‘Goa Chief Minister wants to replace democracy with dictatorship of Brahmins’



In this second part of interview to Bharat Mukti Morcha (BMM), Goa Unit blog www.bharatmukti.blogspot.in   on 20th July 2013 Cliffton de Souza of Velim, Salcete, Goa explains his role in agitation against Fish Mill project in Coastal Salcete, his confrontation with the Chief Minister who is also Home Minister Manohar Parrikar who has unleashed political vendetta against Cliffton through arrest in fabricated case. BMM: In your last interview you said that Home Minister of Goa State is responsible for arresting you on 26th June 2013 in fabricated case, can you tell us why Home Minister in involved getting you arrested?


Cliffton: Due to my confrontation with Chief Minister Manohar Parrikar when he came to take my village land admeasuring 30,000 square meters; I strongly opposed him.


BMM: Why he wanted land of your village?


Cliffton: As per Chief Minister’s statement he wanted land to construct toilet, but as per villagers understanding the land was for Fish Mill for which villagers were opposed to.


BMM: When was the confrontation with Chief Minister (CM)?


Cliffton: It was on 9th September 2013 at Panchayat Hall, Velim, Salcete, Goa.


BMM: How many people were present at this meeting?


Cliffton: Around 300 people.


BMM: How many policemen were present at the meeting?


Cliffton: around 50 policemen including lady police.


BMM: How many MLAs were present at the meeting besides CM?


Cliffton: Two MLAs were present: Avertano Furtado who is Navelim MLA and a cabinet Minister in Parrikar government, and Benjamin Silva who is a Velim MLA.


BMM: How did the proceedings go at this meeting?


Cliffton: CM was telling that villagers must appoint a committee and he is giving 30 days for a decision. Then he consulted the Land acquisition officer present and modified his deadline to 10 days as land acquisition process was due to lapse on 29th September 2013.

Then I stood and told CM that this problem is not of the Committee but of the Gram Sabha of the villagers and the committee is not responsible for it. Gram Sabha has already opposed the Fish Mill.

Then he told me publicly that he will not listen to Gram Sabha and said that people who are silent want Fish Mill. He said he will use the voting system in Gram Sabha as in case of Switzerland. Then I asked him whether present Jetty at Cutbona that is renovated is legal or illegal. CM told me that if it illegal then to go to Court and he asked to sit down.

He was then explaining the procedures of the committee formation. He said that there will be committee of nine people and himself will be the President of that Committee. He will never listen to Gram Sabha and he will listen to the Committee that will be at village level with sole aim to acquire land for Fish Mill.

Then I stood up and told him that he is defying the Gram Sabha and reminded the CM that he is not superior to the President of India and the Supreme Court. Many other people joined me in protest at the meeting.

Then he cancelled the meeting saying that if people don’t want the land acquisition then he will support the people and with that meeting ended.


BMM: what makes you suspect that CM is taking revenge against you after that?


Cliffton: Because Police force is used against me when it was uncalled for. Police is under CM who is also the Home Minister.


BMM: What CM wants to achieve by taking revenge against you?


Cliffton: To keep me silent.


BMM: This is certainly unhealthy trend for democracy. Do you think that Goa CM is determined to destroy democracy?


Cliffton: Yes.


BMM: What is that Goa CM wants to replace democracy with?


Cliffton: Dictatorship


BMM: Whose dictatorship?


Cliffton: Dictatorship of Brahmins.


BMM:  What would you call this dictatorship of Brahmins?


Cliffton: Manusmriti.

'If I was a Brahmin then I would have never been fabricated in criminal case by Goa Police'


On 27th June 2013 Bharat Mukti Morcha (BMM), Goa Unit blog www.bharatmukti.blogspot.in  interviewed Cliffton de Souza of Velim, Salcete after he was arrested and released on bail at Cuncolim Police station on 26th June 2013 in a case fabricated against him. Cliffton answers wide range of questions by which he enters history as subject and not as object to be kicked and jostled around by the forces of Bamon Raj. BMM: What you think are the hidden intentions for your arrest by Goa Police on 26th June 2013 at Assolna, Salcete, Goa?


