Bharat Mukti Morcha strongly condemns Goa Government
harassment of Mulnivasi shack owners in all the beaches of Goa associated with
Shack Owners Welfare Society. Goa’s Bamani State has put in place number of measures
to turn Shack owners on Goa’s coast into slaves in current Bamon Raj thereby
violating Article 19 (1) (g) of the Indian Constitution. The Article is part of
Fundamental Rights that guarantees right ‘to practice any profession, or to
carry on any occupation, trade or business.’ The case of Goa’s shack owners is
a case for global show case as to how Bamons in India has been subverting the
Constitution to transform India’s mulnivasi people into slaves.
The way Goa’s bamani state government is acting is also
a super show case premiere on how bamons have been violating Article 38 (1) and
Article 38 (2) of the Indian Constitution. The article 38 ejaculates principle of
direction to the state policy ‘to secure a social order for the promotion of
welfare of the people’. It means welfare
of all the people and not just the welfare of bamons. Article 38 (1) states
‘the State shall strive to promote the welfare of the people by securing and
protecting as effectively as it may a social order in which justice, social,
economic and political, shall inform all the institutions of the national
life.’ In India and Goa State the source of all the injustice flows from caste
and jati system created by bamons for the purpose of keeping themselves in
superior position through deceit and cheating, through manipulation and
subversion, through bribery and discrimination that we mulnivasi people fail to
discern and understand. But now with Bharat Mukti Morcha on the horizon we
understand as to how the Bamon system works to enslave us all the time. Bharat
Mukti Morcha is committed to tear apart the Bamon system apart and call upon
all the mulnivasi people in Goa to collaborate in this fight by swelling the
ranks of Bharat Mukti Morcha in Goa.
Article 38 (2) states ‘the state shall, in particular,
strive to minimize the inequalities in income, and endeavor to eliminate inequalities
in status, facilities and opportunities, not only amongst individuals but also
amongst groups of people residing in different areas or engaged in different
vocations.’ The bamani state government instead of working towards eliminating
inequalities it is working to reinforce the entire system of inequalities and
the kind of treatment accorded to Shack Owners is a worthy testimony in this
regard. This is an open revolt against the Indian Constitution and equally open
re-enforcement of system of inequality called Manusmriti, the Constitution of
bamons that guarantees privileges and superior status to all the Eurasian
bamons in India. This is the reason as to why Goa’s Shack owners are sort to be
driven out of Business. Manusmriti denies right to carry on business and own
property, right to education, right to arms to all the mulnivasis of India –
‘Shudras ‘ in the language of Manusmriti.
Because of denial of education by Bamons to mulnivasis
who were given various names such as Shudras, Asuras, Daitya, Danavs and later
divided into number of jatis. Few got converted to Islam, Christianity, Buddhism,
Sikhism as a revolt against Brahmanism in India flourished. Bamons considered
all the mulnivasi people as their arch enemies and for this purpose left
written evidence of punishing mulnivasis who revolt against bamons, in
Ramayana, Mahabharata; both of them are literatures of counter revolution
against Mulnivasis by bamons to restore bamon raj destroyed through Buddha’s
revolution.
All this while we mulnivasi people were not aware of this
situation, we were even unaware of existence of Indian Constitution as the
ruling bamani governments of Congress and BJP in India made sure that we
mulnivasis are not made aware of our rights but are subjected to continues
humiliations. Latest example of this humiliation is that instead of preparing
Goa’s mulnivasi girls and boys to get educated themselves for the purpose of
being rulers of this country by passing IAS, IPS, IFS exams bamani governments
introduced schemes to pay some money through schemes like Kanyadan and Ladli laxmi.
These are hugely humiliating and insulting schemes that pushes mulnivasi people
into slavery and ensure the Bamons who has driven India into abject poverty
continues their superiority and domination. Tradition of India is matriarchal family
system that was destroyed by bamons for their self-interest and Patriarchal
system forced inserted through child marriages, sati tradition of burning
widows on funeral pyre of husband and declaring all women in India, including
women in the homes of Brahmins as Shudras. Kanyadan
system (system of donating women as if they are things) was introduced to solve
the problem of supply of women to bamon males in earlier times of their
invasion and Ladli Laxmi scheme is meant to re-in force this system. It is no
co-incidence that both the schemes are the brain child of bamon Chief
ministers. Bamons does everything in their self-interest, and this is always
so. Only styles differ, their objective of annihilation of mulnivasi people
never changes. As a result there is only one IAS officer from entire mulnivasi
population of Goa: Aashitosh Teli from Pernem.
