Land, Mining and adivasis in Goa - Part 1

Goa’s geography was shaped by tribes particularly the Gawdas. They are the first settlers of Goa. Belonging to Proto Astroloid race they trace their origin to Khunti region in Chotanagpur, in Northern India relating to Mundas. Originally hunters, Gawdas settled in dense forest what is today known as Western Ghats. This might have taken place as early as 5,000 B.C[1]. Rock carvings on the banks of Kushavati river in Rivona, in South Goa belong to this period. At that time there were no plain lands in Goa. Arabian Sea directly touched the mountains. Existing plain lands were claimed from beneath Arabian Sea over the next thousands of years. The movement of sea water was regulated in a complex network of sluice gates all over Goa. This network regulated the salty water flow during the high tide and low tide. This created predictable water flow and the rest of the land was gradually brought under cultivation of various kinds such as rice, coconut etc. Some of the wild trees such as Jackfruit were domesticated[2] and fruits used to cure hunger.

Over the thousands of years new lands were claimed from the Arabian Sea and brought under cultivation. Goa perhaps known in various other names such as Gopakkapattnam, Goavapuri, Gomantak, etc, became very prosperous region. It soon became the envy of many and the efforts began to establish rule of the few over the tribes in this region. Thus the era of state rule began.

Goa’s hinterlands, hilly regions were shaped towards cultivation too. Natural water flow was carefully observed over generations and cultivation was organized as per the land gradient[3]. Inside the fresh water rivers like Mhadei was Puran Sheti, cultivation of rice and other vegetables inside the river during non-monsoon season. This was done by specially preparing soil for the purpose and then cultivating every year. On the banks of rivers, depending upon the landscape, agricultural paddy fields would be established. Rice and other vegetables would be cultivated twice a year – Rabi and Kharif cultivations. In some places only one crop a year. Khazan lands adjacent to salty water rivers are also claimed lands that act as buffer between mainland and salt Water Rivers. Next to paddy fields were Kulagars, horticultural garden of spices. Later beetle nuts, pineapples and sugarcane were added to the list of items cultivated inside Kulagars. Next adjacent cultivation space is Bhat that is predominantly coconut plantations. And further lies dongar, mountains. On mountain too there are cultivation spaces for other variety of crops that do not require high quantity of water. It is called Kumeri cultivation.

Undoubtedly tremendous labour has gone into shaping Goa’s Geography and making it highly prosperous place. Besides labour it is the communities’ geniuses that have been at work across so many generations. The painstaking work was possible only because of tremendous spirit of co-operation amongst tribes. They are emotionally, spiritually one with the nature as it is evident from various rituals that they undertake. Some of these rituals are documented in ‘Goa Kulmi: paryavarniy sankskritiche janak, rakshak’[4]. Gawda tribe are pioneers in founding and administering the villages. They derive the name Gawda chiefly from their function, ‘Ganv vosoupi ani ganv gaddo choloupi ho Gawdo’ goes the saying in Konkani. It means ‘Gawda is the one who founds and administers village’[5].

It is this geography of Goa that led to the beginning of history gradual exploitation over of tribes and ultimately wresting of control over land from their possession. Prosperity of this land attracted number of people, some as migrants whom the community accepted while others also came as migrants but gradually began skimming as to how to establish their control. Due to organic links of the founders with the earth, the option of outright decimation could not be exercised. Instead the communities were gradually subjected to attempt towards taming for labour supply. Prior to Portuguese colonial rule that began in 1510 these attempts were in oral form[6]. Methods then included raiding of communities and forcefully taking over control of the village community lands. Very often these things did not work out well for the invaders such as Brahmins like Desais and Marathas like Ranes. Communities abandoned their villages and fled to new areas in the forest and founded new villages. Invaders did not possess the skills to cultivate the land as the Gawdas would be doing; instead they had to arrange labour from Gawda tribe from some other village to cultivate the conquered villages. This was not easy as each village would have their own cultivation to undertake. Some villages did get into the control of these marauding violent bands of gangs and de facto established their control over the lands. Large tracks of lands did come under control of these gangs chiefly because Gawda tribe are mainly non-violent in nature and chose flight rather than fight the invaders. Brahmins asserted their control over conquered lands with violence and shrewdness. However they were not in a possession to align with the State and legitimize their conquest till arrival of Portuguese.

