foreign territories’.
  9. Failure to protect coastal people’s housing and livelihood at Khareavaddo, Vasco.
  10. Failure to protect the islands for the Mulnivasi people and insultingly taking them over for and Naval authorities off Vasco shore at Arabian Sea
  11. Failure to implement Forest Rights Act 2006 in Goa by withholding the constitution of mandatory District level committees and Sub-divisional committees in North as well as South Goa district. Forest department has sealed the paths of tribal people to enter forest for the firewood collection and cattle grazing in places like Khotigao Wildlife sanctuary, Canacona.
  12. Failure to identify and declare scheduled areas in Goa.
  13. Failure to include Goa tribes in the Vth Schedule of the Constitution of India.
  14. Failure to impose ban of acquisition of Agricultural and Forest land for industry, Housing, Golf Course, Cricket stadium at Thivim, sports city at Dhargal, Mopa airport in Pernem,   and commercial complexes, Fish Mill at Velim, Syngenta in Corlim etc.
  15. Failure to implement Tenancy Act and Mundkar Act.
  16. Failure to prevent open disposal of Garbage resulting in pollution of valleys such as Garbage disposal behind St. Xavier’s College, Mapusa and its resultant ill effect on Siolim-Marna.
  17. Failure to cancel Environmental clearances to hazardous and polluting industries such as Syngenta at Corlim, Zuari Agro Chemicals at Vasco, and Sesa Goa at Naveli, Bicholim.
  18. Failure to withdraw criminal cases against people all over Goa resisting mining industry. Particular villages includes Colamb in Sanguem, Advalpal in Bicholim, Naveli in Bicholim, Ambaulim in Quepem.
  19. Failure to scrap sponge iron plants in various parts of Goa such as Pissurlem in Sattari and Mangado in Tiswadi.
  20. Failure to scrap Jaitapur Nuclear Power plant that is threatening livelihood of Mulnivasis in Madban, Ratnagiri, Maharastra as well as Arabian Sea that is major source of fish in Goa.
  21. Failure to control rising inflation in all sectors of economy.
  22. Failure to solve the problems of hunger, poverty and unemployment in India. Ruling castes and classes are deliberately worsening this situation.
  23. Failure to increase minimum wage rate from the current one at Rs.152/- per day in Goa. It is indeed shameful situation.
  24. Failure to scrap contract labour system in Goa.
  25. Failure to prevent the privatization of Health sector. It is utter disgust that Government district hospital in Mapusa is proposed to be privatized and luxury private hospital constructed on government land on Kadamba plateau, Tiswadi. 
  26. Failure to lower the admission fees of Goa University and its affiliated colleges including professional colleges.
  27. Failure to restore cultivation land inside Mhadei for the agriculture known as ‘Puran Shethi’.
  28. Failure to scrap the Evacuee property department and handover land at Mayem, Bicholim to the local mulnivasi people.
  29. Failure to protect the interest of the Mulnivasi people in the RP-2021.

Awake and arise to fight the brahmanical conspiracy to evict people of Vanxim Island!



Bharat Mukti Morcha takes serious note of Brahmanical forces  at work with their plan of destruction in Vanxim island near Divar, Tiswadi, Goa. The entire island people are dragged to the deputy collector’s court, Panjim for the purpose of negative declarations of their land titles by a brahmin Mahendra Gaunekar. The land titles given to Vanxim islanders through mamlatdar’s order of 1995 is challenged in Deputy collector’s court in 2010 and 2011. Islanders are called for the hearing of the cases regularly for the past so many months.
Homeland of over 1000 people sold to Gaunekar by a brahmin Fr. Arlino de Mello, attorney of Patriarch of East indies on behalf of Archbishop of Goa Felipe Neri Ferrao, a brahmin on February 11, 2006. Sale deed is recorded at sub-registrar’s office, Ilhas. The total land amounts to 4,85,275 square meters. On record Archbishop has received total of Rs. 55,04,150/-. Records of sale claims land sold at the rate of Rs.20/- per square meter. The actual amount at this rate works out to be Rs. 97,05,500/-. In addition there are huge financial underhand transactions in this deal between Brahmins leading to eviction of the local people living on island for past many centuries.

Mahendra Gaunekar then sold this land to corporate – Ozone group from Chennai for Rs. 30 crores on record. Ozone group plans to set up Golf course, Casinos, Gambling, Spa, Private marina, Luxury villas etc after evicting all the local residents. Then the name of Vanxim island is proposed to be changed into Ozone island. Prostitution is synonymous with golf as in Philippines and Thailand. It is called ‘Sex tourism’. The entire village is objecting and by no means will allow Ozone project to materialize.