This background must be kept in mind while understanding
the Shack owners and their resolute fight that began in 1995 with a struggle
against another bamon Chief Minister Dr.Wilfred de Souza. The objective of
Bamon Manohar Parrikar is to drive Shack owner out of business. This Objective remained
unchanged, only the strategy of attaining it has changed into lot more
sophisticated with carrots as well as sticks in the menu.
It is important to read Shack owners struggle in Goa in
this perspective. It is not just the fight over profits and space on beach. It
is a struggle for freedom and self-respect as mulnivasis that Bamons are
enduring unceasingly to wrest.
Article 39 (c) of the Indian Constitution directs the
state to ensure its policy towards securing that ‘the operation of the economic
system does not result in the concentration of wealth and means of production
to the common detriment.’ Alas! Constitution of India has been the
revolutionary document but it has been destroyed by Bamon Raj. Bamons not only
ensured that mass of mulnivasi people does not come to know about it, they also
ensured that in Courts specially High Court and Supreme Court no mulnivasis
people from SC, ST, OBC, will ever get reservation. So the situation in
judiciary is highly pathetic out of 481 judges of all the 18 High Court in
India 426 are Bamons. In Supreme Court all the 23 Judges are Bamons. In
Politics all the national political parties and most of the regional parties
are controlled by Bamons for bamon agenda. That’s the reason they keep their
distance from speaking a word in defense of Shack owners. Situation is
frightful too in IAS, IPS, IFS cadres in the country; it is overwhelmingly
filled with bamons. Out of 11,539 posts of these elite administrative cadres
9,585 are occupied by Bamons and Banias. The media too is captured by
Bamon-Bania nexus founded by M.K.Gandhi and indulge in continues manipulation
of public opinion.
The nature of injustice is not just economic; it is
racial injustice. This has been the nature of struggle continuously for many
thousands of years beginning with bamon invasion of Mulnivasis. This injustice will
end only when bamons are defeated in this struggle. Mulnivasis so far has not
been able to defeat bamons forever because Bamon indulge in various methods to
keep themselves on top of hierarchy. One of the tactics they employ is to keep
us forever distracted and keep themselves hidden. Bharat Mukti Morcha has identified
Bamon as an enemy that has caused every problem in this country directly as
well as indirectly. Bharat Mukti Morcha has decided to do away with the very
cause of our every problem. Here one such problem created by Eurasian Bamon
composing tiny minority in Goa through the means of their hold over political
parties, judiciary, and administration.
Shack fee has been hiked to Rs.30,000/- and Rs.50,000/-
in A-stretch and B-stretch shacks respectively from Rs.20,000/- and Rs.30,000/-
as existing rates. The Beach shacks are in business during tourism season
lasting for four months and no earning for the rest of the year. It needs to be
investigated as to what is the annual license fee for the Starred hotels on
various beaches of Goa owned by Bamons and Banias that get business round the
year.
Goa government has also resorted to the 1000% rise in the
security deposits to the Shack owners from existing Rs.5000/- to Rs.50,000/-.
This means in order to set up the Shack on beach, department of tourism seeks
to collect Rs.1,00,000/- from each shack on the beach thereby putting mulnivasi
people under tremendous pressure of borrowings. The real reasons why these
shack owners are targeted by the Bamani State is because they are not Bamons.
In addition the size of shack is sort to be reduced in
space thereby causing loss of profits and customers. Tourists spend huge
proportion of time in shacks owned by the mulnivasi shack owners for quality
food, for the taste of Goa, and for relaxing in front of the Arabian Sea. The
space allocated has been downsized to 15 × 8 instead of necessary 20 × 10. This is another bamani conspiracy against
mulnivasis in Shack business on Goa’s coast to push them out of business and
make way for the Bamon-bania owned starred hotels on the coastal Goa by doing
away with place for cooking space in shacks. In fact, in 1995 When Bamon
Dr.Wilfred de Souza was the Chief Minister he attempted to prevent Cooking and
selling of best of Goa’s tasty food in the beach shack. Bamon Manohar Parrikar
is seeking to repeat the same in the manner of bamani style of his own
imagination as if Mulnivasis people of Goa are donkey to perpetually live under
bamani dictates.