Gawda institution of land holding was known as Gaonkary. It collectively administered the village. The whole community was the owner of village lands. There was no absolute private property in land ownership. This gaonkary system got transformed into Communidades during Portuguese rule.  Tribal deity is known as Devchar. It is without form and shape having organic ties with nature and with members of Gawda community. Devchar was most powerful public spiritual entity that symbolically protected villagers and their lands. Devchar have been target of attack both from the Brahminical forces as well as from the Church that accompanied Portuguese during colonial times. Church in fact has historically engaged in negative brainwashing by equating Devchar with theological entity in Christianity called ‘Devil’. Konkani translation of Devil is given as Devchar to the mass of people. Theological contest in western Christianity between God and Devil, after transplantation in Goa was translated as contest between Dev and Devchar. So the target was clearly indigenous people, their deities and their land.  Brahmanical forces term it as ‘daitya shakti’ meaning evil power that is meant to be eliminated from the face of earth. Symbolically this tribal community must be snatched off its most volatile symbol of identity that is linked to community land and its defenses. Devchar is also known as Rakhandar and as Ajoba. It’s habitat is known as Raim or sacred grove.

Portuguese colonialism benefited these marauding gangs looking for control over tribal lands. Portuguese conducted their business of rule in written form aligned with these gangs and legitimized their control of tribal lands though State Patronage.  Goa’s Geography is a root cause of attraction of various categories of People to tribal lands.

Rise of dangerous situation



Those who cannot believe this if they do little bit of thinking and reflection they will realize this. Globalization, Liberalization, and Privatization are dangerous program and it is a program to end everything in your possession. The person who was about to go below poverty line because of Constitutional rights qualified as doctor, engineers, marched ahead in professional educational, and now even doctor is not able to get his son qualify as doctor, engineer also will not be able to get his son qualified as engineer because Rs 5 lakh or Rs 6 lakh needs to be paid. Reservation will continue legally and government will say 22.5% reservation and 50% reservation is intact.



We will give you your seat but first gets lakhs of rupees and take it, we have no objections. If you do not pay Rs 5 lakh then your seat will remain as it is. In this way your Constitutional rights are being eroded. That’s why it is important to fight in present times. Fight has to be in present times and if you want to struggle then you will have to understand present times, those who will not be able to understand present time, how will they fight? To fight also we need understanding and evaluation. Based on evaluation you will be able to take decision.



If you are not able to evaluate then in future there will be no decision in future. Is this a future? Some people think that their future is in the lines on their palms. Imagine there is an accident and both the hands are to be cut as per doctor’s advice and they are cut, is that person has no future? Future does not lie in the lines of palms.



Future lies in deeds, in decision. If any decision is taken in present then same will be your future. If in present you took a decision to stay in slavery then in future you will be in slavery. If in present times you decide to live in freedom then no force in the world will be able to make you slave. That’s why the situation that has emerged today, what is it? Those people have succeeded in establishing counter-revolution and how successful? Ruling parties are of 3 % Brahmins.



Opposition party is of 3% Brahmins, and 3% Brahmins has their third national party. They are in ruling party, they are in opposition party, and they are in third national party. If ruling party comes into opposition and opposition comes into ruling position in both the cases it is rule of Brahmins.



If Congress goes and BJP to power even then it is rule of Brahmins, and if BJP goes and Congress comes to power even then it is rule of the Brahmins. One group is Brahmins are Congress party leadership and second group of party are BJP leadership. For us ‘A’ named Brahmin or ‘B’ named Brahmin; both are Brahmins. Progressive Brahmin is more dangerous than sanathani Brahmin. This is so because the controversy that rose about the relationship between Shivaji Maharaj and Jijabhai in that there were people calling themselves progressives and Sanathani; both are on the same side of the fence. That’s why the situation is such that our enemy has established counter revolution in very strong manner. If this is effect of today’s analysis then you can estimate as to how big be the challenge in front of us. That’s why how are we going to face such a big challenge? This is a very dangerous problem. These statements are not made to send people into despair. The effect that I can see is very dangerous. We can have our way out of this. The campaign and agitation that we are involved into, through it we are trying to find our way out of this dangerous situation. We launched 10 years time bound program from 1999 to 2009. As per that program we formulated a plan to create social networking and geographical networking  in 6 lakh villages before 2009. As per this plan connect 6,000 jatis. If through networking we prepare 100 people from villages we get 6 lakh into 100 is equal to 6 crore people. If we prepare 200 people then 12 crore people, in this way by 2009 we have prepared a plan to mobilize 15 crore people. We are working on this plan as we know as to in the times to come what we need to do, we have an estimate of this. Based on our estimate we are formulating our program. This program is till 2009, not very long; we are marching ahead in this direction.

