Madam,


We already had two rounds of meeting with the staff of your office over the past two months to sort out the above matter. And we have failed to convince the Goa Government through your office to disburse all the fishing subsidies pending for the year 2023.


It has come to our attention that 40 Scheduled Tribes (ST) fishers from Tiswadi block are deprived of their rightful fishing subsidies. After inquiries into your office we were told that these subsidy files were sent to Chief Minister's office and it is there where these files were blocked. 


This action of Goa Chief Minister's office proves that it shares terrible bias against fishing communities and indulged in sabotage by blocking subsidies files and allowing funds to return to central government. 


We are deeply pained at the conduct of the Chief Minister's office and express our disapproval to Chief Minister's office involved deliberately in sabotage against Goa's fishing communities.


We call upon your office to continuesly follow up this matter and we will follow-up with your office being directly responsible to fishing communities of Goa.

Subject: Seeking solutions to problems faced by small-scale fishers at Campal Beach, Panjim


Sir/Madam,


It has been brought to our urgent attention by our members that their canoes stationed at Campal are facing various kinds of impediments from Directorate of Tourism, Forest Department and CCP combine. These local fishers who undertake fishing in Mandovi river are told from April 06, 2025 by various officials of these departments that their canoes looks dirty and they must not dock their canoes at the present venue.


What is dirty and beautiful is based on subjective bias of the beholder. All Goa Small Scale Responsible Fisheries Union (AGSSRFU) strongly objects to referring Goa's traditional fishing occupation and their canoes as "dirty".


Parking of several casino vessels in the middle of Mandovi river has already drastically reduced fishing spaces for small scale fishers of campal Beach and other villages on Mandovi riparian coast past few decades. These casino vessels are truly Monstrosities of Mandovi that are allowed to flourish as a strategy to disrupt fishing in Mandovi river.


Further we wish to revive the memory that traditional canoes parking spaces at Campal Beach has been progressively encroached upon by Forest department by undertaking plantations of Cajurina and Mangroves, and by other State Authorities by constructing cycle track on campal Beach to benefit tourism that has blocked canoe parking spaces already and were shifted to its present site.


AGSSRFU considers this as sustained aggression against Goa's traditional fishing occupation and calls upon urgent attention of your office to do away with above cited impediments to fishing communities with immediate effect to enable fishers to carry their occupation without any trouble from CCP, Tourism Department, and Forest Department. 


AGSSRFU reserves right to undertake all the necessary actions within the framework of existing law in case your office fails to protects interests of fishing communities at Campal Beach.


We hope that you will act to defence Goa's fishing based occupations and no longer continue as harbingers of hatred against campal fishers referring to them in violent narrative framework as "dirty". We reject this narrative totally and completely and you are requested to change your approach towards fishing communities and be respectful and treat us with respect that we deserve for our hard work to earn our livelihoods and support our families.

NFSF calls for halt to Police Repression on Fishers of Uttar Kannada coast

National Federation of Small-Scale Fishworkers (NFSF) strongly supports fishing communities of Tonka, Kasarkod, Honnavar, Uttar Kannada. BJP was voted out in elections and Congress was elected to power during last elections. 


And now one only need to see Congress performance from Honnavar coast onwards to North Karnataka.


The way fishing communities of Tonka, Kassarkod under compulsive expulsions from the Coast with Police violence, arrests and intriguing police narrative that fishers as encroachers of Arabian Sea has all been highly objectionable conduct towards respect for fishing communities.


The way Tonka nesting site is being destroyed by Karnataka government by installing ALAN (Artificial Lighting At Night) on Tonka beach on inter-tidal space to disrupt turtle nesting is most disgusting.


The way Cartographic crimes are committed by erasing entire Tonka, Kasarkod fishing habitat from CZMP map is at best conspitorial. What is even more dangerous is that this case (original application no. 212/2024) is believed to be pending in NGT Chennai since 24 September 2024 without any date of next hearing while police are working on ground to clear off people's habitations.


Congress was good as opposition there. Now they have outsmarted BJP in brutalities towards coastal ecosystems and coastal people through violent enforcement of bharatmala - roads and Rail lines plans on Tonka beach for Sagarmala - Ports.


45 people including 07 women criminally charged on February 25, 2025 in latest wave of criminalizing fishing communities with invocation of dozen criminal sections of BNS that attracts punishments of death penalty and life sentences. Even people like Ganapati Tandel and Renuka Tandel who were in Bangalore on that day are criminally charged for crimes on Tonka beach. Raju Tandel, a young fisher from Tonka known for his complaints to Lokayukta was brutal assaulted by police before pushing him in police van. Police inflicted injuries on upper left hand of woman Rojah Tandel, injuries on upper inside thigh of senior fisher Mahmood Koya Sab. Of these 24 fishers were detain in Dharward jail for 24 days in Judicial Custody. Even Rajesh Tandel, leaders of local fisher labouer Union and the one who champions the cause of Olive Ridley turtles nesting site on Tonka beach was criminally charged yet again and jailed. Mental status of Rekha Tandel has decended into severe depressive illness due to shock over witnessing police beastiality on Tonka beating administrating brutal violence on fishers without name plates and badges on their Uniforms with masked faces. Arrested women were abandoned on roadside and hospital at mid-night by police. Conduct of hospital staff to refuse to record police inflicted injuries on  hospital case paper records is extremely dangerous collusion of State health authorities with Politically repression regime. It was dark day in the history of fisher struggle in Karnataka in 21st century.


