Call for comprehensive defence of Goa's rivers

Bharat Mukti Morcha (BMM) calls for comprehensive defence of all the Rivers of Goa, including Tributaries and Catchment areas, as their health is well being of fishermen. BMM notes trends threatening Goa’s rivers and fishing. Declaration of Goa’s six rivers as National Inland Waterways and Sagarmala project are the two major dangers confronting Goa. Both have their origin with Indian government’s Ministry of Shipping headed by Nitin Gadkari. BMM notes that what harm Indian government is intending to do to Goa is already been done by European colonisers in New Zealand towards the natives - the Maoris.

BMM calls upon Fisheries Minister Mr. Palyenkar and Ports Minister Jayesh Salgaonkar to get their mind on the March 2017 law in defence of river Whanaganui passed in the Parliament of New Zealand before major catastrophe unleashes on Goa. After battling for 140 years in March 2017 law known as Te Awa Tupua (Whanganui River Claims Settlement) Act 2017 was passed in which acknowledgment of damage to river and people included. Crown apology has been extended to erecting of Jetties, Clearing of River for Navigation purposes, Control and sale of river gravel and shingle, Acquisition of land on river bank and use of river as “highway”. The National Inland waterways status for Goa’s six rivers and Sagarmala project is a death warrant to fishermen and ecology of Goa through dredging and new Jetty constructions.

Further Goa Government and Central Government with Corporate nexus have colluded to shift Goa’s jurisdiction at National Green Tribunal (NGT) bench from Pune to Delhi. All these three combined coupled with State’s attempts to acquire land for Corporate benefits makes Goa a colony marked for massive intolerable abuse of people and ecology.


Nearly 200 years ago on 01st January 1818 five hundred Indian Mahars soldiers in British Army pulled down rule of Peshwayee in Pune. BMM infers that this memory is the reason India and Goa Government has shifted NGT jurisdiction to Delhi lest it becomes inspiration for Goans to revolt. All this because anti-environment projects are getting stalled? This is cheating. This action will be continuously opposed by fishermen and others like Maoris did in New Zealand.

In defense of Fr.Pratap Naik, Romi Konkni and Marathi: Goa alliance towards mulnivasi liberation


Raju Nayak, the editor of Lokmat - Goa Edition, Goa edition wrote long and highly controversial article involving Fr.Pratap Naik s.j, Romi Konkni protagonist labeling him as ‘terrorist’ in an attempt to tarnish his contribution to the movement of mulnivasi people of Goa and to trigger off regionalism and casteism. The article was published in Marathi in Lokmat on 27th October 2013 with title “Adharmakaran”. The article is fine blend of truth, lies and prejudices that seeks to absolve Bamons of Goa from their nefarious acts. Here are some selected extracts from the article accompanied with critical comments from Sebastian Rodrigues. Comments are indicated in colored text.

The above picture shows Fr.Pratap Naik s.j addressing 5th BAMCEF Goa State Convention in Panjim held on 27th October 2013. Also seen on the dais is Hon.D.R.Ohol, National Campaigner of BAMCEF, Janardhan Tamakar, Ramnath Naik, Milan Nare and Mohammad Salim all of whom also spoke on the day. Several others also spoke exposing the bamani system operating in Goa and in India.

1.       Because of religion country is partitioned. This is false. Country was split so that Bamons can have control. Gandhi functioned as stooge of Brahmins even though he was baniya (Vyashya). He was shot dead by Brahmin so that Banias (Vyashyas) will not pose competition for power.

2.       In Goa’s cultural field church has caused havoc provoking split in society. The Church is attacked here because Fr.Pratap Naik spoke the truth and exposed the Bamani conspiracy behind suppressing Romi Konkani. This is an attempt to divert attention and cover up Bamons’ disgraceful role. In any case in this very article Raju Nayak, a bamon himself, has admitted that Church in Goa is controlled by Bamons.

3.       Church does not want to transform Goa into modern, progressive society. It wants to build society on sole self interest, and self-minded ideals. Ideals of modernity does not come from one true living God and prayer to which church is dedicated to. The word ‘progressive’ is widely used to camouflage assaults from evil and persecute the Church as it was the case in various part of the world – French Revolution, Mexican Revolution, Russian Revolution. 

4.       This policy is followed in order to keep itself away from Hindus. The word ‘Hindu’ is from Persian dictionary that has three meanings – black, thief and slave. It was used by mughals who ruled India for 700 years with arrangement of power sharing with Brahmins who are also Euressian invaders in India as per Tilak and Nehru. Church has a message of freedom and it will not admit slavery until the enslavement is ended.

5.       This same policy is embarked from Portuguese colonial days when Christianity was State religion. There is no guilt in following this policy.