Goa Government has also been pushing to clear up
mulnivasis further by cracking down on beach beds on which tourists come to
rest themselves and serves as additional source of income. 15 pairs for each
shack is the requirement that is sought to be denied by Bamani State
government.
And the Bamani government has gone overboard in its
mission against mulnivasi people: stipulation is put in place that no shack
owner or his/her family must be employed elsewhere. This is adding insult to
the already existing injury by allocation of shacks through lottery system.
This provision is meant only to weaken the mulnivasi people of Coastal Goa who
are into tourism business of beach shacks. Times is fast approaching to
ceremoniously burn Manusmriti in every village of Goa and destroy Bamon Raj. If
this Bamon Chief Minister want to implement this then it should do it only
after banning employment of family members of MLAs, Ministers and Chief
Minister in Goa legislative Assembly who are earning more than Rs. 1 lakh 3
thousands per month besides additional perks.
The repeated urging from the Beach shack owners for long
term (10 years) licensing has been treated with bamani contempt. This request
was made with an intention to invest in sustainable and environmentally
friendly construction materials by mulnivasi people of Goa displaced by tourism
and now in tourism business. This request has met with negative response only
because the Bamani nature of the State that is plotting all the time against
mulnivasi people.
Shack owners prefer to retain current pattern of shack
owners designing their own shacks. The unique creativity of each mulnivasi
shack owner gives the coast much variety and splendor to keep the tourists interested
in revisiting Goa year after year and also attracting new tourists. Bamons
however do not desire the prosperity of mulnivasi people and therefore think
destructively obviously because Bamons are Eurasians by their DNA consists of
tiny micro-minority ruling over majority by subverting democracy and the
Constitution.
Shack owners are also undergoing in self-training in
Garbage management, and are opposed to Child Abuse (sexual and Labour), Sex
tourism including massage parlors.
Few days back report appeared in local daily in Goa that
Coastal Regulator has unilaterally decided to postpone the operations of Shacks
to 15th October 2012 citing the reason of prolonged monsoon. The
basis of this claim are nothing but Bamon conspiracy as this theory is put
forth without reality check either by Goa Coastal Zone Management Authority as
well as Department of Water Resources. Mulnivasi people stayed on the coast for
generations and finds no merit in these latest claims by the State authority
other than Bamon conspiracy to jeopardize business of the mulnivasi Shack
owners. Goa’s Bamani State government headed by Bamon Manohar Parrikar is
engaging in double standards; one for the hotel lobby controlled by bamons and
bania, and another standard to the shacks owned and controlled by mulnivasi people of coastal
Goa. Obviously government is favoring Bamon-Bania hotel interest by finding
excuses to prevent resumption of shack businesses local rights holders.
What is most disturbing is that the rights holders in
tourism – Shack holders has not even been consulted even though these mulnivasi
people have lived long enough on the coast to be included in a participatory
decision making process. This is a clear cut effort to eliminate mulnivasi
people from the process of decision making which is serious matter as without
share in decision making mulnivasi people are relegated to the status as slaves
as decision making is sought to be wrested away by Bamani state.
Shack owners are forced to live in the state of
uncertainly. In the first instance there is the threat of having to cope with a
lottery system of getting allocated a license. Secondly, this year tenure of
the license is just for a year.
Bharat Mukti Morcha discerns the pressure put on Shack
owners as Bamani conspiracy against mulnivasi people in Goa. Bharat Mukti
Morcha calls on mulnivasi people all over Goa to join in a nation wide struggle
for liberation of mulnivasi people. Bharat Mukti Morcha will work non-stop to
destroy Bamon raj in Goa as it is of firm conviction that Shack owners will get
justice only if the prevailing Bamon Raj is destroyed.