NFSF applauds efforts of Adv. B.T.Venkatesh and his legal team to obtain bail for Tonka fishers.


NFSF has carried on site visits and offered Solidarity with fishing communities under trauma due to state repression and threats to demolish their houses to construct roads and rails on Tonka beach.


Situation is severe of these several thousand fishers who are also well known for fish drying due to unique ecological sensitivity of Tonka beach wherein mouth of Sharavathi River is known to be shifting over time by few kilometers and there is no stability to the beach as portion gets submerged in Arabian Sea water and new beach surfaces over period of time.


NSFS has petioned Deputy Commisioner of Karwar who sanctioned police actions on beaches at Keni, Ankola on 24 February 2025 and Tonka beach very next day on 25 February 2025.


NFSF has also petitioned Chief Minister of Karnataka, Leaders of Opposition in Rajya Sabha as well as leader of Opposition in Lok Sabha expression our fierce opposition to disrupt life of fishing communities on Uttar Kannada Coast.


NSFS is monitoring the ground  zero situation minutely and have noted that CCTV cameras are installed on approach paths to the residences of Raju Tandel, Rajesh Tandel and Ganapati Tandel as surveillance measures that violated right to privacy.


NFSF has also noted large number of CRPF personell carrying on marching in the village to create situation of fear and tension to fishing communities on 26 February 2025.


NFSF considers the entire police and Port actions in Tonka and Keni not only as in contravention of the Constitution of India but also in violation to VG-SSF Guidelines to which India is signatory with commitment to protect small scale fishing communities and adoption of eco-system based approach to Fisheries.


NFSF calls for: 


1. Withdrawal of all criminal cases against fishers of Tonka, 

Kasarkod 


2. Total halt to police repression on fishers of Tonka, Kasarkod, Honnavar and Keni, Ankola.


3.  Stoppage to police behavior like that of SP Karwar as public relations officers of Private Ports Company calling fishers as encroachers of marine waters.


4. Transformation of colonial thinking that has imposed Ports to destroy fishing based livelihoods and marine ecology on Uttara Kannada Coast.

Subject: For urgent attention: YouTube video alleging scam involving Goa University Physics faculty


Sir,


I just noticed highly disturbing allegations against Physics faculty at Goa University of leakage of exam papers in exchange of sexual favours with student thereby destroying higher education in Goa. Please investigate these allegations and share results in public domain.


If these allegations are true then Goa University will neither produce Erwin Schrödinger nor Richard Feynman and standard and reputation of Goa Univerisity will suffer great setback. And I am surely not joking Mr. Vice-chancellor and Mr. Registrar!


Best way out of this for you is to get to the bottom of this scam and bring truth to the light of the days for everyone to learn lessons of this episode.


And please be careful not to hush up the matter and not to victimize those who are responsible to complaint for entire State of Goa is watching your conduct.

Profile


Sebastiao Anthony Rodrigues hails from Goa. He is associated with All Goa Small Scale Responsible Fisheries Union (AGSSRFU). He holds PhD degree from BITS Pilani for his work titled "Intra-inter conflicts and sustainability issues in the Fisheries of Goa: an environmental ethical approach". Currently he discharges his duties as General Secretary of National Federation of Small-Scale Fishworkers (NFSF).


Organisational Brief

National Federation of Small-Scale Fishworkers (NFSF) is registered under Indian Trade Union Act 1926 in 2024. It has active presence in several States/Union Teritories in India involving marine as well as inland Fisheries. Some of the States/Union territories where it has affiliated Fisher Union includes Mahatashtra, Goa, Kerala, Odisha, Andhra Pradesh, West Bengal, Andaman and Nicobar Island, Uttar Pradesh, Bihar, Manipur, Kashmir and Rajashthan. Work is ongoing other States such as Tamilnadu, Karnataka, Delhi, Gujarat, Assam etc. The first objective of NFSF is to work towards the protection of the life and livihood of small-scale fish workers to ensure that they live a life of dignity. The second objective is to give preference to promote interests of the vulnerable sections of small-scale fishing workers including women fish workers. Origin of NFSF can be traced back to 2016 when National Platform for Small Scale Fish Works - Inland [NPSSFW(I)] was formed. It transitioned into National Platform for Small Scale Fish Workers (NPSSFW) in 2020 when Marine fishing organisation joined in. Organisation also has its mission statement outlining experiences and challenges.