6.       After messing up with medium of instruction now they want to mess up language issue in Goa. Medium of instruction is a conspiracy created by Bamons so that the intellectual progress of our students in schools remains in the state of contended ignorance for the bamons to prolong their illegitimate rule little longer. The cracks are visible and it is only a matter of time that its edifice collapses. No Bamon would like to admit that they are manipulating language issue on non-stop basis. This is their conspiracy as a part of package of conspiracies in education like doing away with exams till std VIII. The conspiracy is national in nature. Bamons cause these problems from behind the curtain. Fr.Pratap Naik has uncovered the curtain.

7.       The real object is not language but to split society. This is desperate attempt to cover up Bamon raj that Fr.Pratap boldy exposed. No society is getting split, only Bamons and their nefarious role are getting exposed in the process and it is inevitable.

8.       Fr.Pratap Naik has become icon of Konkani. So let him. All power and strength to him!

9.       From the stage he delivers extremely casteist speeches triggering mind boggling conspiracies. His speeches are directed only to unravel the truth that Bamons have conspired to suppress mulnivasi people by concocting devnagri Konkani and imposing it by means of deceit.

10.   Chief aim of Fr.Pratap Naik is to create split in society. Whenever Bamon raj is in danger bamons shout from the roof top that society is in danger or nation is in danger or religion is danger. Raju Nayak provides excellent evidence of this in this article.

11.   In the language issue he is poisoning society. He is not poisoning society he is creating awareness about the oppression of Bamon Raj and exercising his call to do away with it. He needs to be supported by one and all. Bharat Mukti Morcha congratulates him for this.

12.   They before yesterday while speaking against devnagri Konkani he spoke against Saraswat samaj. This is very good. Hats off to Fr.Pratap Naik!

13.   He knows that Saraswats will not retaliate against him. Saraswats retaliated against him through Sunaprat articles where Raju Nayak himself was an editor. This article itself is retaliation from Saraswat.

14.   Instead of Hindu Saraswat he wants to dominate Christian bamons. There is no difference between the two, besides as per directions of Shenoy Goembab allias Valalkar Varde Hindu bamons and Christian bamons has to merge together and rule Goa. His book ‘Kahi Marathi Lekh’ written and and published in Bombai in 1945 is even dedicated to the younger generations of Bamons. He is completely casteist and his birth centrunary was sought to be celebrated by Manohar Parrikar in his earlier stint as Chief Minister.

15.   This is because bamons dominate church in Goa. This honest admission from Raju Nayak. Goa’s Archbishop Felipe Neri Ferrao is a Bamon and he sold Vanxim to another Bamon Mahendra Gaunkar without taking people Vanxim into confidence. He also seeking to evict mulnviasi Priest Fr.Saluzinho Vaz from Infant Jesus Chapel, Murida, Cuncolim by police force under the control of another Bamon Manohar Parrikar, the home minister of Goa. So here we go: Bamon dominate Church as well as State in Goa. This is so disgusting.

16.   This domination of bamons is crystal clear and visible in the process of appointment of Bishop. No dispute on this either. The current Archbishop Ferrao is a live example.

17.   It is the Bamon policies that are implemented through Church objectives/policies. This is so true too!

18.   During past few years there is an attempt to break this Bamon hegemony over church in Goa. It would be nice if Raju Nayak was more explicit on this. But surely there are signs of revolt against bamon Raj inside the Church and increasing awareness.

19.   This casteism has become intensive during the past 20 years and some firebrand priests using their talents and organizing capability are trying to defeat the Church objectives. The word ‘casteism’ is not correct to use here. It is the freedom movement from Bamany tyranny that worships satan in subtle forms. The priests who involved in this battle deserves to be supported although they are no named in this article.

20.   These priests then get involved in politics. Contesting elections is banned for priests by Cannon Law that governs the church. True, some priests do get involved in open campaigning during elections. This is to be discouraged.

21.   There is debate now that Bishop has no control over Priests in Goa. Let the debate go on.

22.   These days it has become common phenomena for parishioners to accuse priests of financial irregularities, lobbying to keep control of important churches, direst participation of in elections, unnecessary interference in village unwanted matters, and allegations of sexual harassment. This is indeed true. In some cases there is basis for protests of the parishioners like in Sanvordem case where lottery scam of Rs.30 lakh is committed and Archbishop is involved in covering up the truth. Satan has cords of control over Goa Archbishop and it is evident from the way things unfolded in Sanvordem.

23.   Priests have to take the vows of obedience but they live in luxury. Lifestyles of some priests will leave even Jesus Christ sucking his figures. There is truth in luxurious lifestyle of the priests but why Raju Nayak excludes Archbishop and his lifestyle? Is it because he is also Bamon like Raju Nayak? Diocesan priests does not have vow of obedience and they are free to chart out their initiatives even against will of the Archbishop. Jesus Christ is all forgiving God and never sucks his figures instead he suffers on Calvary and willingly got crucified on Cross. 

