Arabian Sea Capital dredging at MPT reflects India's colonial mindset towards Goa

Subject:  Objections to Capital Deepening of Navigation Chennel at Mormugao Port Trust for Cape size vessels
Sir,
People should also understand that there are so many shipyards not following environmental laws, besides there are barges along the Zuari river bay and each of these barges has created health hazards, environmental hazards besides pollution. These aspects are ignored.

The undersigned wish to state as under:

1.      We write this letter in the 199th year of the Bhima Koregaon revolt wherein the rule of Peshwayee was destroyed and slavery of the natives of India ended at the outskirts of Pune. Governments of India’s plans for Mormugao Port Trust are directed towards re-initiating of Peshwayee rule in India and we are left with only one option – to object. And we do object here. Kindly take note:
2.      On page 1-1 of the above cited EIA it is mentioned “Mormugao Port is a Major Port on the west coast of India and has completed 125 years of glorious service to the nation’s maritime trade.”  125 years ago Mormugao Port (MPT) Trust set up by collaboration between British and Portuguese Colonialism. From its inception in 1885 till 19 December 1961 MPT was operating in colonial context directly under Portuguese rule. EIA study has hidden this fact. Then in 1961 as per records of the USSR vetoed UN resolution of December 18, 1961 India invaded Goa. Later on Supreme Court of India confirmed this status in Gosalia mining case where in it was held that India annexed Goa by Conquest. Claims of MPT of glorious service to nation’s maritime trade are anti-national and amounts to glorifying prevailing colonial system. MPT carries forward the Colonial Heritage. MPT was born in the womb of Colonialism and flourished as colonial enterprise irrespective of which country it has served with glory.
3.      On page 1-2 it is stated “MPT presently imports about 7 million tons of coal. MPT has 2 dedicated coal berths which has a combined capacity of about 12 million tons per annum. Although MPT is ideally located to serve the industries in the hinterlands of Karnataka, a lot of cargo including coal is imported through some of the ports situated in eastern coast of India despite the fact that the rail distance from these port to the industries are much more compared to Mormugao Port.”  This shows that Goa is only used as corridor for coal transportation at the enormous risk of Public Health and environmental hazards. For past decade and a half there are constant voices of protest against coal pollution in Vasco city. This fact is hidden from this EIA.
4.      On Page 1-4 it is stated “The existing depth of the outer channel is 14.40 m and inner channel is 14.10 m. A fully loaded Panamax vessel can be handled under these conditions by taking advantage of tide. The proposal is to deepen the outer channel to -19.80 m and inner channel to -19.50 m. This will facilitate navigation of Capesize vessels at any state of tide.” Mormugao Port is a natural harbor this dredging will create enormous ecological hazard and must be avoided. Ecological damage to bio-diversity is confirmed in the study conducted by committee appointed for this purpose by National Green Tribunal (NGT). Further more dredging carried on by MPT has been stayed by NGT after terming the MOEF Environmental clearance without Public consultation “as illegal, arbitrary and violation of environmental notification of 2006.”
5.      Further it is stated on the same page 1-4 “MoEF&CC has accorded the Environmental Clearance to M/s Mormugao Port Trust for the above mentioned project vide letter 10-23/2014 dated 9 th February, 2015. However, Hon'ble NGT, Pune Bench vide order dated 2nd September, 2016 has quashed and set aside the EC letter dated 9th February, 2016.” Politically the decision of MOEF to grant permission for capital dredging without public consultation reflects colonial mindset of the Government of India towards Goa.