Key Overarching Challenges


1. Fishers and their rights are not recognised.


Recommendation: Those who primarily depend on water spaces (ponds, lakes, streams, creeks, tributaries, rivers, Khazan land water channels, sluice gates, lagoons, estuaries, seas and oceans) in India should be recognsied as a separate legal identity and their rights over these water spaces and their surroundings for carrying out various activities as fishers, related to fishing and allied activities, should be recognised and recorded forthwith through an enactment of the Parliament. Formulation of the fishing rights laws must be done in consultation with fishing communities all over India.


2. Fishers don't have right to protect water spaces


Recommendation: The enactment to recognise fishers and their water spaces on which their livelihood is dependent upon should also include the recognition of their authority over these water spaces and all that it contains, to protect, conserve and regulate its access and use.


3. There is no administrative mechanism to enforce SSF Guidelines and Ecosystem based approached in CCRF; both are FAO instruments that India is signatory to.


Recommendation: 

(A) National Implentation Plan be launched to enforce CCRF and SSF Guidelines in India.

(B) Creation of a fisher community centered democrtic institutional mechanism to carry out various things mentioned such as


enforcement of Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and Ecosystem based approached in Code of Conduct for Respspinsible Fisheries (CCRF); both are Food and Agricultural Organisation (FAO) of United Nations Organisations (UN).


(C) Set up authority to approve lease on privately owned ponds or tanks taken on lease, including fixing and increment of lease rent and protection against eviction approve any projects on and /or affecting access to and use of their traditional water spaces and approve compensation, relief, rehabilitation and resettlement.

Review all such projects that have displaced fishers and/or prevented their access and use of specific water spaces where compensation, relief, rehabilitation and resettlement have not been proposed or not carried out if planned or not completed if approved

identify, demarcate and map all the traditional water spaces and its access and use, approve and record them so that these can be entered into all other government's official records.


(D) Prevent or regulate as may be all activities that are harmful for the water spaces and its surroundings, including the flora and fauna, that cause pollution of any kind, 

be empowered to oversee the clearing of debris of the state machinery.


(E) Make any and all violation of fishers as cognisable crime for which the the fishers gram sabha shall be authority to initiate proceedings against any official violating the law through issue of notice to the Chief Secretary giving a period of 60 days to initiate action against the alleged violator.


(F) Empower and regulate the mode of fishing to ensure sustainability and justice.


(G) Review all existing cases in view of the legislation for recognition of fishers' rights and withdraw those falling within its scope.


(H) Empower fisher communities and their gram sabhas to review and approve all wetland conservation programme. No activity may be permitted along the coasts or in coastal waters without the Free, Prior, Informed Consent of traditional fishers.


(I) Fishers must form integral part of process to prepare and implement coastal management plans.


(J) Launch a national programme to complete the implementation of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (FRA) on forest lands accessed and used by fishers including the operationalisation of the community forest resource management plan as envisaged under the law including control over decision making on the plan and their incorporation into the forest working plan including suitable modification as rquired under FRA.


(K) Amend National Waterways Act 2017 along with Major Ports Authority Act 2021 to be in tune with FRA and the above proposed fisher rights Act with prior informed consent of fishers and their communities.


4. Small scale fish farmers of the country do not have any security of lease on privately owned ponds or tanks taken on lease


Recomendation: 


Introduce regulations for proper agreement, fixing and increment of lease rent and protection against eviction



Consequences of fishers having been non-legal entities in India


1. Expelled from their villages like Hanuman Koli wada by JNPT 40 years ago and still rehabilitation is not completed at Uran Taluka of Maharashtra. When they resorted channel blockade of the Port in January 2025 Union Shipping Minister gave them assurance but they also got notices served for resorting to channel blockade.


Recomendation: Creating mechanism to complete all pending rehabilitation issues.


2. 2 lakh square meters of Stretch of Zuari river known for fishing in Goa has been leased out for 30 years in October 2010 by MPT to two private companies to set up Marinas for tourism purposes. Lease agreement doesn't record existence of fishing communities in Zuari river. One example that would concrete the coast through Port-led development.


Recomendation: Get Union Ministry of Shipping, National Waterways to cancel lease deeds of the two Marinas in Marina through Mormugao Port Authority (MPA).


3. (A) Goa's Mandovi river mouth traditionally known for fishing is turned into gambling den with crowding of floating ships with casinos inside. Mandovi waters neat the casino vessels are also know to contain ecoli bacteria due to release of raw sewage clandestinely.


Mandovi Fisheries has taken setback also because of water sports that drives away river fish due to sound pollution from boat engines. 


Recommendation: Free Mondovi river of all the casino vessel in its waters and ban water sports in rivers of Goa.


(B) State government has been careless till date in lifting debris of Mondovi bridge that collapsed on 05 July 1986. Abandoned debris has created blockade for fish movement from Arabian Sea into the Mandovi river.


Recommendation: Get State machinery act to clear pending debris.


4. Traditional Fishers with dignity are forced to fight for their survival in the face of Port installations at Wadvan in Maharashtra.


Recommendation: Make Public Hearings compulsory for Port Projects.