24.   Fr.Naik has become desperate and hopeless and playing around his own life. This is a character assassination of Fr. Naik who is a mulnivasi priest from a Bamon writer Raju Nayak. Rightly the effigy of Raju nayak was burned in protests in Valpoi and police cases registered in Ponda and Verem police stations.

25.   He is not Goan. True. Dr.Ambedkar, Jyotibha Phule, Shahu Maharaj also were not Goan.
26.   He is not even from Mangalore. May be. Dr.Ambedkar, Jyotibha Phule, Shahu Maharaj also were not from Mangalore.

27.   Pundalik Naik even said that Fr.Pratap Naik’s mother tongue is not konkni. Pundalik Naik’s morality is reflected from the dedication of his novel ‘Bamber’. It is not surprising that Pundlik Naik has been brought into the discussion about Fr.Pratap Naik. The two are poles apart. Fr.Pratap Naik is exposing Bamon Raj while Pundalik Naik is inside the camp of Bamons. He will obviously cast stones at Fr.Pratap Naik as this priest has refused to admit tentacles of bamani slavery dished out through devnagri Konkni.

28.   Fr.Pratap Naik has doctorate in Linguistic. That’s very nice.

29.   He was given charge of St. Stephen Kendra. That time he accepted Devnagri Konkani. This is true.

30.   Then he changed to such an extend as to call devnagri Konkni  a dialect and not language. This is also true.

31.   When he is calling himself linguist how can he change? The linguists who are honest to themselves change when they see new light on the surface. And there is plenty of light surrounding Fr.Pratap Naik and it is reflected around him even in the cartoon intended to demonize him with thorns and tail and with Trishul in his hand. Light cannot be hidden. It shines even in the all pervasive darkness of bamon raj.

32.   After finishing his doctorate he expected to be facilitated widely in Konkani world. This did not happen. That’s why his ego is hurt. Political phenomena of Bamani oppression is sought to be reduced to personal petty issue. This is typical way of slandering that Raju Nayak and his saraswat colleagues are so good at them. Full marks here!

33.   That’s why he turned venomous. It is duty of every human being to revolt against oppressive situation and Fr.Pratap is doing exactly this. What is venom for Bamons in Goa is honey for mulnivasis in Goa.

34.   In 2005 he resigned from membership of Konkani Academy citing that Academy is causing injustice to Romi Konkani. That’s very good. Congratulations to Fr.Pratap!

35.   Once he accused Archbishop on his face at public function that he has done nothing for Romi Konkani. Bishop was shocked. Archbishop called him and fired him well. If this is indeed true then Fr.Pratp deserves all the praises. Archbishop is doing too many wrong things and very few priests can stand up and tell him that on his face. This proves that Fr.Pratap Naik is brave and upright priest of God.

36.   He fell from the eyes of the Church and then went aside and took side of Romi Konkani. This is not true. He might have fallen from the eyes of the Archbishop because of his forthright attitude. Goa Archbishop does not like such people and nor does Raju Nayk loves them! The Archbishop’s house itself is in the control of the fallen angel – the Lucifer and the fruits of the work of the Archbishop are self evident – sale of Vanxim, Repression of Fr.Saluzinho Vaz, cover up in Sanvordem lottery scam, etc. The light around him led Fr.Pratap to side of Romi Konkani and not any other reason.

37.   He thought that his self-intent will be fulfilled through this switching of sides. Which self-intent? Is it to expose bamon Raj? If yes, then it is very good.

38.   He incited Christian brethren and changed their minds. This is so pleasing. But the is a man who changed Fr.Pratap Naik’s view and that man is Ramnath Naik who is an encyclopedia of bamani conspiracy behind language controversy in Goa. Ramnath delivered lecture on this at Xaviers Centre for Historical Research, Porvorim half a decade ago.

39.   In political arena he wants to generate agitations that will surpass Konkani agitation with regard to unleashing of violence. This is how bamons react, creating fear of violence amongst public. Yet they will never criticize Gandhi for creating largest scale violence with a one call of ‘do or die’ on 9th August 1942. They never admit that independence is won on the violence unleashed by Gandhi and to cover up they go on propagating Gandhi was non-violent. Now they are forecasting that Fr.Pratap will generate violent waves of protests (against Bamons?).

40.   In 1987 Konkani agitation went away from the hands of devnagri leaders into the hands of religious tensions. No one can deny this. Violence was deliberately resorted to so that bamons and their leader Uday Bhembre can cunningly impose devnagri Konkni as official language of Goa.

41.   Fr.Pratap has erected pillar of venom when large number of Christian students studying devnagri kaonkani. No. Fr.Pratap has not spilled venom. He has spoken the truth. The truth hurts and Bamons perceive it as venom!