Cliffton: To suppress my voice.


BMM: Why?


Cliffton: So that I must not talk against the present government and also against Bamons.


BMM: Why you want to speak against present government?

Cliffton: Because present government is not favorable for OBC, SC and ST and is supporting only Bamons.


BMM: Why do you think this government is doing this discrimination?


Cliffton: Because ruling people are not original Indians and they want to suppress mulnivasis.


BMM: If they are not original Indians then how come they are ruling Goa?


Cliffton: Because before Portuguese rule in Goa Brahmins were ruling Goa and they denied education to Mulnivasis by applying the rule of Manusmriti.


BMM: Are you opposed to the rule of manusmriti?


Cliffton:  Yes.


BMM: Why?


Cliffton: Because it denies us the right to education, right to property, right to trade and right to carry weapons. It denies us our freedom. Manusmriti is Constitution of Bamon Raj and stands directly opposed to Constitution of India which is also sabotaged by Bamons.


BMM: So you mean Manusmriti denies all these rights to everyone?


Cliffton: No.


BMM: Then, who are denied these rights?


Cliffton: ST, SC, and OBC


BMM: What about Christians, Muslims, Sikhs and Buddists; do Manusmriti grants these rights to them?


Cliffton: No.


BMM: Whom does Manusmriti grants these rights?


Cliffton: Brahmins.


BMM: Dr. Babasaheb Ambedkar publicly burned the manusmriti at Mahad on 25th December 1927 at 9.00 pm for this very reason. Do you think it should burnt again now in 2013 in Goa?


Cliffton: Yes.


BMM:  How do you feel after being arrested and released on bail?


Cliffton: Feeling Proud.


BMM: normally people feel demoralized when they are slapped with police cases and you say you are feeling proud. Why this arrest does make you proud?


Cliffton: because this arrest is due to fabricated case against me.  


BMM: do you think it was correct on the part of Goa Police to fabricate criminal case against you?


Cliffton: No. They fabricated case against me because I am non-brahmin. If I was a Brahmin they would have never fabricated case against me.


BMM: But there are so many non-brahmins in Goa. Why case fabricated only against you? Do all non-brahmins face fabrication of police cases against them?


Cliffton: No. The case is fabricated against me because  I am talking against Brahmins and the various abusive deeds of their rule like destruction of environment, land, water bodies, justice to victims like rape case in Vasco, mining, Vanxim, Tiracol, Aadhaar card, distribution of money at the elections for getting votes, poor water supply, polluted water supply in South Goa, Contents of Magnesium in public water supply, Fish Mill, frauds in Communidade land specially in Canacona Communidade, Food poisoning of Children through mid-day meals in schools, denial of school bus of certain castes of OBC, Mopa airport, Casinos, mining, Police, Bearocrats, Romi Konkni, Seafarers pension etc.


BMM: Why do you think you should speak on all these issues?


Cliffton: because Mulnivasi people are affected due to them.


BMM: Who are Mulnivasis?


Cliffton: ST, SC, OBC and those from these categories converted and are today Muslims, Christians, Buddists, Sikh, etc.


BMM: Are you a Mulnivasi?


Cliffton: Yes.


BMM: Which category of mulnivasi you belong to?


Cliffton: OBC – Christian.


BMM: In Christianity there are no castes. How come you call yourself ‘OBC-Christian’?


Cliffton: I live in India. Indian Constitution is based on caste. If you follow religion you will not survive. You need to follow Constitution of India.


BMM: What about so many people who follow religions, are they not surviving?


Cliffton:  No. They are arrested and beaten up by brahmanical forces in India. They are burnt alive.


BMM: You mean to say people must give up their religions in order to survive?


Cliffton: No.


BMM: Then what?


Cliffton: Freedom of Religion is Constitutional Right in India and you can survive with your religion. That is the reason I give more importance to Constitution of India. If Constitution of India was not there then our country would have been like Saudi Arabia where only single religion practice is allowed. Because of Dr.Ambedkar we got the Freedom of Religion and Freedom of Expression. If Dr.Babasaheb Ambedkar was not born then Christians would have no chance to practice their religion.