5. Farmers who lost their cultivable land and houses turned fishers due to submergence under Jaikawadi dam over Godavari river at Sanbhajinagar (formerly known as Aurangabad) district of Maharashtra. Now same Fishers face threat of being expelled as the dam water is planned to installed solar panels over water surface to generare electricity. Nearly 40,000 people's livelihood in several villages around is at stake.


Recommendation: Allow fishers to carry on fishing activities in Jaikawadi dam waters without hinderance. Abolish solar panels project over dam waters.


Fishers deliberate marginalization at Govind sagar talav at Takleband, Ahmadnagar, Sambhajinagar district, Maharashtra with regard to access to fishing in village water Commons.


Recommendation: Take inmidiate steps to redress the marginalization of fishers by granting rights to fish at Takleband talav.


6. Keleghai river Bank at East Midnapur district is allowed to receive effluent discharge of dye factory. Fishers protests are constant yet no response from West Bengal state administration.


Recomendation: Shutdown units at the river banks that are polluting Keleghai river.


7. In Kerala cage fishing is being promoted in rivers where traditional Fishers carries on their capture fishing activities. Now the tension. Similar situation is also in Karnataka. 


Recommendation: Task force be constituted at National level to examine ecological and political impact of cage fishing on traditional fishing communities.


8. In Karnataka's Uttar Kanada district Fishers are expelled from the coast under police violence at Tonka, Kasarkod village in Honnavar taluka, prevented from fishing by police at Keni village in Ankola taluka. 45 people are arrested and taken to Dharwad Jail and till date there is no bail from 25.02.2025. Superitendent of Police (SP) of Karwar gave press conference wherein he referred to Fishers as encroachers of the Sea.


Recommendation: Set up panel to investigate causes of failure of State and to Act.


9. In Sunderbans small scale fisherfolk women engaged in artisans fishing who venture into Kalindi river for fishing are facing harassment from Border Security Force (BSF). BSF orders that these women deposit their Aadhaar Card with them before entering the river. And then BSF further insists that after fishing they have to exit from the same access point and collect the Aadhaar card. This has increased headaches of these women and pushed them under pressure.


Recomendation: Gram Sabhas legally are to be empowered to issue notice to forest, fisheries, and irrigation and to the BSF to ensure fishing without any troubles and to initiate action against those officials who disregards such notices.


10. Women fishers whose husbands are killed through tiger attacks while fishing are known as Tiger widows. Tiger widows need support. They are single women and most often get no compensation. All tiger widows were promised Rs.3000/- every month but this was not given.


They not only struggle with the death of their husbands but also have to pay Rs.1 lakh for registering their boats annually. 


They receive no reliefs during cyclone when they cant go to sea. State needs to subsidize for Tiger widows. 


Revommendation: Special review mechanism be put in place to monitor justice is Toger widows' problems are redressed quickly.




10. Fishers entering Sundarban Tiger Reserve (STR). Fishers are penalised for entering the STR without a boat license certificate (BLCs) which were given to 923 boat owners in 1973. Almost all the BLC holders have left fisheries and now they rent their BLCs to the fishers for Rs. 1,00,000. The fishers are also penalised for entering the core area of STR even if they have a BLC. 


Recommendation: Immediate survey of active fishers in Sundarbans who go for fishing in STR. Issue new BLCs based on scientific assessment of fishing effort and sustainable yield.


11. In Sunderbans again at Matla river that flows towards Satjelia island, fishing is disrupted due to large tourism boats. These boats not only tear apart fishing nets laid in the waters but also pollute the river as they have diesel as their fuel. Tourist boats near Satjelia area on Matla river also disrupt fishing activity


Recommendation: Shift the boats onto Solar energy. Review permissions for tourism boats to introduce necessary conditions to address fisher concerns. 


12. Sal river in Goa is facing acute pollution problems due to discharge of effluent sewage treatment plants and domestic sewage into the river.


Recomendation: Create legal entity to protect, defend and clear Sal River. Make rejuvenation program transparent for public. 


13. Goa's Chapora, Tiracol, Mandovi and Zuari rivers face severe problem of sand mining and created situation hostile to fishing and ecology. This problem is in several parts of India including Assam, Uttar Pradesh and Kashmir.


Recomendation: Stop sand mining in rivers that are known for fishing activities.


14. Conservation program of wetlands are pushing fishers out of fishing based livelihoods. This is the situation not only of Sunderbans but of several other wetlands as well. Deepor Beel at Guwahati, Assam is the case in focus wherein fishers are facing pressure with administration attempts to reduce their fishing spaces after it being declared as Ramsar site. 


Recomendation: Create legal provision and administrative mechanism within ambit of Forest Rights Act 2006 to ensure fishers are not expelled from the fishing spaces.


15. There is increasing induction of lease system of fishing sites. Manipulation of pricing offer push SSF communities out of fishing occupation. This is happening in lakes and dams on the outskirts of Pune, Maharashtra in Bhima Koregao and several other villages all over India. This is popularly known as thekedari system or contractor system wherein middleman controls and fishing communities loose their respect, dignity and power to decide. This system is traced in Rajashthan, Marashtra, Odisha etc.


