Objection to Tourism master plan and tourism policy - 2018


With reference to Goa Tourism Master Pan and policy posted at the Goa Tourism Department website at the links below is at attempt by industry to take control of Goa's Politics and 
Economy through the cunning manner.


Goa Tourism Master plan provides the framework for implementation of the master plan that has a vision to make Goa the most preferred destination around the year for the high spending tourists in India by 2023 and World Class, international tourism destination by 2030.

Reading of the document reveals that the entire exercise is orchestrated by two organisations that seeks to take control of the State of Goa's tourism decision making by forming "Goa Tourism Board" as a statutory autonomous body that will make promote privatisation of Goa Tourism Development Corporation Assets and will have sort of supra status like that of Investment Promotion and Facilitation Board formed with Chief Minister as its Chairman.

It is proposed that Tourism Minister will be the Chairman of the Goa Tourism Board and industry has its trickster in place in post of Vice Chairman who will be nominated by the five industry representatives alone in the board. Out of these five members two are named 1. President/managing Committee member of Travel and Tourism Association of Goa 2. Goa Chamber of Commerce and Industry. Trick that is hoped will get Goa's total tourism under Industry control as the provisions are well laid out to enact a conspiracy. In the absence of Minister of Tourism to chair the meeting, Vice-Chairman will do so. Where the Tourism Minister will be sent on the day of the meeting is best left for guessing. The point however is clear that Industry the the two named organisations is desperate to stage coup in Goa Tourism affairs.

And all this is done for what purpose? To satisfy the masters. And who are the masters? The rich of the world. And who are to be enslaved? People and Land, Rivers and Ethics. And projects these guys want to promote by centralising Goa tourism? Golf Courses, Casinos, Gaming and Marinas. Golf Courses were opposed in Goa from 1997 onward from Canaguinim-Betul, Amthane, Bambolim, Asvem, Morjim, Harmal, Tiracol and Vanxim. Industry Captains through Goa Tourism Board will get Department of Tourism to go for  Land Acquisition for these projects. Casinos and Gaming will be relocated to more suitable undisclosed location. It does not mention Zuari river for obvious reasons and will be upgraded. Gambling and Gaming are by their essence are morally objectionable enterprises irrespective amount of people employed or amount of revenue earned. Casinos has to be shut down and industry must be dismantled for it is easiest source of turning black money into white. 

We have not forgotten that after mischievous leasing of Zuari river public protests has not allowed to construct any of the two marinas either in Nauxim or in Sancoale coast from 2010. Yet Goa Tourism Board hopes to achieve this feat, perhaps by pushing one marina at a time, first the Nauxim one. Instead of getting the marinas in Zuari its better to scrap the marina to its abyss!

It is proposed that High Powered Monitoring Committee for Tourism will be dissolved and Goa Tourism Board will take its functions. This board will give permissions to all the tourism related events. What is left of Panchayats? Nothing! All the command activities of Goa Tourism Development Corporation to be handed over to private sector over the next 10 years as advised by Goa Tourism Board! 

What is stunning is that Goa Tourism Board plans to take over functions of even Environment Ministry of regeneration of beaches. But there is a catch there is also going to be Blue Flag Certification for beaches something that was opposed in case of Velsao Beach following protests by fishing communities and MLA Alina Saldanha. Goa Chamber of Commerce and Industry (GCCI) are hardly known to do such things but they want to do such things and then permit shacks right the edge of the beach for special people. The people who carried on businesses on beaches has no representation on the Goa Tourism Board as they don't find favour with industry fathers trying to hijack  Goa's tourism for the filth rich of the world.

In fact its environmental commitment is dubious as it proposes to facilitate river cruises in in Goa's inland waterways. They no longer even call them rivers! Even identity of nature is sabotaged. Its waterways now after Central Government invasion of Goa's rivers turned into waterways. It agenda is in line with Sagarmala project of constructing more jetties on Goa's river banks.

The first sufferers in the master plan as per above mentioned plans are going to be fishing communities who are not even acknowledged to have been even existing anywhere in Goa! The second line of suffers are the people of Goa who cherish fish as part of their daily staple diet.