Conspiracy to reduce reservation to zero


After this congress started the program of Globalization, Liberalization and Privatization, and BJP during its rule implemented it. This is also the program of mutual understanding. Atal Behari Vajpayee also must be saying to Sonia Gandhi “Soniaji, the craving that you are feeling on your back needs to be scratched but your hand may not be reaching there. No problem, I’ll scratch your back. Sometime I also get cravings on my back that time you scratch my back.” This is program of mutual understanding. It is important to understand this properly. This is so because as long as you will not be able to understand till then you will not be able to decide as to what is to be done future, which program are to be carried on in future; for you will have to take these decisions.

Today the program of Globalization, Liberalization and Privatization that is ongoing, it is program carried forward with mutual understanding of Congress and BJP. What is the most grievous impact of this? With this reservation is reduced to zero. When any Public sector company is privatized then 50% reservation for SC, ST is reduced to zero and as soon as it is reduced to zero, education comes to an end. Inspiration to get educated ends, and when inspiration to get educated ends your intelligence and wisdom stops developing. What is a meaning of wisdom? Capacity to decide on right and wrong is called wisdom.

If wisdom is destroyed then what happens? Capacity to distinguish between right and wrong will end and as soon as this happens people will be downgraded to the level of animals. This is so because animals do not have wisdom. Your wisdom will be destroyed and you will be reduced to animal state. This campaign is not of making you slave but also of making animal. Programs of Globalization, Liberalization and Privatization are the programs of ending all the constitutional rights.

The people who are believers of Babasaheb Dr. Ambedkar, if you tell them that reservation is ending, they say that this cannot happen because no one can touch the constitution of India that Babasaheb Dr. Ambedkar wrote. Our enemy is very intelligent. When reservation will end that time our enemy will come to us and say that reservation is ended and the Constitution not even touched. Our people are very easy going, they only liable for mercy and pardon and nothing else.

All these things are unfolding in front of us, around us, even then our people cannot see them, and then what will they see in future? When I was sharing all this information in Jabalpur that time one employee came on our stage and started saying that these things are very dangerous, something must be done about them? He said people must be awakened. I asked who will awaken them. Then he said he has no time with him. Then I said you are right, you have no time because reservation has not ended completely that’s why you have employment.  And because you have employment you have no time, you totally correct. Now brahmanical leaders of Congress as well as Atal Behari Vajpayee, Arun Shourie are busy in ending reservation and they are working overtime to end reservation but don’t even have working to save reservations. Problem is knocking on our doors and we say we have no time.

When they are working over time reservation will end, employment will also end, and when employment will end there will lots and lots of time. Our people will keep roaming in streets and roads, they will sleep on roadsides then dogs will refuse to bark on those people, because dogs too have their mindset. When man roams again and again on roads then dogs recognize them that are why dogs think that this is the same old man why to bark at him? One who is old on the streets he becomes colleague, then a colleague cannot bark at colleague, that’s why even dogs don’t about doing their job of barking.

Mandal versus anti-mandal agitations


In 1947 when Prime Minister was from Congress Ram idol was placed in Babri Masjid. That time Govind Vallabh Pant was India’s home minister. He was a lawyer, his son also qualified himself as lawyer. His son said “dad, I will practice law separately.” His father said, “No problem, there are files here pick any of them you want.” So he picked up the file of milkman from the table. His father had kept this matter with him for 4-5 years, his son picked up this file and within 6 months got the result and declared milkman not guilty of the accusations leveled against him and freed milkman. After this he returned home and said to his father “Dad that case of milkman that you had kept under consideration for 5 years and I got milkman declared free within 6 months.” His father was an experienced man. He said “Son, it is good that you have won the case but for the 5 years that milkman used to supply milk to us for free and he is innocent. That’s why from tomorrow he will not supply milk to us for free.” Those who want to drink milk and relish its cream had to keep such cases pending. Congress kept the idol of Ram Lalla in Babri Masjid, and kept this matter pending so that it can relish its cream be continuously so that other people will keep on beating Muslims and Congress will keep on giving assurances of security and take their votes.