Recomendation: Abolish contract system in Fisheries.


16. Increasing violence of Forest officials is evident in Ganga river in Bihar-Jharkhand border after certain stretch got declared as Dolphin sanctuary. Similar Forest officials indulge in violence towards fishing communities in Sunderban Tiger Reserve too. 


Recomendation: Under Forest Righrs Act the Grama Sabhas are the only authority to conserve the forest areas which fall under their traditional territory Community Forest Resource area (Sec.3(1)(a) read with Sec.5 of FRA). This must be enforced.



17. Accelerated growth of mechanised fishing India at both East as west coast of India has caused fish famine to the Sea. For weeks and even month no fish catch is found during fishing trips at Sea. This was the case in 2024 on certain portions of Karnataka and West Bengal coast. 


Recomendation: Create enforcement system within context of current laws. Revisit existing Fisheries laws and make them favorable to SSF communities.


18. The situation of SSF is aggrevated due to climate crisis impacts in combination with anthropogenic factors. In late December 2024 it rained in West Bengal coast spoiling dried fish inflicting heavy losses to fisher economy. Certain portions of beaches in Kerala, West Bengal and Karnataka are being swallowed by Sea water. There is crisis of coastal stress currently and there is no sincere inter-disciplinary, inter-department, inter-agency decentralised approach in place to tackled problems that we face. Even disaster managent is financially sought to be controlled directly by Ministry of Home Affairs.


Recommendation: Allocate sufficient funds to SSF community that can be accessed in hassle free manner to respond to climate crisis.


19. Government schemes meant for fishing communities suffer from two main shortcoming. Firstly, they are conceived without consulting fishing communities. Secondly, they are administered without collaboration of fishing communities.


Recommendation: Involve fishing communities at the conceptualization stage of schemes meant for the welfare and benefit of fishing communities.



20. Spread of plastic in rivers and other fishing spaces


Recommendation: launch time-bound program to clean up water spaces of plastic waste. Conceptualize program that would avoid plastic waste finding plastic waste in fishing waters. 


21. In Goa open cast iron ore Mines has caused siltation and flooding of Cudnem, Bicholim and Kushavati rivers. 


Recommendation: Mines in the catchment areas of these rivers must be shut down.


22. Dredging of Rivers has proved to be detrimental Fisheries in practice. In Goa due to dredging of the Sal river bed there is no yield of prawns caught by the (Arinet) and other benthic varieties that on river bed such as oysters locally known tisreo and hubleo (venus mercenaria).


Recomendation: dredging of rivers must be prohibited.


23. Karnataka government creating new Port limits to non major ports and newly announced ports. For example: the entire honnavar taluka coastal water covered with three port limits: Honnavar Port, Pavinkurva Port, and manki Port limits. In Question/answer no. 143 dated 5-3-2025 of Karnataka Legislative Council Port Minister told Assembly that according to law small scale fishers do not have any rights in Port limits. And they are considered as risks. The entire small scale fishery of Uttar Kannada District is under threat.


Recommendations: Port limits provision must not be made applicable wherever it obstructs fishing activities. Small Scale Fishers must not be narrated as threat but as stewards as SSF Guidelines endorses this narration.


24. Sea erosion


Recommendations: Building Sea Tube Walls or Planting Mangroves along the coast 



25. Beach Sand Mining: A Growing Concern-


Beach sand mining is emerging as a major issue in Kerala, Odisha, Northern Andhra Pradesh etc. In West Coast States like Goa sand dunes are destroyed to make way for various tourism projects such as hotels, parking sites etc thereby concretizing of coast. It creates coastal ecological insecurity.


Recommendations: Ban beach sand mining and introduce effective measures to protect and restore sand dunes. Concretization of coast must be reversed.


26. Welfare of Fishing Communities in Education and Health Care


Recommendations: Adequate welfare schemes for the benefit of fishers with regard to education, housing and health care access need to be formulated and enforced with fisher community participation from conceptualization to administration of the schemes. 


27. Absence of baseline data on Fisheries in number of States in India like Manipur


Recommendation: Adequate measures be taken to make fishers and Fisheries baseline data available in public domain. 


28. Pollution issue of Thane, Raigad district, Maharashtra of traditional fishing zones including Thane creek and it's sub-creeks such as Kasadi creek, Kopara, panvel, kharghar, Diwale creek, Belapur, Nhava Shewa creek highly contaminated due to heavy industrial pollution from chemical and pharmaceutical units in operation.


Recommendation: Urgent measures be taken to restore these water spaces to make them free from pollution and as sites for healthy fish catch with zero contamination levels.


29. There are increasing access to beach blockades for traditional fishing communities Goa due tourism promoted concretization of coast.


Recommendation: No new constructions be petmitted in the No Development Zone(NDZ) under the Coastal Regulations Zone (CRZ) regulations so as to protect easementary rights of fishing communities.