42.   In 2008 Fr.Naik made explosive speech for cultural conference and after that Tiatr Academy got set up and Dalgado academy was poured with funds but Fr.Pratap was not satisfied. Very good! Fr.Pratap has been credit with setting up of Tiatr Academy and pouring funds to Delgado Academy! Well done Fr.Pratap! this speech is labeled as explosive by Raju Nayak as bamons approach towards bulldozing devnagri konkni over State of Goa is that of terrorist (Akondvadi). The tag of ‘terrorist’ that Fr.Pratap Naik gave to Bamons is sought to be returned back to Fr.Pratap through this article of Raju Nayak.

43.   Fr.Pratap went on making explosive speeches and that’s why Catholics went way from him. That’s very good. Even Jesus whom Fr.Pratap serves was also deserted by every one of his follower and was left to be crucified and die alone. Even heavenly Father abandoned him to die. And yet through his death he scored a stunning victory over the army of the forces of darkness with sensational resurrection. It is therefore no big deal if Fr.Pratap are left with no Catholics around him. They will come when time is ripe. That should not be worry to Bamons of Goa.

44.   Amongst Roman Catholics now there is difference (bhed) with Fr.Pratap. It is not a big deal to have differences. Jesus himself came to set the earth on fire. He came to set one against another. Truth will always go against falsities. The two will not reconcile. The differences are inevitable. The existence of differences does not necessarily thwart the onward march of the movement of Romi Konkani-Marathi together.

45.   When he realized that he cannot work with Roman Konkni protagonists he collaborated with Marathi protagonists! This is not the realization. The true realization is that when it dawned to Ramnath Naik that Marathi and Romi Konkani has common enemies and they are Bomons of Goa. Ramnath Naik is the one who brought about awareness to Catholics in Goa as to how bamons have conspired to suppress Romi Konkani as well as Marathi. Raju Nayak has no courage to write against Ramnath Naik. Instead in order to end this collaboration Raju Naik has published this type of nasty breakfast.

46.   Last week on stage for press conference there was not a single Roman Konkani protagonist with him because they are not terrorists to the degree of Fr.Pratap. Calling Raman Konkani protagonists terrorist and Fr.Pratap a terrorist of higher degree only reflects the frustration and desperation of bamons in Goa. Bharat Mukti Morcha condemns Raju Nayak for tagging Roman Konkani Protogonists as ‘terrorists’.

47.   Tomazinho cannot say that devnagri is conspiracy created by Saraswats. He cannot even take stand that along with Roman Konkani Marathi also must be made Goa’s State language. True for now. But ones he sees the light of truth and gathers courage to stand up for it Tomazinho will say that devangri is a conspiracy created by Saraswats and will also stand to make Raman Konkani along with Marathi state languages of Goa and repeal devangri. And even if Tomazinho Cardozo does not realize his folly of remaining attached to bamon raj as their lackey the objective truth will continue to surface irrespective of some getting bitter about it. Act of omissions of Tomazinho Cardozo will not prevent the march of Romi konkni and Marathi towards intellectual vibrancy and mulnivasi freedom.

48.   Roman Konkani protagonists know that even as hypothesis if they take stand to side Marathi then Christian society will not forgive them. Bamons are so confident that the division that that they created during opinion poll will last forever.

49.   Fr.Pratap can speak alone in press conference but if he goes ahead and calls joint meeting of supporters of Romi Konkani and Marathi no none will come. Time will prove. No reason for bamons to worry.

50.   According to an intellectual it is common understanding now that devnagri konkni has done injustice to Roman Konkani. Roman Konkani protagonists has lost the war long time ago; they should chart out their way independently not by going along with Marathi. Opinion of an unnamed intellectual need not be the imposed on readers. This intellectual has no courage to come out openly with his name. Most probably there is no such intellectual anywhere other than in the figment of imagination of Raju Nayak.

51.   Christian intellectual admit that the reason for failure of Romi Konkni movement is absence of intellectual leadership. But Fr.Pratap cannot lead as he is not Goan and he does not even have reputation that he is a leader of great capability. In addition he has not even sweated out in konkni agitation. After Konkani was declared State language he came to Goa. The Christian intellectual who cannot even disclose his name cannot be taken seriously. Raju Nayak is indulging in cock and bull stories for the reasons best known to him. When bamon writes and speaks  he has only one intention supremacy of Brahmanism and Raju Nayak is no different.

52.   That’s why he cannot claim that “I represent Christian People”. His claims are laughable. Not sure is who is to be laughed at whether Fr.Pratap to be laughed at or Raju Nayak for basing his case on anonymous intellectuals. Not even sure as to what is the color of his journalism, yellow or some other colour.