This cow is not just that provide milk but also cream that’s why they did not solve this problem. R.S.S and Vishwa Hindu Parishad used the issue of Ram Janmabhoomi – Babri Masjid issue for some other purpose. They used this issue to end mandal commission agitation and started the agitation of Ram Janmabhoomi-Babri masjid agitation. In 1981 Mandal commission report was ready but congress kept it suppressed. Indira Gandhi did not allow even a discussion to take place on it in Parliament and Jawaharlal Nehru also did not allow any discussion to take place on Kalelkar commission report. Indira Gandhi also refused discussion on Mandal commission report. That time backward classes was getting awakened in Northen India. With this awakening if backward classes were to get socially awakened then the burden of forward class Brahmins would have been further increased as backward classes would have refused to carry burden of Brahmins. Backward classes would have lined up and stood against Brahmins, with this social revolution would have come about.

After calculating this risk they began agitation of Ram Janmabhoomi – Babri masjid dispute.  Backward classes people who believed in Ram plunged into this agitation instead of carrying forward Mandal Commission agitation, because they were devotees of Ram. Backward class people involved in Ram Janmabhoomi to such a big extend that there were no people to participate in Mandal commission agitation. In Delhi there was a leader of backward class named Choudhary Brahmaprakash (Ex-Chief Minister). He had formed an organization called ‘National union for backward classes’. He organized a morcha of backward classes in Delhi and he gave slogan “Backward class slogan, 90% share ours!”

One journalist was also walking in this Morcha, he said to Chaudhary Sahab “Your slogan in morcha is excellent but there is one thing missing.”  He asked “What is missing?” Then journalist replied “The people giving slogans in Morcha are not 90 in numbers.” Chudhary  then said in reply “how will they be 90? They have gone in the agitation of Ram Janma bhoomi – Babri masjid agiation. How will they come here?” Ram Janma bhoomi – Babri masjid agitation was started to end Mandal Commission agitation and to deny rights to backward classes. Because of this, when V.P Singh enforced Mandal commission , then BJP who were supporting V.P.Singh government withdrew its support.

After wards this decision on Mandal commission was challenged in Supreme Court in which 31 lawyers were fighting against the decision to implement Mandal commission and no lawyer was ready to fight in defense of Mandal commission. Then Lalu Prasad Yadav came to Delhi from Patna. He met many Brahmins and offered them higher fees to fight in defense of Mandal commission, but none of the constitutional expert agreed. Finally Lalu went to Ram Jethamalani and appealed to him to fight in defense of Mandal Commission.

Jethmalani said “I am a criminal expert, and not civil expert, and this is a civil matter.” Lalu Prasad said “no body is ready to fight, that’s why you have to fight.” Criminla expert had to fight civil matter. This case was decided on 16 November 1992.  Supreme Court decided in favor of Mandal commission but enforced the conspiracy of criminal layers upon backward class people. What is this creamy layer? Those whose annual income is 2 lakh rupees they will not get reservation. Backward class boys who were getting educated will not get education and those boys of backward classes who are not getting education will get education. This means that all the juice of mango is sucked up and seed is pushed into the mouth of backward classes. This conspiracy of criminal layer was enforced on backward classes. In order to prevent backward classes from getting to know this conspiracy Babri masjid was demolished on 6th December 1992. Babri masjid was not demolished to oppose Muslim.

For 150 years no one was praying namaz in this Masjid. If you go near Faizabad and Ayodhya then you will realize that there are 14 temples there and devotees of each of these temple claim that Ram was born at a place where their temple is existing. But people of RSS and Vishwa Hindu Parishad are so great that they say that Ram was not born where temples are erected but he was born in Masjid. You can spoil the name of Ram but not to such extend by claiming that he was born in the house of Muslim.

The game that RSS and Vishwa Hindu Parishad played in Babri masjid, for this purpose the masjid that they chose, in that masjid no one had prayed namaz for past 10 years. This is the reason this issue was not against muslims, this issue was about ending rights of backward classes that were about to get them if the Mandal commission was enforced as it was. This is so if the Mandal commission was enforced then backward classes people would have got representation in administration. If they had to get this representation than in the times to come it would have seriously affected power structure and political power. In order to avoid this Congress carried on the agitation of Babri masjid demolition.

Both were opponents of Mandal commission. When Mandal commission report was declared in the Parliament that time Rajiv Gandhi did not know the art of public speech, but Rajiv Gandhi spoke for two and half hours, and members of Parliament tell that in those two and half hours Rajiv Gandhi drank water four times. That’s why it can be understood that Congress and BJP in combination with other started the agitation of Ram Janma Bhoomi – Babri masjid. When Vishwa Hindu Parishad’s ekta yatra had reached border of Delhi that time Indira Gandhi was Prime Minister, she went to welcome the Ekta Yatra of Vishwa Hindu Parishad.