6.      It is further stated on page 1-5 “The total quantity to be dredged was estimated to be about 15.40 million cum. Most of the dredging work will be undertaken with a Trailer Suction Hopper Dredger (TSHD). A Cutter Suction Dredger (CSD) will also be deployed for hard material and weathered rock if encountered. Out of which about 55% work has been completed in the year 2015. Hence, remaining quantity of dredged material will be about 7 mm3.”  This confirms colonial mindset of Government of India towards Goa; 55% of work completed which is described by NGT as illegal, arbitrary and violation of 2006 notification. Those responsible for this at MPT and MoEF must be criminally booked and prosecuted.
7.      On Page 1-5 it is stated “The Study Area for the EIA Study shall be the area within 10 km radius of the proposed navigation channel at the Centre.” When the Study Area is 10 km in radius covering several villages and cities why while Public Hearing was underway did MPT chairman Jeyakumar told press on 28/04/2017 that people who are outsiders to Vasco are raising objections and People of Vasco are silent? Why is he creating distinction between Vasco residents and those from outside? What is the basis for such comment? MPT itself has not limited itself only to Vasco, it has extended its jurisdiction over Zuari river mouth up to Cortalim-Agassaim bridge and down south upto Betul from the year 2000. In 1997 MPT permitted illegal drilling at Cacra village on Zuari coast. In 2010 MPT leased out Zuari river to Marinas requiring enormous dredging of Zuari. Why MPT has stepped out of Vasco if it cannot tolerate People from outside Vasco expressing their views on affairs of MPT when they are invited through Public Notice from Goa State Pollution Control Board?
8.      On Page 1-12 there is confirmation of ecological damage already done by dredging “The Committee appointed by the NGT submitted its Report dated 27th May, 2016. As seen from the said Report, the Committee suggested that the actual damage already done to the estuarine environment, the biodiversity in particular, should be assessed after the completion of the proposed dredging.” When the damage has already been inflicted and confirmed why those responsible has not been booked? This shows colonial mindset of India towards Goa. This has to change. Immediately criminal proceedings must be initiated without delay against those responsible and further developments with regard to dredging must cease.  
9.      Pages 1-12 and 1-13 state “It has been the case of MPT that the proposed project of dredging undertaken by MPT is in larger public interest and deepening of the channel would enable navigation of cape size vessels in the Mormugao Port which would reduce the sea freight rates and attract Port users to use the Port and save effective costs of logistics.” No larger public interest is stated in EIA with example. There is only a public ruin in the form of dust pollution in Vasco city as visible Deepening through dredging only serving private interests of corporate such as Adani, Jindal and Vedanta.
10.   Page 2-1 states “The main user for MPT is currently JSW steel. JSW steel imports about 7 million tons of coal and exports about 1 million ton of finished steel products through MPT. However their coal requirement is in excess of 15 million tons and thus, has to depend on ports on the Eastern Coast like Krishnapatnam for coal imports despite the fact that MPT is closer to their steel plant situated at Toranagallu.” So it is clear that main user is JSW who needs to cut transport distance to steel plant at Torangallu in Karnataka. Main user is not public but Private Corporation. Goa is only corridor for Coal and Coke.
11.  Page 2-2 states “Coal imports for JSW at MPT are carried out at Berth No.6 which is operated by South West Port Ltd, a group company of the JSW. Another Coal Berth No.7 has recently been made operational by Adani Port Terminal Ltd. The approach channel is about 6 km long.” Here we have more evidence of who are the beneficiaries of deepening of approach channel JSW and Adani. Where is larger public interest?
12.  Page 2-5 states “SWPL has commissioned Rapid in Motion Silo facility in July 2014. Also Coal Berth No.7 operated by Adani Ports has become operational in June 2014. Adani Ports have also installed Rapid in Motion Wagon handling facility. Hence the coal traffic is set to rise further.” Who permitted them to install this facility? Profit driven Industrialization as it comes across here is damaging to ecology. Should ecology be allowed to damage because these two corporate has installed Rapid in Motion Wagon handling facility? No.