53.   While speaking about Konkani and its rights he speaks in English. True. What’s wrong? In which language struggle for devnagri was fought? Marathi!

54.   Did Catholics in Goa ever learn Konkani? After victory of Konkani, Chiristian intellectuals and litterateurs neglected Romi Konkani. This is the truth. Manusmriti permits Bamons to present falsity as truth. We got to take Raju Nayak’s writing with a pinch of salt.

55.   These upper caste Brahmins even ignored Tiatrs as of low status. This is true.

56.   People going for Tiatr are dwindling today. Today’s generation is strength as well as weakness of Tiatrs. Perhaps Raju Nayak has statistics on this. Raju Nayak is worried about strengths or weaknesses?

57.   Even in devnagri Proffesional journalists, Publishers, Dramatists and Litterateurs are not getting formed, and this is regrettable. If this is the case then it should revoked as official language immediately.

58.   Marathi literature world is in despair today. Oh really?

59.   Marathi newspapers are sold in Goa today but where is market for books? Drama ‘nataks’ are stopped! Who mastered launched vicious campaigns against nataks in 1970s? The role of Bamons in stopping Marathi nataks in Goa is well documented in books of Ramnath Naik.

60.   Unfortunately Devnagri, Roman and Marathi’s progress is throttled by historic differences and hatred. No. It is through suppression of Raman Konkani and Marathi, and imposition of devangri with deceit the progress of mulnivasis in Goa is throttled.

61.   And to increase this differences and hatred non-goans like Fr.Pratap Naik dedicated. They came as priests and undertake irreligious conspiracies. They are not bothered at all about Goa. Tomorrow they will leave Goa but leave their venom of irreligion. This clear bamani conspiracy to promote regionalism – a fight between Goans and non-Goans- so that Fr.Pratap Naik will get isolated from movement in Goa. But Bamons are not the alfa and omega of Goa. Their conspiracies are so visible now. Fr.Pratap Naik in collaboration with another mulnivasi Ramnath Naik has collaborated to bring about tremendous awareness amongst people of Goa. We are no bothered whether you are from Goa or Mangalore or from Kashmir. The light that you have focused on Goa will serve as a beacon for a discerning mind. Let the Bamons keep their malice and hatred to themselves and not mess around with affairs of mulnivasis any longer. Its time to say enough is enough. The all round loot and plunder deceit and cheating which leveled mulnivasis for many generations are legendary. All this Bamons did only because they are Eurasian invaders and they wanted to rule over mulnivasis in india. Language is one area in which they carried on their devilish policy and propaganda. Bamon Raj stops now.  Jai Mulnivasi!

Extracts of Ramnath G. Naik's legal notice served on The Goa, Daman and Diu Official Language Act 1987



On 24th June 2013 Goa’s renowned Marathi writer Ramnath G. Naik served legal notice to the Chief Secretary, Government of Goa on the fraud of Devanagari Konkani imposed by Bamons on Goa in 1987. The notice is lengthy with 184 points spread out in 40 pages and seeks to declare Official Language Act 1987 as null and void ab-initio and declare Shenai Goembab as Traitor/ Anti-national. Last three pages containing points 183 and 184 are produced here.



183) In view of whatever has been elaborated by me herein above, I am to summarize my grievances hereto as follows:



a)      The followers of Vaman Ragunath Varde (Shenai Goembab) namely, late Purushottam Kakodkar, late Ravindra Kelekar, late Chandrakant Keni, Shri Uday Bhembro, later Dr.Nandakumar Kamat and the present Chief Minister have all acted in furtherance of a sinister design to establish a “Baman Desh” which delayed the liberation by 14 years and also obstructed the socio-political, educational, linguistic and economic progress of Goans by fraudelant means.

b)      The same leaders misled the entire population of Goans as regards the official language. When “Konkani” was incorporated in the “Official Language Act in 1987, it was defined as “Konkani” written in Devanagari script” when all along “Konkani language” meant “Konkani written in Roman Script”.

c)       The successive Governments in Goa were made to believe that Devanagari Konkani was the future of Goa in distinction to Marathi whereby huge funds were pumped in for creation of literature in Devanagari Konkani. As there was hardly any literature and the scholars appreciating the existing literature are same with vested interests, Sahitya Academy Awards writers in Devanagari Konkani literature irrespective of quality and based on volumes of such meaningless literature.

d)      With a view to promote the idea of “Baman Desh”, the said Devnagari Konkani scholars further encouraged other people like N.Shivdas, Pundalik Nayak, Dilip Borkar, Ramesh Veluskar, Tanaji Halarnkar, Prakash Vazrikar etc and encouraged all of them to generate Devanagari Konkani Literature in large numbers, irrespective of quality so as to give an impression that there is sufficient literature in Devanagari Konkani.