BMM: Do you think that your arrest would affect your movement in any way like will you get demoralized and will your activities in movement stop?


Cliffton: No.


BMM: Do you think that Goa Police has degenerated to such a low level to file fabricated cases or someone else is behind the scene operator?


Cliffton: Some one else is there behind this fabrication because police have no powers to fabricate the criminal cases but some one else has instigated them to fabricate the case against me.


BMM: Who do you think is the behind the scene operator?


Cliffton: Home Minister of Goa State who controls Police.

Chapter case against Cliffton de Souza in Margao is politically motivated



Bharat Mukti Morcha condemns Goa Chief Minister and Home Minister of Goa Bamon Manohar Parrikar for abuse of the Police force at Cuncolim Police Station and the abuse of the Office of Deputy Collector & Sub Divisional Magistrate Margao Surendra Naik to frame and intimidate Mr. Parrikar’s political opponent Cliffton de Souza, a budding politician from South Goa who contested Velim Assembly seat in 2012 elections. 


In a latest incident of targeting Manohar Parrikar has used Ashok Parwar Scheduled Caste head constable bearing buckle number 4126 attached to Cuncolim police station to frame Cliffton in criminal Chapter cases. This Scheduled Caste (SC) – as per article 342 of the Indian Constitution head constable has been manipulated to file false report against Clifton de Souza, who is an OBC (Other backward Class as per article 340 of the Indian Constitution). Manohar Parrikar is a Eurasian Bamon. Eurasian bamons are just tiny minority of less than 2% of Goa’s population and are busy consolidating the Bamon Raj. This form of abuse of police force is way of consolidating Bamon Raj. It is an attempt to demoralize mulnivasi political leadership. But this will never happen. Instead every time Bamon Manohar Parrikar uses state machinery like the Deputy Collector & the Sub-Divisional Magistrate and the police force Bharat Mukti Morcha will expose bamani conspiracy involved in increasing intensity and vigor.


The notice that is signed by the Deputy Collector & Sub-Divisional Magistrate, Margao on 28th March 2013 directs Cliffton de Souza to appear in the Court of the deputy collector and sub-divisional Magistrate, Margao on 15th April 2013. The notice issued under section 111 of Criminal Procedure Code was not delivered to Cliffton till 14th April 2013 afternoon. The notice is signed by Surendra Naik in his capacity as Deputy Collector & Sub divisional magistrate. 


New case has been opened as MAG/107/Cr.Pc./41/2013/1520. The Cuncolim police station has invoked section 107 of Cr.P.C. that fearing that there is going to be breach of Peace due to indulgence of Clifton in anti-social activities.


Submission of the Cuncolim police station to the Court is completely biased.  Cliffton de Souza was assaulted in Gram Sabha of Velim Panchayat in full public view by three people and chairs were thrown on him. One of these three persons has been Savio D’Silva. Cliffton was rescued from the scenario by police themselves. The person who video filmed the entire episode was attacked and his camera confiscated.



Cuncolim police station has forwarded the manipulated facts to the sub-divisional magistrate that on 03.02.2013 at 14.30 hours at Velim Panchayat Hall, Velim, Salcete Cliffton assaulted Savio D’silva with slaps and abused in filthy languages and threatened in dire consequences. In this connection Cuncolim Police Station N.C. case No.55/2013 U/s 323, 504, 506 (ii) IPC has been registered. 


Bamon Manohar Parrikar’s  influence here is evident from the fact that it was the Cliffton who went to the police station on 03.02.2013 and verbally informed police about the attacked on him in Panchayat Hall during Gram Sabha in Velim, Salcete. Police transported Cliffton for medical assistance at Hospicio Margao after primary treatment in Balli government hospital. Doctor observed, examined and concluded that Cliffton was attacked by Goondas.

After recovering Cliffton submitted written complaint to the Cuncolim police station on 06.02.2013 detailing the facts of the 3rd February 2013 assault on him. The note submitted to the Court of sub-divisional magistrate in Margao records another written complaint in the name of Joaquina Fernandes, a 91 year old grandmother of Cliffton de Souza who can barely walk.