13.  Page 2-6 states that “The main importer of coal through Mormugao Port is JSW Steel Plant located at Toranangallu, Karnataka.” Should Goa tolerate enormous damage to its ecology and Public Health to satisfy JSW? We are opposed to Goa being treated as mere corridor for Coal.
14.  Page 2-6 further states “At present, coal meant for JSW are brought in gearless vessels of about 75,000 DWT size. Coal importers stand to gain substantial freight advantage by deploying Capesize vessels. The deepening of the navigational channel will not only provide impetus for existing steel companies to increase their capacities, but also encourage new steel plants to come up. The capacity Capesize ships will be of the order of 185,000 DWT.” This is 110% increase in the size of ships to enter MPT carrying Coal, Coke to JSW plant in Karnataka. Natural harbor at MPT is not suited for handling capsize ships and they must not be allowed at MPT. No deepening of approach channel must be carried on.
15.  Page 2-17 states “The dredge spoil will be disposed of in the offshore disposal area.” This is very risky proposition. Fish habitat will suffer dangerous blow. We are opposed to dredging activity for deepening of approach channel.
16.  Page 2-23 states “MPT one of the thriving major ports on the west coast of India, has recently lost its business substantially due to the closure of the Iron Ore mines in the State of Goa.” Even though MPT has lost its business nature got respite by mining closure in Goa, ground water re-charged and fresh air was available to breath again. People after many years cultivated vegetable in their gardens freed from mining dust air pollution. These effects of closure of mines in Goa are not reflected in this EIA.
17.  Page 3-11 states “Infrastructure wise Goa has an advantage over other exporting regions in the countries in view of its being endowed with a deep sea port and waterways that crisscross the territory facilitating barge transport.” Deep Sea Port and waterways are nature’s gifts to Goa. This does not justify declaring six rivers of Goa as National Waterways. This declaration is an abuse of Goa’s rivers.
18.  Same page 3-11 further continues “The two rivers Mandovi and Zuari, provide cheap river transport.” No study is mentioned on impact on these rivers’ fisheries and ecology due to transportation by barges of industrialists. Further page 5-8 warns “Due to the non-availability of reliable long-term fishery data, it is rather difficult to predict the actual impact of dredging activity on estuarine fishery; hence it is strongly suggested to carry out a detailed comprehensive study covering a year-around survey for fishery, fish spawning ground and ichthyoplankton of bay-estuarine system of Zuari. This is particularly important as the maintenance dredging will be conducted about 6-8 weeks of the years.”
19.  Cacra village is not mentioned as Fishermen habitation and as Fish landing centre any where in the EIA. MPT sanctioned illegal drilling in Cacra in 1997 and faced public opposition from the local people.
20.  Negative impacts on fisheries due to dredging are listed in EIA itself at page 4-6:
Dredging harms the ecology, limiting the ability of the dredged habitat
and nearby areas to function as a nursery area, or feeding ground for all
the marine fauna.
Physiological stress to marine fish and commercially important species
by creation of short-term higher sediment loads in the water column.
Adult fish are likely to move away from or avoid areas of high
suspended solids, such as dredging sites, unless food supplies are
increased later on as a result of increases in organic material
transformation through heterotrophy and their biomass build-up.
Increased bioaccumulation of contaminants in commercially important
species.
Increase in the population of undesirable species such as viruses and
parasites.
Reduction in habitat due to loss of benthic primary producer habitat.
Temporary reduction/increase or change in fish catch may occur due to the proposed activities.