e)      The same people, irrespective of whichever Government is in power ensured huge flow of funds for the development of literature in Devanagari Konkani. While promoting the language of their choice, the same vested interests ensured that Marathi and Roman Konkani were deprived of funds as well as opportunities for growth thereby creating artificial hinderances.

f)       The Law “Goa, Daman and Diu Official Language Act, 1987” passed by Goa, Daman and Diu Legislative Assembly on 04/02/1987 is fraud on entire population of Goa. The Law was passed in a charged atmosphere without application of mind. It was passed within minutes of its introduction and without any discussion in the Assembly.

g)      In language agitation preceding the Law, there was demand for Konkani and Marathi, both being declared as Official languages. The supporters of Konkani presumed that the official language would be Konkani in Roman script. However, mischief was played by vested interests namely, the followers of Vaman Ragunath Varde alias Shenai Goembab wherein they mischievously qualified Konkani “in Devanagari script” as the Official language in the draft submitted to the Legislative Assembly. Marathi was also deprived of official language status. Thus a fraud has been played on entire population of Goa in passing of the said act whereby the supporters of Marathi and Roman Konkani were robbed of their Constitutional and Democratic rights.

h)      The fraud was discovered only on the next day after the act was passed. Agitations were over. Seven Christian Youth had lost their lives. Though otherwise peaceful, entire population of Goa was divided on Communal and Linguistic lines. People had lost their sleep not on account of language issue but on account of feeling unsafe in their own land. They were disturbed and nervous. The citizens were not in a position to decide future course of action. By the time the entire population discovered the fraud played on them by a particular community namely, “Bamans”, the bill had already received the assent of the President of India on 14/04/1987 at a lightening speed and had become an Act.

i)        When the Goa, Daman and Diu Official Language Act 1987 was passed, Goa was still a Union Territory. Under Article 246 of the Constitution, there is distribution of Legislative Power between Parliament and Legislatures of the States. The expression “States” means “States specified in the First Schedule.” Exclusive power to legislate with respect to matters enumerated in the State List is assigned to the Legislatures of the States established by Part VI of the Constitution. It is only under Article 246 (4), that the Parliament can legislate on any matter for the Union Territories even in respect of matters enumerated in State List. Thus, it was only the Parliament which had legislative competence to pass the said Act. Hence, same is liable to be declared as “ultra-virus” of the Constitution of India.

j)        Presuming that the Legislative Assembly of Goa, Daman and Diu has passed the said enactment in exercise of the powers under Section 34 of the Union Territory Act 1963, such interpretation to section 34 is also in contravention of Article 246 (4) of the Constitution of India. When the powers to pass a Legislation as regards the Official language is vested in a “State”, the State referred to therein would be a State as referred to therein would be a State as referred to in Schedule I of the Constitution of India.

k)      The Goa, Daman and Diu Official Language Act 1987 declared Konkani in Devanagari Script as the Official language of the Citizens of Daman and Diu, for whom the said language would be as good as a foreign language. Thus, passing of the said enactment is also a fraud on entire population of Daman and Diu. This fraud also contributed in souring of relations between citizens of Goa with that of the citizens of Daman and Diu.

l)        When the Parliament passed the Goa, Daman and Diu Re-organization Act in 1987, the Members of Parliament appear to be conscious of the fact that Goa, Daman and Diu Offcial Language Act 1987 was not a competent legislation. It did not take cognizance of Official language Act passed by Legislative assembly of Goa, Daman and Diu in 1987. That is how the Reorganization Act is silent on Official Language of either of State of Goa or that of Daman and Diu.

m)    The aforesaid facts make it clear that the State of Goa does not have any Official language at all. The Offices and Posts created by the government like that of the Directorate of Official Language is also a fraud being played on the citizens of Goa. The funds allotted and spent by the Government for development for Konkani in Devanagari script is daylight robbery of Public Exchequer.

n)      Being a well-informed citizen, it is my duty to bring the aforesaid facts to the notice of the all concerned including Union Home Minister, Chief Minister of Goa as well as the Chief Secretary of Goa and various other functionaries. It is my right as a citizen to demand an inquiry by constitution of a House Committee into the fraudulent acts referred by me herein above. All the Constitutional Functionaries and the executive Brass of the Government is liable to explain their acts of commission and omission right from the passing of the Official Language Act, disturbance of communal harmony and peace in the entire state in the name of the Official language agitation as well as huge funds spent by the Government by fraudulent means under garb of promotion of so called official Language.

184) In view of the above, I therefore request that:

I) Present Notice be placed before the Members of the Legislative Assembly in ensuing session thereof with an appropriate Cabinet Note and with a suggestion to constitute a House Committee as also to take appropriate decision as regards filing of appropriate proceedings.

II) F.I.R be registered against concerned Political Masters as well as Top Government Brass under appropriate provisions of Law including Provisions of Corruption Act 1988 or any other competent Enactment/Law.