Bharat Mukti Morcha strongly oppose Tourism master Plan and Tourism Policy - 2018 and calls upon all sections of society not only to oppose by also to hold accountable all the members of Goa Chamber of Commerce and Industry (GCCI) as well as Travel and Tourism Association of Goa (TTAG) for all their past and present economic, social and environmental sins.

Goa Tourism Master Plan 2016: who are masters? Who are slaves?

This interim tourism Master Plan and Policy was put up on website www.goatourism.gov.in  on 24th August 2016

Module 3 last date for comments was 4th September 2016. Objections were to be mailed to goatourismmasterplan@gmail.com

Public was given 16 days for comments, pretty atrocious by any standards.

 Bharat Mukti Morcha objects following and shares here for public awareness purpose:

1.      Page 15: Consider the entire State as tourism development area. Culture of Goa is fishing and agriculture. It must be protected from tourism at all costs.

2.      Page 23: Fishermen Market and F&B Court at Britona, Siridao and Mobor. Captioned as Goa’s number one source of fresh sea food.” Domestic consumers of fish to be deprived as fish will be costly and with demands from tourism.

3.      Page 24: High End music venue paired with luxury lifestyle resort in Baga, Calangute and Candolim Beach with biggest clubs in India in one of these three beaches.

4.      Page 24: High end lifestyle beach club paired with luxury lifestyle resort at Cavelossim, Palolem, Arambol, Vagathor and Anjuna Beach with day and night atmosphere of music.

5.      Page 25: Eco-beach (Resort): Pure Eco-beach and Eco Resorts at Querim, Mandrem, and Morjim in Pernem and Agonda, Patnem and Palolem, Talpona and Galgibag beach. Captioned as “Built in harmony with nature and hence with minor impact on environment.”

6.       Page 25: Marinas in Mandovi river at Britonna, Nauxi Bay and Chicalim. Fishermen directly affected. There is already opposition to the same from 2010.

7.      Page 31: Cultural Events, Music day and night atmosphere. Actually there will be drinks and food. This must not be allowed where St. Francis Xavier walked. Old Goa is a place of religious sanctity. This must be rejected, and Religious values must not be hurt.

8.      Page 32: Goa Multicultural experience at Old Goa Church. Has office of the Archbishop of Goa endorsed this? Or is it another scam like Vanxim sale? For the said purpose the Archeology Survey of India has given permission? As it is place of complete sanctify of high religious values.

9.      Page 36: Discovery River Cruises: Chapora River, Cumbharjua canal, Mandovi River and Zuari River. Tourism has already caused irreversible damage to Goa’s beaches. Fishermen are to be directly impacted through dredging as well as tourism through boat rides.

10.  Page 37: Divar island along with eastern Goa has been demarcated for “Slow Movement Wellness centres”. There is already one such centre in Divar that releases its effluent in Mandovi river near Vanxim. Tourism Master Plan is silent on what is to be done with such cases. In module 2 page nos 47 & 48 in fact names this entity as Devaaya – Ayurveda and Nature Cure Centre. Can continues daily release of effluents in Mandovi river part of its ethics? Part of Tourism Department ethics? Daily release of effluents gives out obnoxious odor to people around as well as staff of Ferry services plying between Vanxim and Divar.

11.  Page 37: Nature Sanctuaries to be opened up for tourism. This is disruption of wild life. The question about cordoning off access to forest for tribal people and blockade to through digging of trenches to prevent cattle grazing of tribal people has been kept under wraps.

12.  Page 42: Waterfront Promenades  (dancing floors on land at water’s edge) at Old Goa, Chapora, Panjim, Mayem lake and Colva beach. This is a must to stop as it would cause lot of social damage to everyone especially the youth.

13.  Page 42: Family Entertainment District inclusive of Themed Park. Entire Pernem Taluka is marked with pointer towards proposed Mopa Airport and termed as “District”. Goa already has two districts. Is Pernem going to be third district? Are People of Goa taken in confidence on declaring Pernem Taluka as third district? Captioned as “A leisure and entertainment hub for the family offering a themed park, F&B, shopping, and accommodation.” Pernem already has Golf Course proposal in Tiracol along with luxury hotel of Leading Hotels. Mopa airport EIA records plans for Golf Course in Mopa itself. Luxury hotels are shown in beaches of Pernem a Querim, Mandrem, and Morjim.