Cuncolim police Inspector never sent call letter to Cliffton de Souza ever to investigate the authenticity of the complaints and directly forwarded the note recommending prosecution under section 107 Cr.P.C. 


The involvement of Goa Chief minister Bamon Manohar Parrikar is clearly visible here as Mr.Parrikar is treading path of vengeance against Clifton de Souza who had publicly protested against the Chief Minister Manohar Parrikar on the issue of controversial fish mill project on the coast of Velim. Cliffton also publicly participated in debate on fish mill project and effectively sealed its fate on the day of Gram Sabha on 3rd Februray 2013 minutes before he was assaulted by Savio.


In fact Cliffton has been opposed to Manohar Parrikar on large number of issues. That’s why both the above complaints has been filed against him and merged into chapter case in order to pressurize him away from pursuing further his complaint dated 06.02.2013 so that his attackers go unpunished without being nabbed, tried and convicted. Informant Savio D’silva and Police are acting in the coordinated manner with evil intention of harassing Cliffton as he is a budding politician and his political opponents in the ruling party headed by Chief Minister Mr. Manohar Parrikar want to throttle his prospect by framing him in various fictitious criminal cases as mentioned in the report of the police department that is politically headed by Mr.Manohar Parrikar in his capacity as Home Minister.



Parrikar is against Cliffton due to his vehement opposition to Fish mill project in Velim/Betul area on pollution ground, Parrikar is also against his, as Cliffton puts it in his own words “because I popularize the book “Berlin Wall” written by Ramnath Naik, the book that is exposing anti-national conspiracy of Mr.Manohar Parrikar in Goa’s language controversy, Mr. Manohar Parrikar is also against me as I exposed how Catholics and Bhahujan Samaj in Goa are betrayed by imposition of devnagri Konkani script described as bamani as Goa’s official language; ditching both Roman Konkani script and Marathi in 1986, Mr. Manohar Parrikar is also against me because of my opposition to the Aadhaar card project that is being implemented in Goa bypassing Parliament whose standing committee on finance recommended scrapping of Aadhaar card project due to threat to privacy, lack of direction and threat to national security as authentication contracts are granted to foreign companies and they will be deciding whether we are Indians or not. 

Mr. Manohar Parrikar is also against me because I have been demanding implementation of 5th  Schedule of the Indian Constitution to safeguard the rights of the tribal people in Goa. Mr. Manohar Parrikar is also against me due to my support to Vanxim people near Divar who are fighting against takeover of land by corporate after being sold by Goa’s Archbishop Felipe Neri Ferrao. This has turned Mr. Manohar Parrikar against me as in the last assembly elections Archbishop Felipe Neri Ferrao supported Mr. Manohar Parrikar and that is the reason he got so many catholic MLAs elected on BJP ticket. Mr. Manohar Parrikar is also against me because I am arguing that Article 340 of the Indian Constitution be implemented in totality and census in India be carried on caste basis just like British did when they ruled India and counted each caste including the Brahmins

Mr.Manohar Parrikar is scared that in case caste based census is done then Bamons will loose all the overwhelming privileges and powers in administration which they hold now after being proved as minority dominating over majority. Mr.Manohar Parrikar is against me because I defended the muslims of Baina when ‘The Goan’ tagged them as terrorists, Mr.Manohar Parrikar is against me because I defended taxi owners of South Goa when ‘The Goan’ newspaper called them 'The Gangs of Sashtipur'. Mr.Manohar Parrikar is against me because I publicly criticized mining industry that threatens water bodies, forest, paddy fields, tribal and other people. I found that all the mines in Goa are illegal. Mr.Manohar Parrikar is against me because I demanded that 35,000 crore rupees robbed by mining companies and proved by Shah Commission report be recovered by confiscating the assets of the mining companies. 

Mr.Manohar Parrikar is also against me because I am opposed to Mopa airport. Mr.Manohar Parrikar is against me because I speak against his decision to close down 150 government primary schools. Mr.Manohar Parrikar is against me because I am criticizing his police recruitment policy in which Bhahujans are Constables while Bamons are DySPs.  