III) Make an Official Declaration as regards Goa, Daman and Diu Official Language Act 1987 and declare the same as null and void ab-initio and take appropriate corrective steps reversing all the Government decisions based on the said Enactment.

IV) Order withdrawal of all relevant circulars/ notices/ orders as regards Official language Act including latest circular issued by the Principle Secretary to the Government claiming to be the Chief Secretary for imposition of the illegal Official Language Act.

V) Declare Vaman Raghunath Varde Valaulikar (Shenai Goembab) a traitor and/ or Anti-National and stop as well as recover all the Aid given by State Government for promotion of his Philosophy as well as impose ban on his literature in the entire State of Goa.

Please note that in case of failure on your part, in compliance of aforesaid requests or initiating appropriate action thereof within 60 days of the receipt of present Notice, I may be constrained to file a Writ Petition before Hon’ble High Court or the Hon’ble Supreme Court of India for seeking the relief in all respects as referred by me herein above.

The games that Romila Thapar plays with History and Politics

I had a privilege of attending lecture by Romila Thapar at Goa University yesterday 5th July 2013. Her lecture was titled “Contours in reading early Indian History”. At the end of the lecture more confusion was proliferating all over Goa rather than clarity. I think it is my duty to arrest these intellectual confusions at this stage.

Romila Thapar has certain erroneous assumptions which are integrated into her presentation. Here I list them out.

1.       Romila Thapar remarked “at the time of Indian Independence 60 years ago….” She assumes Indian independence took place in 1947 while in reality it was just a transfer of power from British to Brahmins. Gandhi and Nehru just used India’s mulnivasi people for the sake of freedom of Brahmins who are Eurasian Invaders. It cannot be expected that Romila Thapar to be naïve to this reality, yet she played along. Why?

2.       Romila Thapar further remarked that she is not able to grasp as to why there is obsession to prove Aryan foundation of Indian civilization even though there is no evidence suggesting this in both the cases of Harrappa and Mohen-jo-daro. If Aryans - who are also known as Brahmins and of late discovered their Eurasian Origin since DNA testings by Michael Bamshad of Utah University – want to dominate contemporary politics then it is important to have control over history.  Control over past is important in order to establish control over present and control over future. Romila Thapar left this aspect without a closure and played along the gallery.  Why?

3.       Romila Thapar remarked that in nineteenth century there were no Buddhists. And that’s the reason the polarization of Indian history has been between Hindus and Muslims. Where did Buddhists go? Who massacred them? Did they change their religion? Why there is an antagonistic polarization between Hindus and Muslims as a project of history?  Romila Thapar left grounds uncovered and considering her scholarship it could not have skipped her attention that the word ‘Hindu’ means ‘Black, Thief, and Slave’ and Brahmins objected to the use of this terms ‘Hindu’ during Mughal rule and Brahmins themselves collaborated with Mughals who were Muslims in order to rule India for nearly 750 years. Under this rule lots of mulnivasi people whose ancestors had revolted against Brahmanism through intellectual amour of Buddhism converted to Islam. Mughals were foreigners by race and were Muslims by religion.  They are acceptable to Brahmins while India’s mulnivasis who converted to Islam are not. The reason? Buddhism destroyed the backbone of Brahminism in India and sent it into coma. It then changed its name into Hinduism. It is a mask to cover up Brahmanism. Obsession of historians with Hindu-Muslim clash is essentially to cover up Brahmin-Buddhists clash through out India for the past 2500 years. Romila Thapar, the towering intellectual could not be unaware of these facts, yet she chose to play around.

4.       Anther assumption she skillfully inserted in her lecture was that the tribal chiefs in order to assimilate into Hinduism converted to become Kshatriyas and the members of the tribes became slaves and even untouchables. There is a skilful attempt at distortion here. First of all assimilation was not into Hindusim. Assimilation was into Brahmanism. Scholars with their vested interests avoid using this word of Brahmanism in order to mask the truth instead of revealing it. They instead use the words ‘Hinduism’ and ‘Sanskritization’. Secondly will tribes that were free would be willing to be assimilated into brahminism and convert themselves into slaves and untouchables without co-ersion? Romila Thapar makes us believe so. To suit what purpose? History is never neutral. It is always a weapon to assault and to defend. Whom does Romila Thapar attacks and whom does she defends?

5.       Romila Thapar points that there were disputes over land allocation in ancient India as the land was allocated by the State to brahmins and their temples. How can State allocate lands to Brahmins and their temples unless brahmins have control over State by some legitimate or illegitimate means?