14.   Page 43: Chapora Bay and Chicalim Bay has been proposed as Gaming districts. This means Panjim off shore casinos will be shifted at these two venues. Two areas will be marked exclusively for casinos and this is direct blow to fishing allied activities.

15.  Page 43: Up-gradation of nightlife across Goa. People of Goa must be prepared to go without sleep. Night life must be stopped completely as it is destruction of Youth. Many Youth are hooked on drugs due to such night life parties. Even school students are attracted to this menace.

16.  Page 44: Golf Course at Mopa. There is already opposition to Golf Courses in Tiracol and Vanxim. Water requirement for maintaining of Golf Course is not mentioned.

17.  Page 48: Mass Events at Vagator beach, Candolim beach and Shyma Prasad Indoor Stadium. Are local people consulted before making this proposal public? We object such mass events.

18.  Page 55: Mode of Transport through water is in direct confrontation with fishermen. Cruise Terminal at MPT is mentioned as attracting international cruise travelers. MPT is also causing harm to local fishermen at Khariavaddo. Then Sea based inter-state transportation of tourists is proposed at Tiracol Fort, Chapora River Basin, Fort Aguada, Dona Paula/ Panjim-Old Goa, Mormugao Port, Colva beach, Mobor Beach/ River Sal/ Cabo-de-Rama, River Talpona/ Polem. Jetties are proposed to be built in these venues.  These Jetties then can support Ferry Services, Catamaran Ferry, Sea Buses, Speed boats and Sea Planes to ferry tourists.

19.  Page 55: Mopa Aiport is expected to handle 13.1 million passengers by 2036 with focus on Free Independent Travellers (FITs). Mopa airport is not needed when Dabolim serve Goa well.

20.  Page 75 of module 2 proposes State subsidy for Hotels as well as single window clearances. It is using public funds for public ruin. BMM opposes the same.

Goa government tourism department believes that people of Goa are incapable to plan their own future and needs Swiss agency to draw up the Tourism master plan and policy for Goa. Goa is fully equipped with qualified personalities do to the required success oriented requirements to up lift Goa’s Development as required by Goans.

The nomenclature used is “Tourism Master Plan” One such Tourism Master Plan was opposed chiefly by students and youth in 1987. Now after 29 years another one is proposed.
Who is a master? Who is a Slave? If there is a master plan there has to somebody who is to be enslaved. Needlessly this nomenclature of “Master Plan” does not fit. And target of enslavement are People of Goa, Land of Goa and Ecology of Goa.

We call upon the People of Goa to read, study & we need to move fast and decisively to object the Tourism Master Plan 2016. It is mentioned in that it’s a draft which could be final – So lets go for it as committed Goans, for us & our future Generations.

Call for repeal of laws allowing casino gambling in Goa

Subject: Call for repeal of laws allowing casino gambling in Goa and stop casino installation at Hotel Grand Hyatt, Bambolim

Dear Madam/ Sir,

It is our sincerely call to repeal all the laws in the State of Goa that permits Casino gambling. Goa is the only state in India, which has relaxed its ‘Prohibition on Gambling Act’, which is titled “The Goa, Daman and Diu Public Gambling Act, 1976”. By the “ The Goa Public Gambling (Amendment) Bills , passed in 1996, 1997 and 2008, live gaming is allowed on “Vessels Offshore” . Such gaming is permitted by the State Government of Goa by issuing a licence / authorisation against payment of the prescribed fees. The licence / authorisation is valid for a certain period of time and allows offshore vessels to carry out the gaming activity.Essentially, this means that other than at the berth itself, gaming activities can be carried out anywhere on a vessel parked in the water area, if a licence has been obtained from the State Govt.