Brahmin Fr. Victor Rodrigues, Procurator, Archdiocese of Goa on 10th November 2009 wrote a planned letter on Bishop’s house letterhead to Mahendra Gaunekar which is now used to evict islanders of Vanxim. The subject header of this mischievous letter is “immovable property - Vanxi at Capao”. And the text reads as follows:

"Dear Gaunekar,


As we were re-arranging our records, files and documents in our office, we came across some notices issued by the mamlatdar to us under the Goa Agricultural Tenancy Act in respect of the above mentioned property.


We immediately applied for the certified copies of the relevant papers to the mamlatdar which are received on 4th November, 2009.


Since the said property has already been sold to you we enclose herewith the said papers received by us to enable you to initiate appropriate steps if so desired."

On 16th of May 2010 local MLA Pandurang Madkaikar visited Vanxim along with Mahendra Gaunekar, and had a meeting with all the islanders. The islanders objected to the entire project. The 109 page joint development agreement was reduced to 19 pages. Vanxim islanders approached various authorities of the State government – Revenue department, Revenue Minister, Revenue Secretary, Mamlatdar of Tiswadi, Collector (North), Chief Minister, Governor – but none has provided solution. Bharat Mukti Morcha retaliates against every one involved in promoting evictions. People of Goa are shocked with Archbishop Felipe Neri Ferrao. Mass of people participated in the mega protest meetings in Vanxim to condemn Archbishop.

Brahmanical conspiracy has already reduced 83 crore people of India into hunger and poverty. Vanxim islanders’ evictions are only going to add to these ongoing macro crimes. Vanxim island has been very prosperous with sustainable agriculture, horticulture, fishing and employment elsewhere.
As a pressure tactic Indira Bal Rath- a government free bus service to OBC, ST school children for Vanxim islanders was stopped by Cumbarjua MLA Pandurang Madkaikar. This is totally unethical and amounts to arms twisting by force. Bus service to children of Vanxim islanders is their right and they must get this from their island itself.

Bharat Mukti Morcha condemns Mahendra Gaunekar for filing cases against Vanxim islanders.  Bharat Mukti Morcha condemns Archbishop Felipe Neri Ferrao for promoting this highly corrupt and shady deal creating situation of eviction to Vanxim islanders. Bharat Mukti Morcha condemns Revenue department as well as Revenue Minister Jose Philip D’Souza for entertaining cases filed by Mahendra Gaunekar against people of Vanxim island. Bharat Mukti Morcha condemns Chief Minister of Goa brahmin Digambar Kamat for presiding over evictions of Vanxim islanders. Bharat Mutki Morcha condemns Governor of Goa S.S.Sidhu for not providing solution in spite of petitions to him. Bharat Mukti Morcha condemns Cumbarjua MLA Pandurang Madkaikar for his support to the eviction of Vanxim islanders.  Bharat Mukti Morcha condemns corporate Ozone group for promoting eviction of Vanxim islanders. Bharat Mukti Morcha holds Brahmanism responsible for creating this problem and calls upon all to fight for this cause.

Bharat Mukti Morcha condemns the Goa State Forest Policy


The Goa State Forest Policy-2009 is notified by the in the Official Gazette series III No.1 dated 7th April 2011. Two months are given for the suggestions, not objections.  Public right to object is taken away subtly. This happens only in brahmanocracy and never in democracy.

One of the objectives of this policy is ‘reclamation of abandoned mining areas and forestation of mine dumps/rejects.’ This means Goa government is going to be using public money on abandoned mines and let all the wealth and profit to be siphoned off by mining companies.
As a strategy policy says ‘All the forest areas should be reflected in the land Index Form I & XIV by way of mutation in the land records. Priority should be given to permanently and correctly demarcating the forest boundaries and for maintenance to prevent ambiguity and encroachments.’  This means that forest department will intensify its efforts to fence off forest land and block access to the tribal people and other forest dwellers.

It refrains from even mentioning the existence of ‘The Scheduled Tribes and Traditional Forest Dwellers (Recognition of forest rights) Act, 2006’ the law that is meant to protect tribal and other forest dwellers’ access to forest. Brahmanical Goa government has so far systematically blocked the implementation of this law. It has refrained from constituting mandatory district level and sub-divisional level committees. In a compliance report ending 31st March 2011 filed with central ministry of tribal affairs Goa Government submitted that OBCs have objected implementation of this Act hence delay in implementation. This is a brahmanical conspiracy to create strife between tribal people and OBCs.