When Police shocked Tonka fishing community at Kasarkod, Honnavar notes reflections from ground zero

Few more detailed gory facts about Tonka, Kasarkod Police violence has come to our attention as under:


1. On February 25, 2025 at 10.00 am Karnataka Police descended on Tonka, Kasarkod in Honnavar Taluka Taluka in Uttara Kannada District of Karnataka State in Western India. They were around 1000 personnel in uniform. 50% of them were in suspicious dress code: khaki Police uniform without their name plates and buckle numbers tagged on their shirts and with black masks covering their faces. Unusual police outfit.


2. Fishing community at Tonka Beach is in legal possession of the Coastal land from 1991 according to the knowledgeable sources. Hence are entitled to be served notice in case State Authorities need possession of the land for any purpose. So far no notices are served on any of them.


3. State Authorities are trying to take possession of the Coastal beach land at Tonka without serving notices to fishing communities by use of Police force to survey their immovable property including their land and houses for past four years.


4. This attempt has been challenged successfully by fishing communities of Tonka over this period.


5. On July 21, 2021 State administration attempted to demolish the fishing communities houses through bulldozers during heavy rains. This attempt was countered successfully by fishing communities there.


6. Local fisherman Raju Tandel filed complaint before Lokayukta, Karnataka against Assistant Director of Land Records (ADLR), Honnavar for carrying on survey in their village without serving notices to the villagers. Lokayukta took cognizance of the complaint and even indicted higher officer holding the post of Assistant Commisioner (AC) at Bhatkal in this crime. Officer went to Politicians for protection but wasn't successful. The rage accumulated against Raju Tandel was intense.


7. Raju Tandel spoke at the public protests against the illegal survey in the village with police protection and joined the group of village people to drawn themselves in waters of Arabian Sea as an expression of dissent between 10.30 am to 11.00 am. Raju was injured during this act as salty sea water entered his body; was taken to hospital where he vomited during treatment. Hospital records of 25.02.2025 notes in his case papers "alleged attempt to drawn by falling into water". After sometime with due treatment Raju Tandel was sent back and reached home at Tonka around 2.00 pm. He was resting in his house and had not taken any food intake. 


8. While Raju Tandel returned home Police were providing protection to those carrying on illegal survey of the Beach locality to mark out land with installation of cement boundary stones painted with danger red on both sides of the road and marking out houses to be demolished.


9. In the meanwhile young girl from the family of Raju Tandel named Apeksha R. Tandel gave media bite that went viral during the day. She declared that she will commit suicide in case her parents are taken in Police custody. 


10. Viral video attracted visit from Lady Assistant Commisioner, Bhatkal to her house along with 8 Policemen and team from Women and Child Welfare department along with Tehsildar, Honnavar to Raju Tandel's residence at 3.30 pm. They entered sitting room inside the house of Raju Tandel and questioned the girl assuming that she is a minor. They instructed villagers not to video film the discussions for some mysterious reasons. They wanted to know as to who tutored Apeksha to speak to media threatening suicide and and wanted to take her away from the village but did not do anything like that. 


11. Instead Lady Assitant Commisioner went out of the house to receive the phone call on her mobile phone. Villagers standing nearby heard her telling on the phone to fetch two police vans at Tonka.


12. While still inside in his house hungry Raju Tandel got a call around 4.00 pm that Police are beating up his fellow fisher neighbour Ravi Tandel. Hearing this Raju Tandel rushed out of house into the Gallery. In the gallery police caught hold of Raju Tandel and dragged him out away from the house. There they started beating him up with lathis and fists. They then pushed him on ground and kicked him with heavy police shoes. Imagine the agony Raju has gone through already. Then they dragged him around 20 meters and pushed him inside the police van and continued to beat him up. Then police closed the door and windows of the police vans and we don't know what happened to him after that. We don't know the depth of cruelty inflicted on Raju Tandel.


13. Several more fishers were beaten up like Raju, dragged and pushed inside the police van. Mangunath Pandurang Tandel was dragged from his house toilet while answering nature's call. Ragavendra Prakash Tandel was arrested from the same house as Raju Tandel. Some of these 45 people are very vulnerable financially, medically and are still languishing inside the jail at Dharwad as of on 03.03.2025 almost a week in police lock up without freedom, without bail. None of these fishers have ventured in their cannoes for their daily fishing activities.


14. Police manhandled, beaten up, bruised several women too and were taken in custody. Some of these women includes Roja Ramesh Tandel, Padmavati Hanumant Tandel, Nagamani Deepak Tandel, Parvati Mahadev Tandel, Sunita Satosh Tandel and Roshni Datta Tandel. These women were released on the city road middle of the night at 9.00 pm by police; left to find their way home on their own. Still some more women found themselves abandoned in the city hospital at 2.00 am on 26.02.2025 as police just vanished. 


15. They were taken for medical tests at Honnavar Government Hospital. Medical team at the hospital refused to treat any injuries women received due to police violence. There were bruises on faces and upper portion of women's hands when ther were violently pinched and beaten up. Hospital simply refused to put this on record. Instead hospital staff told women to tell if they got cough and fever which they were really to treat. And none had any of these sicknesses. This is a dangerous case of medical establishment colluding with police to perpetrate injustice and oppresion against fishing communities.