Now there are instances that casinos are not only operate in Rivers like Mandovi but also on land in various parts of Goa.
Casinos has majorly contributed towards transforming Goa into the brothel of the East thanks to the above laws. And this is not all now we have come to understand that after public opposition to Casino vessels in Zuari we have come to know from reliable sources that Hotel Grand Hyatt is working to set up casino in Hotel premises in Bambolim village.
We wish to let you know that we are in complete opposition to the starting of this casino in Hotel Grand Hyatt which is already illegal violating CRZ laws and needs to be demolished. Goa Government instead of carrying on demolition has been facilitating casino installation for gambling purpose. What is visible that Goa government has been protecting CRZ violations by Hotel Grand Hyatt and Cidade de Goa and demolishes people’s houses on Baina Beach. This attitude of Goa Government is unacceptable to us.

Nitin Gadkari and his shining shoes



Come on! Everyone’s attention please! Nitin Gadkari is a minister in Indian cabinet is on tour of Goa. He just spoke to press and we heard him speaking on 24th August 2015 night on number of TV channels. Oh vow we giggled. This is it! We exclaimed. Gadkari came from Delhi flying in air and spoke to Goa press about Marinas in Zuari water. He was wearing polished shoes and no one else matches his heart full of fear in the introduction “I will answer all your questions on this topic and none on other topics”. It is Political statement? Anyways, that’s by the way.
And Nitin Gadkari wore polished black shoes and he is all set, to put up Marinas in Zuari. His shoes were shining to glory as he spoke the language of ‘politicalizing’ issue of land acquisition in the Indian Parliament. And his shoes were radiating with all the pats from the Indian Defense Minster Manohar Parrikar from Goa who is just swallowing Quittol lock, stock and barrel. Any way that’s by the way.
And you know it was fascinating to watch Nitin Gadkari on TV vexing not so eloquent about the jobs that will be created and crores of investment he is willing to put in Goa to construct Floating Jetties that are known as pontoons. And he says any one or other industry can use it but that not his intention. His intention is just a construction.
And Nitin Gadkari wore shining shoes and was sparkling like none in the room. Gadkari has a vision to create atmosphere of development by implementing Marinas that are running late by 5 years for take off.

Oh Gadkari! You are such a darling to puff all of us off the shore of Zuari. Murmagao Port Trust (MPT) you praised to heavens: 14 berths are going to be increased to 18. This means you are just waiting to turn India into super power and people of Zuari coast -cheated by Eurasian bamons for centuries - into super duper loafers. Very good Nitin Gadkari, all Indians must be proud of your stupendous feet. One thing Nitin Gadkari you forgot to tell press that both the Lease agreements – one in Nauxim and another in Sancoale – has written clause to allow free flow of Barges undisturbed - The LESSEE shall take all precautions to ensure that barge movements are not affected during the construction as well as operation period of the Marina- and yet in spite of the fact that you spoke so much about fishermen in Zuari, they are not even acknowledged as existing in these two lease deeds leave alone protecting their rights.
Nitin Gadkari’s shoes were shining brighter than his brains. For shoes needs ground to stand and brain needs imagination to fly and Nitin Gadkari fly all the time to his heart’s content? We do not know only Gadkari knows. Nitin Gadkari’s shoes deserve applause.  This is not all. Nitin Gadkari too admires his shoes and in just few hours he put his shoes and crushed all the people and coastal Panchayats and MLA and Environment Minister who have publicly opposed Marinas in Zuari. His shining shoes relished bulldozing act oozing out agony as Nitin Gadkari shares so called honest smile, no one can beat him at that.

And who turned Gadkari’s shoes into machetes? Central government Notification issued on 24th May 2000 and quoted in both the lease deeds signed by MPT with Kargwal Constructions Pvt Ltd and Yacht Heaven in October 2010 for 30 years each. And who asked central government to issue this notification extending MPT jurisdiction over Zuari river? No one. Which Panchayats were consulted before issuing of this notification? None!