21.  Cumulative impacts are listed on page 4-9:

The probable impacts might include, introduction of alien and invasive
species due to the combined action of long distance vessel movement
in and out of the port area and proposed dredging activity.
The transport and spillage (due to un-maintained and un-managed
transport) of ore and other chemicals may have exacerbated impacts
due to proposed activity.
Dolphins have been regularly sighted near Dona Paula bay area (4.5km
from the project site), the increased turbidity and noise levels may drive
away these highly sensitive species.
Like occurrence of unintended events such as vessel collision,
accidents, fire and other inadvertent events. These occur mainly due to
lack of coordination, casual approach, un-managed port and associated
activity and no timely communication within and between the agencies
involved in offshore activities. These events may result in human
casualties if there are no precautions taken.
Oil spills due to any unplanned eventuality is one of the major threat to
the marine biota and can have a major long term irreversible losses
depending up on the extent, quantity and expanse of spillage.

22.  Page 6-5 states “High diversity of Mangrove exist in this (Sancoale) area. Presence of schedule species such as windowpane oyster, and other commercially important molluscs such as clams, oyster, windowpane oyster and cephalopods etc. Chikalim-Sancole bay is considered as ‘Hotspot’ of marine biodiversity. Chicalim and Nauxim Bays in the Zuari estuary is home for windowpane oyster which is schedule species.” Dredging will have adverse impact on entire marine ecology of Sancoale- Chicalim bay.
23.  Page 6-6 states “Project proponent should make necessary attempt to declare the coral reef area as a “Biodiversity Conservation Zone” so that fishing and tourism activities can be regulated.” Project proponent here is MPT and  it has already destroyed bio-diversity while dredging of approach channel upto 55%. Destroyer of Biodiversity must be punished first. In this case it is MPT rather than bothering about Bio-diversity Conservation Zone.
24.  Page 1-4 states “Eastern Port have deeper channel to handle capsize vessels.” What is the size? Why data is not supplied? Even if this is true it is equally true that Ports have destroyed beaches on Eastern coast of India. Deepening of Port at MPT will certainly destroy beaches  putting fishermen and tourism stakeholders in tremendous hardships.
25.  On Pages 3-62 and 3-63 caste profile of study villages is presented. OBC category is omitted while SC and ST is prevalent. According to Mandal Commission report 52% of Indian Population is OBC. Why this EIA ignored OBC in study area? 
We oppose deepening of navigation channel at Mormugao Port for approach channel for the above cited reasons.

Indian dealing of MPT expansion affairs in Goa is totally colonial arrogance

Bharat Mukti Morcha (BMM) strongly objects expansion plans of Mormugao Port Trust (MPT) to facilitate increased quantity of Coal imports. Over the past one decade there has already been public outcry due to the air pollution caused by Coal handling at MPT.

BMM also takes strong objections to the way in which public participation was prevented by Central government with the collusion of private business houses with the Ministry of Shipping and the Ministry of Environment and Forest while granting permission to MPT for the capital deepening of Navigation Channel for cape size vessels. Deepening is meant to facilitate supply of coal to hinterlands of Karnataka to JSW power plant and steel factory for freight advantage.

There is no public interest involved in MPT’s venture. Goa in fact is being treated only as corridor. Politically Central Government’s affairs in this matter can only be described as colonial. BMM commends challenge to this affairs mounted by Old Cross Fishing Canoe Owners Co-operative Society in National Green Tribunal (NGT). The investigations commissioned by NGT confirmed that actual damage has already been done to the estuarine environment, the biodiversity in particular. BMM calls for criminal proceedings against all those responsible for causing this damage.

NGT on September 2nd 2016 quashed Environmental Clearance of February 9th 2016 granting exemption from public consultations as illegal, arbitrary and in violation of the EIA notification, 2006. It’s clear that central government has followed unethical path in MPT case in order to avoid public consultations all together. MPT’s Affidavit in NGT dated 15th July 2016 stated that already 64 % of the project dredging work is completed and Rs 87.25 crores paid to M/s DCI. This means majority of the work has already been completed before public hearing. This is unacceptable and bulldozing of Goa by Central Government.

Solutions suggested in EIAs of Beths 5A and 6A to combat coal pollution carries scope to intensify public suffering. When there is already shortage of water can 5 lakh litres of water be made available to JSW on daily basis including 3 lakh litres per day to extinguish coal fires? MPT would be far safer without Coal and Coal importers. MPTs total daily water requirement as per their draft EIA is 16 lakh litres.

The intensity of coal import also means increase in flow of barge traffic in Mandovi and Zuari rivers. Already there are number of problems due to barges in both the rivers. Mining companies like Vedanta has filed complaints against fishermen citing slowing down of barge traffic and fishermen should not carry on fishing in the middle of rivers. Fishing department also has sent out warning letters to fishermen taking side of Vendanta. With increase in barge traffic fishermen in Mandovi and Zuari are to face tough times as fishing would become impossible.

In none of the three EIA reports fishing villages on the banks of River Zuari like Cacra and Odxel is not even mentioned to have been existing.