16. When Rekha Rajesh Tandel collapsed during protests on 25.02.2025 police refused nearby government Ambulance to be made available to take her to the hospital. Private Ambulance had to be arranged at the cost of Rs.5000/- to rush her to the hospital. A week later she is still shocked and getting treatment in ICU of the hospital while her husband Rajesh Tandel who champions turtle conservation efforts at Tonka beach is in Darward jail along with his fellow fishermen while their children are sheltered by good Samaritan somewhere at the neighbourhood.


17. While people were being taken taken into police vans to effect arrests police went on chasing people grabbed them and took away several mobile phones. Phone are not returned till date and can be termed as robbery by police personel. They did this so that there will be no video records of the constitutional violations, human rights violations. Some phone were formated immidiately to do away with video that could be used as evidence against this police action.


18. The above details indicates that fishing communities at Tonka, Kasarkod, Honnavar are subject to terrorist actions in police uniforms. There is complete collapse of police department and terrorist mindset has hijacked policing in Uttar Kannada District. Police has attracted notoriety for Karnataka Home Ministry. 


19. Urgent steps are necessary to deal with this situation. This note needs to be shared widely and acted upon. Community resisting predatory attack from Police and Port authorities needs to be supported strongly in all possible ways. Condemnation statements against Atrocities committed and reported in this note needs to be issued widely. This note needs to be studied and acted upon in various study groups across India and beyond and effective strategy chalked out to deal with various aspects and challenges in sensible and sensitive manner.

We are constrained to draw your attention to the following two media reports:

We are shocked to note that your office authorised Police action on small scale fishing communities on the coast of Keni village in Ankola Taluka and in Kasarkod village in Honnavar Taluka back to back on 24 and 25 February 2025.


We have got reports that fishing communities in both the localities are fiercely opposed to the proposed Port projects and your office is providing Police protections to protect Port developers. 


We consider that it is of utmost urgency that coast is defended from such developments as it threatens not only fishing based livelihoods but also community identity as fishers. And we are already aware the irreversible damage faced by fishing communities due to Port installations in Karwar. We got to lessons from this rather than committing more such follies.


We have also received information that 45 fisher people of Kasarkod, Honnavar are criminally chared under as many as thirteen sections of BNS that attracts punishment extending to death sentence and life sentence. This is the reward State administration has bestowed upon these fishers for demonstrating their intention to protect the coast at Tonka, Kasargod that is Turtle Nesting site from permanent damage through Port project. Amongst those criminally charged includes 38 men and 07 women named in FIR registered against them at Honnavara Police station on 25.02.2025 with 0049/2025 as crime number.


What is shocking is that amongst those criminally charged includes also those who were not present to commit the offences they are supposed to have committed. The example of Ganapati Tandel and Renuka Ganapati Tandel is one of the glaring one as they were in transit from Mangalore to Bengaluru on 25.02.2025 evening flight.


The choice of names in FIR indicates malafide intention of mass criminalization of fishing communities to instill fear amongst fearless, courageous and dignified fishers of Kasarkod.


As we came to know through media reports that fishers have been in opposition to Port project for past four years it looks to be desperate attempt of State administration to tag these fishers as criminals once again. We are aware that this was attempted earlier too.


Times of India links we shared on this report has interesting conclusion that we wish to quote for you here "While the government views the port construction as a means to boost trade and commerce, fishermen fear loss of their livelihood." NFSF stands on the side of fishermen and express our total outrage againt all the intimidating tactics adopted against fishing communities both in Ankola and Honnavara coasts.


In Kasarkod 1000 Policemen were brought in to protect surveyors landside of the HTL while people gathered on the beach on inter-tidal space and water. Few Policemen were spotted without their name plates and buckle numbers on their uniforms. Additionally few Policemen covered their faces with black masks which was very suspicious act in itself as we noticed from the photos circulating on social media.


We got reports that police entered people's houses later in the evening and whisked away people to police vans to bebtaken into police custody.


We really want you to take through the labyrinths of criminality attributed to dignified fishermen and fisherwonen of Kasarkod. Here are the 13 sections of The Bharatiya Nyaya Sanhita, 2023:


Section on fisherfolk at Tonka;


109; Attempt to murder. This attracts even life sentence.


115(2); Punishment for voluntarily causing 

hurt. This attracts one year in Prison


121(1);Voluntarily causing hurt or grivious hirt to deter public servant from his duty. This has five year jail term


 126(2); Wrongful restraint. This attracts one month imprisonment.


132; Assault or criminal force to deter public servant from discharge of his duty. This attracts two years imprisonment. 


189(2);Unlawful assembly- Being member of 

unlawful assembly. This attracts six months jail term.


190;Every member of unlawful assembly guilty of offence committed in prosecution of common object.


191(2); Rioting- Punishment for rioting. Two years jail term.


351(3); Criminal intimidation punishment. This attracts jail sentence of seven years.