As Nitin Gadkari mauls all of us under his shoes we experience that his shoes are not just carry sparkling shine, but also has sharp spikes meant to pierce open all political opponents. All of us feel the crushing might of Gadkari’s shining shoes. They are best shoes in the world completely untouched by the erstwhile untouchables and they are non-polluting.
Gadkari came to Goa, he saw and set off in motion process to conquer. Not a simple conquest of land where he acknowledged there are ‘issues’ involved because of which Marinas are not taking off for half a decade and MPT’s calculations of profits are ruptured, but ideological conquest, an ideological colonialism that advocates slavery of mulnivasi people by Bamon Raj government of India as normal practice. This ideological shift is as per manusmriti that lays in clear terms that duty of Shudra is to server Brahmin, Kshatriya and Vyasha in all possible way. Brahmin has right to education, right to teach, right to arms and right to property. Kshatriya has right to education, right to arms, right to property but denied right to teach. Vyasha has right to education, right to property but denied right to teach and right to take up arms. Shudras are denied right to education, right to teach, right to take up arms and right to property. This sytem of Eurasians who styled themselves as Brahmins was challenges by movements in Indian History. Movements led by Mahavira Jain and Gautam Buddha challenged and triggered collapse of rule of Manusmriti and ushered in moment in Indian history known as golden age period - the rule Chandragupta Maurya.Later on Muslim religion that came to India along with Mughal invaders challenged manusmriti and large number of Indians including mulnivasis embraced Islam even as Eurasians and Mughals jointly ruled India for 750 years. Christianity gave a body blow to rule of Manu and missionaries embarked on education to shudras. Jyotibha Phooley and Savitri Phooley are the products of these educational ventures. Jyotibha Phooley launched movement to free Shudras and ati-shudras from Bhatjis and Shetjis and started Satyashodak samaj in 1872. Brahmins retaliated with launching of Arya Samaj in 1873. Because of this movement of Jyatibha Phooley that lasted for 108 years India has little bit of breathing space of freedom. Bamons through their political parties of BJP, Congress, Communists and so many other are attempting to take away this freedom and reduce India back to the rule of Manu where Shudras will be denied of all the rights. Imposition of Marinas, installing of Casinos offshore, dilution of tenancy rights etc, expansion of MPT are all directed to this goal. It is making Shudras landless and vulnerable through the path of development. And Goa's Chardos are also Shudras as cab be deducted from the way Shivaj Maharaj and his Son Sambhaji Maharaj were humiliated and killed by cruel Bamani conspiracies.

The agenda of enslavement is being pushed through in India as well as Goa in every possible way. Earlier we used to get fooled now we can notice even the powerful shine of Nitin Gadkari’s shoes. MPT is on mission to transform Goa into R-N-R destination for sex like Philippines in past (Rest and Recreation) for foreign soldiers fighting wars in Afghanistan, etc. Past MPT Chairman Pravin Agrawal announced this in press communications.

Nitin Gadkari’s shoes are really spiky effective. More so as Nitin Sawant is no longer there to obstruct Marinas in Goa Bio-diversity Board; thorny element moved out, perhaps shown the door. But we have taken note of this fact. 

Minister from Indian Government believe it is going to be cakewalk to install Marinas in Zuari. BJP MLA Vishnu Wagh has already roared that he is going to resign in protest in case his government decides to press ahead with Marinas. He also is on record declaring that Zuari’s water is going to turn red with blood in case Marinas are not scrapped. Environment Minister of Goa Alina Saldanha has declared that Sancoale will be declared as reserved site for Oysters and no way will Marinas be allowed. Sancoale Panchayat, Cortalim Panchayat, Agacaim Panchayat, Siridao Panchayat, Bambolim Panchayats have protested and passed unanimous resolution in their respective Gram Sabhas against setting up of Marinas in Zuari. Protests in Odxel, Cacra, Nauxim, Goa Velha does not stand in front of Gadkari’s shoes for they are of different DNA, different from mulnivasi people of India. Murmogao Municipal Council three weeks ago also resolved not to issue NOC for MPT plans to use Vasco Bay for cargo handling and it must be maintained only for fishing purpose. Goa Chief Minister Laxmikant Parsekar declared if people does not want Marinas then they will not come. He should strongly stick to what he spoke.  