MPT now plans to deepen its approach channel from 14.40 meters to almost 20 meters to facilitate entry of cape size vessels at any time of the tide. Its ecological, public health and political costs are heavy that Goa is unable to bear. 

It’s not only people of Vasco that are directly affected negatively but entire coastal residents and fishermen on the banks of Zuari. Increase in Barge traffic will push fishermen out of their livelihood. Regularly observed irresponsible practice of dumping left over ore and coal in Mandovi and Zuari and washing of barges in transit will only increase doze of pollution of rivers causing unpredictable and irreversible effects on ecology and livelihoods.

MPT must shelve its expansion plans for coal purpose. BMM calls upon people to participate in Public Hearings at Tilak Maidan, Vasco on 26, 27 & 28 April 2017 and lodge their objections to JSW proposal for Berth 5A-6A and MPTs proposals of deepening of approach navigational channel and re-development of berths 8,9 and Barge berth at MPT.

Illegal Trawler Fishing, Tourism Boats, Marinas, double standard in CRZ implementation threatens Marine and Human Life in Goa!



Bharat Mukti Morcha is deeply concerned about villagers of Agacaim, Siridao, Bambolim, Nauxi, Cacra, Odxel, Caranzalem in Tiswadi, Madkai in Ponda, Chicalim, Vasco, Sancoale and Cortalim are greatly troubled due to threats to livelihood they earn from Fishing in Zuari River using non mechanized fishing methods. Since April 2014 fishing nets of the fishermen have been cut up by water sports boats of the Hotel Grand Hyatt located in Bambolim and fishing activities disrupted. When fishermen objected to this, then Agacaim Police Inspector Devendra Gad came over to Bambolim beach on 19th April 2014 and slapped local fisherman Vishnu Kankonkar. After that there has been a repeated fishing rights violation. In addition this Hotel Grand Hyatt has blocked access to the Cross and the Chapel by putting up fencing wall from all sides thereby violating community rights. Mormugao Port Trust (MPT) has forced setting up of two private marinas inside Zuari River at Sancoale and Nauxim Coast. These marinas are for the rich and will completely disrupt our fishing activities and both the lease deeds of 12 and 14 October 2010 has safety provisions only for mining barges transportation and fishermen are not even acknowledged to exist. Life of this lease deed is 30 years. One lease at Nauxim is with Kargwal constructions Pvt Ltd and other at Sancoale is with Yacht Heaven Pvt. Ltd.


Fishermen are facing grave threats from the illegal – cum- unsustainable fishing carried on by trawlers that dig up the riverbed disrupting fish spawning and breeding site in Zuari River. Trawlers are banned from fishing within 5 kms from the coast in Arabian Sea, while there is complete ban on trawlers in rivers of Goa. Goa State is promoting illegal trawler fishing in Zuari River by refusing to station permanent patrol vessel in Zuari River. State does is not allocating Rs. 2 crores to buy Patrol boat in Zuari while sanctioned 25 crores to leading hotels to set up Golf Course in Tiracol when local people are opposing. Reports have come that traditional fishermen ‘Ramponkars’ has clashed with mechanized boat locally known as ‘Dinki’ in Arabian Sea  close to Caranzalem beach. This clash too has been due to current crisis in the Fisheries department where bamon Raj rule is in force. Entire Fisheries bureaucracy in Goa has miserably failed to protect Zuari River and Arabian Sea traditional fishermen and implement Goa, Daman and Diu Fisheries Regulation Act 1980 and the Rules framed for this Act in 1981. 


Double standards are followed in undertaking demolition in Coastal areas. In Baina, people’s houses were demolished on 26th September 2015. In 2009 when Supreme Court ordered demolition of portion of Cidade de Goa hotel, State Government came out with Ordinance to protect this five star hotel and changed law. Ordinance was soon ratified in the Goa Legislative Assembly. Why no ordinance is passed to protect coastal dwellers? Similarly Hotel Grand Hyatt is found illegal by Goa Bench of Bombay High Court in for violating CRZ laws. Yet the Hotel is allowed to operate by paying fines. Why this double standards? BMM calls for halt to any GCZMA initiated demolitions at Katem, Baina till starred Hotels Grand Hyatt and Cidade de Goa are demolished.