6.       Romila Thapar also remarked that Ambekar projected the history from dalits in his book on Shudras. The reality is that Dr. Ambedkar never used the word ‘dalit’ any where in his book on shudras or any other book. This word was used first by Babu Jagjivan Ram who was a stooge of Brahmins and used as a tool against Dr.Ambedkar. Dr.Ambedkar used the word Schuduled Caste, Scheduled Tribes and Other backward classes. Could not understand the insensitivity of Romila Thapar on this aspect.

7.       Romila Thapar also remarked that Aryan is language and not race identity. If this was true then why Dayanand Saraswati founded Arya Samaj to counter Satyashodak Samaj of Jyotibha Phule in 1870s? If Aryan is a language then where is the dictionary of that language? What is the script of that language? Romila Thapar again plays some games here.

8.       Romila Thapar focused on administration of Ashoka and Maurya rulers but skipped treacherous origin of rule of Pushamitra Sungh. Why there is so much less focus on his rule? Is it because it marks counter revolution of the Brahmins against the rule of Bhahujans established though Buddha’s revolution? Romila Thapar skillfully plays with history.

9.       Romila Thapar also pointed that there were fierce debates outside the village boundary between the Brahmins and non-brahmins. Why should intensity pick up in these debates if they were not serious?  Romila herself points to the categories of the debaters  as clearly Brahmins. What is the origin of Brahmins? It is manusmriti. Brahmins enjoy all previlleges and Shudras are their slaves. And big game Romila Thapar played is that she did not even mention that Manusmriti exists and that is the doctrine of power and awe of Brahmins. Romila Thapar pointed out that Rigveda and Mahabharata considers women as Chandals and Slaves. How come then she skipped to also point out that Manusmriti also declares all the women, including women from Brahmin homes – wives, mothers, daughters – as slaves (Shudra) ? Why Romila Thapar avoided criticizing Manusmriti ?

10.   Romila Thapar sent out clear pointer that as per Mahabharata women are commodity that is either to be donated in Kanyadan or she is to be abducted. Kanyadan is a state policy of Goa government and there are budgetary allocation for this purpose, hence Goa government is as brahmanical as Mahabharata.

11.   Romila Thapar spoke about cultural assimilation. However she did not explain as to why only Brahmanical extension of control over other is camouflaged as cultural assimilation. Whose culture assimilates whom? What is the political project involved here?

12.   Romila Thapar referred to text of Harshcharika that provides explanation that in order to clear forest into fields untouchability was instituted there by ensuring permanent labor supply. Romila however did not explain as to why brahmins always remained touchable and mulnivasis remained untouchables.  Who was deciding as to who should be touchable and who should be untouchable? This insertion is mischievous in order to hide the glorious resistance of Mahars and other groups against Brahmins and due to the resistance Brahmins created the system of untouchability.

13.   Romila Thapar also suggested that environmental factors are responsible for the decline of the Harrappan civilization and not the Aryan invasion. Romila disputed the theory of Aryan invasion. Her disputations and assertions are loaded with politics as the case with any historian. Can destruction of Goa’s mountains and rivers through iron ore, manganese, bauxite mining not be the cause of decline of Goa and its people? Can not the uncontrolled tourism that is galloping huge tracks of lands by force and by lure of cash not be down fall of Goa and its people? Can’t it be that open discharge of sewage waters into the Mandovi river by hotels and casinos not be down fall of Goa and its people? Did Harrappan environment changed without human intervention?

14.   Romila Thapar also noted that model of Four Varna was not a reality. She however did not labout to explain as to why it was not a reality. Was it not reality after construction of model through Manusmriti or after that? Was it not a reality before Buddha’s and Mahavira’s revolt or after that. Was not jati system a reality? Did not Brahmin deliberate attempt to fragment mulnivasi people from single identity of Shudra which they themselves had created after the colossal collapse of Brahminism via Bhuddha’s revolt? Romila Thapar certainly played around with interpretations here. Her interpretations are meant to buttress the brahminism in India.

15.   Romila Thapar made her audience wonder as to how Khatris dominated north India and Brahmins in Tamilnadu? Does it really matter to mulnivasi people as both these are Eurasians and proved by Michael Bamshad’s study in 2001. Romila Thapar will continue to play around till other voices with whom she is playing around do not speak their history and allows brahminical historians to manipulate and control their history, politics and destiny.

16.   Odd comment came from Goa Governor Wanchu who said that lectures like these must help to solve the problems of poverty and illiteracy. Governor perhaps is unaware that illiteracy and poverty are by-products of Brahmanism and they are destined to proliferate till the demise of Brahmanism and rise of mulnivasi rule in India. For no brahmins are illiterate and poor. Why should ruling brahminical powers do away with illiteracy and poverty? They have carefully nurtured it since they captured power 65 years ago. Centrist Congress, Leftist Communists and Rightists BJP represent brahminism in its varied avatars with common agendas that are against mulnivasi people of India.