Yet Shoes of Nitin Gadkari are mighty spiky and they are shining bright and he believes making hey while the sun shines and it’s pleasurable for his shoes to kick coastal people of Goa in a decent manner. He does everything under the sun except ‘politicalizing’ – a new word he invented to define activities of his political opponents inside and outside Indian Parliament. His shining shoes are non-political shoes even though his legs inside are political. If you oppose Marinas you will be ‘polticalizing’ Marinas.
Nitin Gadkari’s shoes are really polished for the occasion and he declared expansion of MPT and does not care about voices of Khareawada, Baina, Desterro fishermen staying on the beaches near MPT. For why should he? Gadkari feels secure in his shining shoes. His shoes add audacity in the menu of Nitin Gadkari to come to Goa and declare that he is going to impose Marinas on Goa’s Zuari river. 

So here we have uncalled for notification of 24th May 2000 and uncalled for leases for Marinas of 2010 and bull headed intervention of Nitin Gadkari amounts to enslavement of coastal people and generates atmosphere not of development but thirst for freedom in 2015. 

We know by now that Eurasians Bamons finished their freedom struggle on 15 August 1947. They got power transferred from British. In 1961 these Indian Army invaded Goa and with the support in the form veto exercised by Soviet Union on midnight of 18th December 1961 continued to annex through conquest and formal transfer of power by Portugal in 1972 to India.  

So the act of Indian government to impose Marinas will only lead to creation of super duper paupers of the current fishermen. River is being taken away from them without their consent and this is a colonial act of Bamon Raj. It’s pretty certain that once Nitin Gadkari’s shoes get dipped into Zuari River they will loose their shine and Nitin Gadkari will be left without shining shoes. Nitin Gadkari represents Shipping Ministry of India. 

While professed to practice democracy, Shipping Ministry’s every act relating to Marinas in Goa as well as expansion plans for MPT in Vasco are dictatorial. And that’s the point that is destined to take away the shine from the shoes of Nitin Gadkari.

In the middle of misadventures of shining shoes there is ray of hope. Zuari River is not the only issue that the theme of Freedom is replacing theme of Development. It is happening all over Goa and all over India. A big freedom struggle against bamon raj based on ideological foundations of Jyotibha Phule, Savitribai Phule, Dr.Babasaheb Ambedkar is brewing up and result can be seen everywhere and Bamon Raj is restless to enslave all of us by pushing us to the wall but wall too speaks up! It will always be a mystery as to how Nitin Gadkari’s once shining shoes descended into history.

At large, the People of Goa understood everything about Marinas. Everyone is awake. Goans cannot be taken for granted. They wake up when required. So Nitin Gadkari your foolish plans will only fool you to wear shoes which are not shining any more. Its going to be a big downfall as you speak only Crores. What a pathetic situation you are going to be in! Its going to be unimaginable scenario.

We have come to know from newspaper reports in Herald May 27, 2015 that off shore casinos in Mandovi is going to be shifted to Zuari River, Chapora River and at Aguada Bay. It is also reported that this decision is taken by Goa’s Port administration.

We have also read on May 25, 2015 at http://tourismbreakingnews.com/seaplane-tourism-in-goa-from-august/ that seaplanes, heli-tourism and amphibious buses would be introduced in Mandovi river, Chapora river and Coco beach from August  2015 onwards. From this it is evident that Mandovi River is going to be congested and fishing activity will be disrupted.
It is therefore clear that Mandovi, Zuari, Aguada bay as well as Chapora River will be faced with new obstacles to fishing activites. All the plans of Goa’s Port Administrations is destined to adversely affect the fishing carried out by traditional fishermen in Goa.

We request you to make sure that these plans of yours are shelved before implementation due to its impact on fishing activities. Casinos from Mandovi must be moved and their operations stopped inside the anywhere in any of the rivers where fishing is disrupted directly and indirectly. Also Mandovi River, Zuari River as well as Chapora River  must be kept obstacle free for fishing and no impediments for fishing in the form of seaplanes, heli-tourism and amphibious, casinos, Marinas be installed in these rivers in near future.

Bharat Mukti Morcha is strongly objects to the introduction of new off shore casinos in Zuari River as it will directly disrupt fishing activities besides other impacts of casinos that are iniquitous. Fishermen in Zuari does not desire the existence of casinos in their midst at all.