Pune Speech of Maggie Silveira, President, Bharat Mukti Morcha, Goa State delivered at 3rd Annual conference of Rashtriya Mulnivasi Mahila Sangh




 The text of Goa State Bharat Mukti Morcha President Maggie Silveira’s speech at 3rd Annual conference of Rashtriya Mulnivasi Mahila Sangh held at Swargate, Pune on 17th May 2015. This is an English translation of original speech in Hindi addressing over 6,000 delegates from various parts of India.





Jai Mulnivasi! I am Maggie Silveira, President of Bharat Mukti Morcha, Goa State.  On the dais, Hon.Waman Meshram, Smt. Kavita Singh IAS, Director, N.R.H.M., Ministry of Health, New Delhi (Our Chief Guest), Hon.Nisha Meshram, All Women sitting on dais, and all Women and Men present in this Auditorium. 


Freedom for women is very important. Women needs freedom from their husbands. B.M.Kamble sir on 3rd December 2010 organized one day cadre camp at Dulapi, Tiswadi, spoke in detail about Bharat Mukti Morcha and BAMCEF and I got fully convinced on what B.M.Kamble spoke about Bamons is highly true and that’s the day I decided to join Bharat Mukti Morcha. I had no doubts on what B.M.Kamble spoke.


Today’s topic “Without creating nation-wide women’s organization transformation is impossible in India: a serious discussion”. I have a question to every man who is present here: have each man who is sitting here in this auditorium, have they come with their wives, sisters, daughters? If yes, then it is very good, excellent. If no, it is very bad and very sad. Freedom does not come for free; we have to pay the price. That is why it is very important to set the women free. In this country Varna system and Jati system is developed by making women as its base and for its development, women are used as an asset and after using women in this way a strong Bamani system is founded. It is not possible to end that system personally. To end this there is need to generate an organized force. This will be possible by forming an organization. Only then big transformation is possible. That’s why this subject is placed for discussion.


Its our responsibility to involve in freedom movement, all the women has to be set free as all the women has right to be free. To attain such freedom we have to fight ourselves. Savitribai Phule was well known amongst Britishers for her poetry in English. Savitribai Phule made an opening for education for women. We must all be grateful to Savitribai Phule as it is through her education got imparted to the entire womanhood in India and beyond in spite of strong blocks of Bamons, she excelled and contributed to Jyotibha Phule’s movement and even lead the movement for five years after Jyotibha’s death. That’s why she is honored with title ‘Krantijyoti’.


Eurasian bamons has made mulnivasis slaves. We women are enslaved by these very Eurasian bamons who has not allowed us to move forward in society in India. Now the time has come to know who is our friend, who is our enemy.



Our Hon.Waman Meshram sir said in Goa positive thinking is very important, with positive thinking we can move ahead in society. 


Bharat Mukti Morcha is highly advancing in Goa from all fronts. Our freedom struggle, agitation, movement, goes in this following direction.


Our Archbishop of Goa Felipe Neri Ferrao has sold our fields 3,00,275 square meters of land which is a  sold to Mahendra Gaunekar who is also a Bamon like Archbishop Felipe Neri Ferrao for peanuts. All this is in Vanxim island in Tiswadi taluka. Mahendra Gaunkar then sold it to Ozone corporate for crores of rupees. The project that was to come to come up was worth 900 crore include Golf Course, recreational club, private marinas, spas, villas (each villa costing 22 crore), casinos, prostitution, Helipad etc. We went to survey number 8 that is a water bodies with professional cameras and got the report of survey number 8 and filed objections before Chief Town Planner, facilitation centre, Chief Secretary that we object the same.


Bharat Mukti Morcha is involved in diverse interventions in various problems in nearly 19 villages of Goa – Cacra, Odxel, Bambolim, Siridao, Curca, Nauxim, Agassaim, Goa Velha, Santa Cruz, Taleigao, Dona Paula, Sancoale, Cortalim, Baina, Kharewada-Vasco, Tiracol, Ribandar, Diwar, Vanxim etc. 