 My political stand as politician is against the political positions of the ruling party in Goa. To silence me from expressing my political view is a hidden agenda of Goa CM and Home Minister Manohar Parrikar for which Chapter case has been registered against me even without sending me single call letter for inquiry at Cuncolim Police Station that has forwarded the note against me to the Deputy Collector and Sub-Divisional Magistrate, Margao, Surendra Naik. But I will not be deterred by such threats from Chief Minister Parrikar. It only makes me strong further in my convictions and political postures. Chapter case registered against me is politically motivated without any other basis whatsoever.”

Thanks to Goa Chief minister Parrikar, Cliffton's complaint pending before Cuncolim police station remains unattendeded


This police complaint of Cliffton is pending without action in Cuncolim Police Station, Salcete, Goa ever since it was handed over to the police station on 6th February 2013. No action on this complaint has been initiated due to the political interference of Goa Chief Minister Bamon Mahohar Parrikar who is also Home Minister with police department under him. This is how political victimization of the opponents of Mr.Manohar Parrikar is carried on.

Sub: - Assault on me at the Village Panchayat of Velim Gram Sabha

Sir,
     I the undersigned Cliffton D’Souza a social activists and RTI activists age…32 years, s/o Mr Lourenco D’souza and a resident of H. No.250, Zaino, Velim, Salcete, Goa here by submits the following facts of the assault on me at the Gram Sabha meeting of 03/02/2013: -
     I State that I went for the above mentioned Gram Sabha at around 10:00 am which started immediately.
     As I took part in the discussions of the Gram Sabha suddenly I noticed that someone from behind was passing comments continuously against me whenever I spoke only, and I slightly turned to see from the corner of my eye that it was Savio D’Silva.
     To My surprise I was quiet shocked to see him for the Gram Sabha which he has never attended nor has he any proposals to put in the interests of the village.
     Keeping my cool I participated in the discussion as and when I need to and the comments continued which I ignored.
     A little after 1.00pm the Sarpanch took the proposal of two brothers regarding a property matter and there were heated arguments taking advantage of the situation Savio D’Silva starting throwing chairs at me which at first did not hit me but suddenly he picked up a chair or two and threw on me and in the mean time his friends joined him and he and Umesh assaulted me.
     As they assaulted me Savio verbally threatened me dire consequences such as that he would break my bones, and even kill me. But suddenly to my relief, the whole gang just left me and turned on to Rony Dias who by than had recorded the whole assault scene and I suddenly felt that I sought off was surrounded and protected by other Gram Sabha members only to watch them snatch the camera of Rony Dias.
     Subsequently I dialed for help that is the police and waited though the situation seemed to me quiet bad as I was out numbered. At the request of a police personnel who came to the site I went to the police station at around 2.50pm.
     On arrival the PSI present just refused to take my complain at first, unless and until a thorough medical checkup was done and I agreed to his demand for I thought he was right and I was taken to Primary Health Centre by police personnels.
     Upon checking, the doctor requested that an X-ray had to be taken and for that I was taken to the Hospicio Hospital in Margao. After taking my X-ray there seemed to be a suspected hair line fracture and was asked to get admitted, which I did.
     The Orthopedic surgeon visited me the next day morning and finally discharged me on the 04/02/2013 at around 7.45 pm giving precautionary warnings and requested me to rest.
     On the other hand I state that Savio D’Silva is a Portuguese Passport holder which he collected directly from Portugal and hence the Police do not have records with them It seems to me.
     Savio D’Silva has been in this country for quiet some time and to my knowledge he has over stayed in this country. I suspect that he is in possession of an Indian Passport too. I will produce before you Sir, further details when received from my sources about he citizenship.
     I state that Savio D’Silva took part in the Gram Sabha and the Sarpanch Mr. Melwin Sanchez did nothing to stop him knowing that he was a foreign national. Furthermore the Sarpanch took for discussions a sub-judice matter which triggered up the fights and Mr. Sanchez did nothing but sat in his chair.
     I am requesting you Sir, to take necessary action registering a congnizable/non congnizable offence, under the various applicable sections of the Indian Penal Code, keeping in mind the medical reports, against Savio D’Silva and one Umesh