This policy further states that eco-tourism will be promoted by forest department and its ‘efforts should be aimed at creation of livelihood avenues for the local poor people’. It hides the fact that eco-tourism is essentially for profits of the brahmanical interest and so called poor are the mulnivasis who will be made to provide service in return of tips that depends upon whims and fancies of the tourists.  Brahmanical State of India and Goa is responsible for this poverty of mulnivasi people.

Policy aims at legitimizing rule of the forest department over mulnivasi in its forest management. It says ‘Degraded forest areas near habitations need to be regenerated with involvement of local communities through the Joint Forest Management principles.’ This is meant to neutralize the Forest Rights Acts 2006 that grants autonomy of forest management to tribal and other forest dwelling communities.

Mining is given green signal in this forest policy. It says ‘Mineral prospecting/exploration or mining (fresh or existing leases and/or their renewal) including extraction of minor minerals shall be regulated as per the existing legal provisions.’ This means existing diversion of forest land to mining will not be taken back nor will future diversion of forest for mining be banned. Our forest is being gifted on a platter for mining industry. Already 1282 hectares of Goa’s forest land has been diverted for mining purpose. Goa has no forest land left of mandatory compensatory afforestation to match cutting down of forest.

Medicinal plants are to be documented and then ‘enabling environment needs to be created to facilitate marketing of medicinal plants for the income generation of farmers’. Pharmaceutical industry is behind this move. Patents will follow and tribal and other mulnivasis will then be deprived of these medicinal plants. 

People staying and cultivating in forest has been legally registered as encroachers.  Intruder forest department has been legally recorded as owner. Now as per this policy ‘encroachment on forest lands should be monitored on periodic basis an effective punitive action against the encroachers should be taken in accordance with the Act/Rule.’ New phase of brahmanical domination to start.

Tribes and other will be deprived of cattle grazing in forest. The policy states that ‘Grazing on forest lands should be regulated and should not be encouraged.’ This means that entire control of forest will be resting with forest department who then will hand it over to mining companies at a mass scale as it is already being done. Buffer zone has been totally done away with for sanctuaries. It is not surprising therefore that the first priority of research of the forest department is “Technical know-how for the reclamation of mining areas and mine dumps/rejects with locally available natural forestry species’. This makes it very clear that intention of forest department of the Goa’s brahmanical State is that forest land be given for mining purpose. Reclamation can be thought of only after the forest is allowed to be destroyed by mining companies. This policy is a determined declaration for the destruction of Goa’s forest and further increase in loot and plunder of Goa.

Today iron ore mining has led Goa towards dangerous situation. Its water, soil, agriculture, forest, is being continuously destroyed. Villages and villages are going under the mining debris. Those which are protesting bravely like Colamb, Sirgao, Advalpal, Cavrem, Ambaulim, Sattari, Naveli, Morpirla, Pirna, Khola,  are time and again targeted with police repression, lathi charged and dragged in Court cases. Over 500 cases are filed against people protesting against mining industry in Goa. This industry earns huge amount of income from sale of iron ore, manganese and bauxite. In 2009-10 alone it exported approximately 46 million tones of iron ore earning 23 lakh crore rupees at the rate of Rs.5/- per kilo. India’s budget for 2011-12 is Rupees 12 lakh 58 thousand crore. Earnings of Goa’s mining industry are near double the budgets of India! Nearly 68,000 hectares of Goa’s land is under mining leases.

Goa is looser from mining. Handfuls of mining companies are robbing the people of Goa. Brahmanical State in Goa and India is actively promoting this robbery. Goa cannot afford this any more. Mining in entire State of Goa must be stopped immediately. Existing mining companies operating in Goa be nationalized. No new mining be allowed. The Goa State Forest Policy-2009 is one decision to inflict maximum damage to Goa and its mulnivasi people. Bharat Mukti Morcha strongly condemns The Goa State Forest Policy-2009. It must be scrapped!

Goa DGP's objectionable comments deplored

Bharat Mukti Morcha expresses deep disapproval over his June 18 2011 statement of Director General of Police Aditya Arya that if he was present at the site in Balli on 25th May he would have ordered police firing on the protestors.

Bharat Mukti Morcha considers that this statement of DGP is a reflection of the cruel and colonial mindset aimed at further perpetuation of prevailing injustice. This also points out that tribes in Goa continue to be slaves of the prevailing system in which they have lost land as well as their rights.

Bharat Mukti Morcha considers murders of Manguesh Gaonkar and Dilip Velip as a henious crime against adivasis as well as the rest of mulnivasis by those who did it. Bharat Mukti Morcha treats both of them as Martyrs who died while fighting for the freedom of tribals.

Bharat Mukti Morcha stands in resolute support of tribes in Goa and advises administration to desist from any arm-twisting methods that will further aggravate historical injustice done to the tribes in Goa by snatching homeland.
