However solution he prescribes is digital hyper surveillance that is meant to create dystopia State invading privacy massively.

If the cause of crime in Goa is Casino industry then solution should have been dismantling of that industry.

So though he knows the cause as existence of Casinos in Goa yet he still wants them around without crime manifesting around. That logic is weird indeed!