352; Intentional insult with intent to provoke breach of the peace. This attracts two years imprisonment.


49; Punishment of abetment if act abetted is committed in consequence and where no express provision is made 

for its punishment.


61(2); Criminal conspiracy punishment. This attracts death sentence.


74; Assault or use of criminal force to woman with intent to outrage her modesty. This attracts punishment of five years imprisonment.

The one signed as complainant is Sayinath Narayan Pednekar. And five names that appears in FIR includes Matesh Fernandes, Roshan Gunagi, Vivek Savant, Batte A.Y. and Vinayak Datta Naik. 


Please convey our strongest outrage to the Karnataka administration that has unleashed Police terror though your office against fishing communities defending their lives and fishing based livelihoods. 


We hereby call upon your office: 


1. To stop harrarrasing and criminalizing fishing communities who live dignified life though their fishing based hard labour. Neither State nor Corporate has right to expell them from the coast. 


2. To withdraw all the criminal cases filed against fishers on 25.02.2025 as mentioned above. We call upon your office to get the FIR quashed.


Fishers in Uttara Kannada deserve much better treatment than the way your office is perceiving them as criminals that are to be banished from the coast. This is indeed abuse of your office to launch something heineou against fishing communities who are first defence of our coasts. It is deeply regrettable to note the way your office is treating fishing communities in insulting manner.

Towards ressurecting civil society in Goa in support of Sao Jose de Areal

Forgot by Government and Civil society. This is how Neshwin Almeida dissected  the pollution issues in Sao Jose de Areal village in South Goa.


This is brilliant insight into politics of memory and memory of politics being pointed out as cause of suffering of People of Sao Jose de Areal.


Why did Government ignored protests of the villagers?


Why did Civil Society in Goa ignore protests against phenomenal so incivil and dark?


It's important to reflect here. What constitutes Government? What constitutes Civil society?


If both Government and Civil society has ignored pollution issue of Sao Jose de Areal it mean both want Sao Jose de Areal to continue in black misery.


Why there is no intervention around memory when it was identified as cause of daily death of the living in Sao Jose de Areal?


Lessons we get to learn are truly instructive. 


You are welcome to imagine powerful and vibrant Civil society that will generate sufficient Resilience to tackle and push out black reality of Sao Jose de Areal successfully.


Soa Jose de Areal has talented people and Pollution issue from Dempo owned Goa Carbons limited is daily menacing issue. Why people competent in writing haven't articulated it persistently over the years?


Conclusion is simple: the intelligentsia of the village are not interested in welfare of the village as far as pollution issues are concerned. They are busy in their project of diverting attention away through their writing. Not every one can be fooled every every time. Someday truth will escape through the cracks in the wall.


Its time now to put the issue of Sao Jose de Areal pollution on our minds. We may be affected directly, indirectly, remotely or not at all. This is clear case of social oppression primarily and environmental issue secondarily.


We need to build up Solidarity network with the villagers of Sao Jose de Areal as foundation of redress mechanism. Without strong social relations environmental interventions are not workable.

Springtime of Arrests in Goa

Goa seems to have entered into spring season of arrests of those who express political dissent. Past few days have shown the glimpses of onset of emergency in Goa where Fundamental Rights are placed in suspension if not abrogated outright.


We have witnessed arrests of three lead political dissenters of Goa Adv.Pratima Coutinho, Sanjay Barde and Rama Kankonkar. The tyrannical state though is political, it's motives are econnomic terrorism, intention is psychological warfare.

Goa is headed straight into cesspool of diversity of stinking corruption both moral and economic, executed with brute accuracy by its politicians and their kin and kith.

In the process the stakes are huge. The battle for land is at hand. Battle for language in whatever script can be futile if it's not rooted in battle for land.

Filing of frivolous cases against Rama Kankonkar also attracts provisions section 3 of Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, 1989, one of the least applied laws in Goa.

Long time ago there was regime in India that believed that Sun never sets on its rule. The rulers went on arresting those dissenting. One man that regime arrested multiple times. His name is M.K.Gandhi. Multiple arrests made him even greater than the greats, Mahatma. Goa Government has just embarked on innings to elevate few amongst the Commons to that status step by step. Arrests are magnificent propellers for greatness for the one in whose chest burns flame of freedom and love for Justice.  No Police arrests can doze off kindred spirit. Nelson Mandela spent 27 years in prison for the cause of freedom from apartheid policies in South Africa.

Bharat Mukti Morcha call upon Goa Government to stop police repression on those expressing dissent in the interests of Political sanity if any.

Repression on People can have unpredictable impacts considering the glimpses of evidence of law and order on Goa has gone for a mighty toss with people issuing threats to bury elected representative alive in Sancoale. Implication of such statements are severe with democracy and Constitution of India being the presitine casualties.

For Goa these spring time of arrests is yet another consequence being annexed through conquest in 1961. These cannot be fruits of Liberation. Wither Liberation? Truly, still Lambert Mascarenhas is valid: sorrowing lies my land.