In Mandovi river there is looming disaster planned again by Bamons is called Pontoon. Now, what is Pontoon? It is floating bridge that is 18 meters long and 10 meters deep. No EIA (Environment Impact Assessment) is carried on. In spite of this permission is given by Captain of Ports and Chairman of Goa Coastal Zone Management Authority. Scientist Antonio Mascarenhas has prepared detail report of how bad this Pontoon and need for full-fledged EIA report. His study observed that this pontoon is going to promote soil erosion and affect nearby residents.  But he has been over ruled and permission granted, and asked to plant 200 mangrove saplings.


Five villages Cacra, Nauxim, Siridao, Odxel, Bambolim, most of them fishermen; there is illegal fishing activities going on as trawlers come regularly. 30 trawlers, 28 trawlers, 25 trawlers, 20 trawlers, 19 trawlers, 15 trawlers, 10 trawlers, 5 trawlers, 3 trawlers were coming on everyday basis and troubling the traditional fishermen cutting off their nets which then needs repairs. Main grievance with trawling is that it destroys marine ecology by dragging the riverbed and in fact it is banned in rivers and even  in sea within 5 kms zone.  Having met the director Sharmila Monteiro on couple of occasions followed b y secretary fisheries Amjat Tak IAS we managed to stop these trawlers to a great extend. Director of fisheries Sharmila Monteirao is continuously supporting the trawlers in spite of Bharat Mukti Morcha’s strong intervention. We condemn Director of Fisheries Sharmila Monteiro for supporting the trawlers and indulging in mismanagement of fisheries causing harm to the traditional fishermen through promotion of compromises.


Hotel Grand Hyatt is involved in promoting water sports in Zuari river where traditional fishermen do fishing. Hotel’s Water sports boats including those of aqua sail are regular irritating nuisance to local fishermen. Aqua sail sometimes operate their motored boats in their own uniforms while after complaints from Bharat Mukti Morcha they are operating in plain clothes. In both cases it is illegal. Yet Director of Fisheries Sharmila Monteiro tells us that they are not the same people even though we have photographic  evidence to prove that they are the same people in plain clothes. Again we condemn Sharmila Monteiro along with Hotel Grand Hyatt, their nexus.


On May 07, 2015 Fisher people along Vasco bay at Kharewada abandoned by all the political parties joined Bharat Mukti Morcha. Murmagao Port Trust (MPT) in order to expand is involved in series of demolitions of houses of coastal dwellers including of traditional fishermen. Bharat Mukti has objected in writing to MPT plans of conquest and war on all the coastal dwellers fishermen and others in Baina, Kharewada, Desterro, etc.


Bharat Mukti Morcha is also involved in protests against Marinas at Bambolim and Sancoale promoted by MPT. Marinas are dockyards for hundreds of luxury Yachts of super rich people from all over the world on visit to Goa. Marinas has threatened to put full stop to fishing activities in Zuari River thereby putting large number of fishermen out of livelihood. This is form of river grab just like land grab in Mopa, Pernem taluka of Goa for Greenfield international airport.


In Tiracol, Bharat Mukti Morcha protested corporate terrorist violent attack at the wee hours of 1.00 am on 15th May 2015 morning by 50 goons funded by Leading Hotels corporate cutting down trees and constructing road overnight violating legal ban on Golf Course and luxury villas work. 


All these projects of displacement camouflaged as development are master minds of Bamons and executed with political parties that are impotent to defend mulnivasi interests of land and river, housing and agriculture. They no longer defend public interest.

This blog in English has detail information on advancement of Bharat Mukti Morcha in Goa. This blog id must be published in Mulnivasinayak so that mulnivasi people reading the newspaper are kept updated on Goa situation and our work in Goa.


In this way women must know histories; who are our friends, who are our enemies, who are our enemies but pretend as if they are our friends as it just happened in Goa where people whom we considered as our friends betrayed us but we marched ahead and came out triumphant.
