Goa CM towards making Villages vulnerable to mining industry, but why?

Why Goa CM is so determined to make Goa villages vulnerable to mining industry?


Goa Chief Minister Dr. Pramod Sawant is in Delhi on a mission rather sinister: to ask for the exception of application of provision (i) of the Office Memorandum dated 29 October 2014 issued by Indian Ministry of Environment, Forest and Climate Change dealing with safety of village roads from transportation of mineral ore that reads as follows:


"Transportation of the minerals by road passing through the village shall not be allowed. A 'bypass' road should be constructed (say, a leaving gap of at least 200 meters) for the purpose of the transportation of the minerals so that the impact of sound, dust and accident could be mitigated. The PP shall bear the cost towards widening and strengthening of existing public road network in case the same is proposed to be used for the project. No road movement should be allowed on existing village road network without appropriately increasing carrying capacity of such roads."


What Goa CM is proposing is very dangerous. He is challenging established environmental jurisprudence of India designed to defend village integrity from mining menace.


When he and the Project Proponent (PP) knew that there were no legal access roads that are available for the transportation of mineral iron ore in Pilgao and Mayem then it was wrong in the first place to go for the auctioning of the ore. It was double wrong to go for the public hearing by concealing this information in EIA report.


So the first wrong has been committed by Goa Government by going for auctioning of Bicholim Mineral Block I to Vedanta Private Limited without ready access road on ground.


The second wrong is committed by the Ministry of Environment, Forest and Climate Change by granting Environmental Clearance without legal access road to transport extracted iron ore.


Under no circumstances villagers of Mayem and Pilgao and other villages should be put to risk by opening their village roads for transportation of minerals from any of the mining companies.


Office Memorandum provides safeguards from impact of sound, dust and accident. Goa CM is attempting in Delhi to make our villages vulnerable to the impact of sound, dust and accident from mining ore transportation. Goa has has lost far too many lives due to mining triggered accidents over the past decades and CM desires more blood and lives of people of Goa.


This CM Sawant is certaintly acting against village safety interests on behalf of mining industry. In fact he should be flung out of his chair much before any of the cabinet ministers like Govind Gawde.


Mining in Goa has roots in Portuguese colonial rule and has continued unabated after 18 December 1961 veto by Soviet Union at UN security council that allowed India to annex Goa through conquest. Mining is top most industry that has corrupted Goa's polity and Chief Minister is its highly corroded beneficiary. As a consequence he is unable to represent people of Goa inpite of elections and represents only mining industry that has enslaved Goa CM. Slave has no mind of his own but has to obey master's orders. Who is the master of Goa CM Sawant for whom he is behaving in this bizarre manner? Undoubtedly it's mining industry that rules his mind and he doesn't think twice before betraying people of Goa. Election is more of Commerce than anything else. Democracy is hijacked by mining industry.


It's mining industry that moves his gloves to Delhi to box out 29 October 2014 office Memorandum of MOEF&CC and make villages in Goa vulnerable to mining industry.

Call for braod alliance on Velsao fish mortality in Arabian Sea

AGSSRFU calls for broad alliance around Velsao fish mortality due to corporate negligence



All Goa Small Scale Responsible Fisheries Union (AGSSRFU) decided to extent support and Solidarity with fishing communities of Velsao in South Goa who are opposing fish mortality in Arabian Sea at Velsao Beach due to release of poisonous chemicals in sea water from nearby ferlizer plant on nearby hill top.


Fishing Union took this decision to this effect on June 10, 2024 after Union representative of the carried on site visit to the Velsao beach on the same day when dead fish was abundant on northern stretch of Velsao beach.


AGSSRFU has also taken cognizance of various complaints on this topic lodged with various authorities in Goa. AGSSRFU was alerted with statements in press issued by the leadership of Goenche Fuldle Pidke Khatir (GFPK). GFPK statement was noted by Pradip Chaterjee, National Convenor of NPSSFW (National Platform for Small Scale Fish Workers) in Kolkata and directed AGSSRFU to examine the issue further.


Subsequently AGSSRFU noted primary complaint from an NGO Goencho Ekvott to Velsao Panchayat dated 27 May 2024 complaining about fish mortality.


We have also noted complaint filed by Goechea Ramponkaracho Ekvott (GRE) dated 28 May 2024 addressed to Goa State Pollution Control Board (GSPCB) and other authorities.

AGSSRFU has also taken note of detail video interviews from local fishermen from Velsao named Aliston Pinto posted online https://youtu.be/_vDZkCqKRiQ?si=XrPMoUJoFjLmsoUP and expresses support and Solidarity with him. Fertilizer plant Paradip Phosphate must be held accountable for the release of toxic liquid in Arabian Sea waters at Velsao Beach.


AGSSRFU considers decision to locate fertilizer factory on the hill is wrong ab initiao and time has arrived to correct past political mistake even though culprit is India's top business tycoon Birlas at who house M.K. Gandhi was shot dead in 1948.


Allocation of Sancoale hill top communidade land to Birlas was more of reward of war spoil after Soviet Veto power at United Security Council on 18 December 1961 handed over territory of Goa to India. Indian corporate house Birlas then considered pollution of Velsao waters as its patrimonial rights from 1975 onwards. AGSSRFU salutes all the hard work and toil carried on to combat this insult to Goa's fishing coast by Mathany Saldanha from 1975 onwards. 


AGSSRFU in this context calls for co-ordinated movement around fish mortality at Velsao Beach and request all the organisations involved including fishing organisations to start dialogue with each other to forge broad alliance with common minimum agenda of addressing marine water pollution and fish mortality from Paradeep Phosphate. AGSSRFU is committed to forge ahead this process.

Call for advisory against fishing through use of bleaching powder

Subject: Call to issue advisory against fishing through use of bleaching powder


Madam,


It has come to our attention that during last two weeks of May 2024 several spots in Goa's fishing waters was subjected to fishing through use of bleaching powder. This is indeed very dangerous. 


Further our inquiries has revealed that such destructive fishing is being carried on every year during month of May. The observed consequence of such use of bleaching powder is not only instant death of fish but also fish forbidding of the spot of bleaching powder use for the entire year.


This was discussed at the meeting of All Goa Small Scale Responsible Fisheries Union (AGSSRFU) held on 10 June 2024. It was decided to request the office of the Directorate of Fisheries to issue advisory against fishing through bleaching power application with wider publicity and notifications to all the fishing associations/co-operatives/Unions in the State of Goa.

Subject: Five trawlers carried on illegal Mechanised fishing in Zuari river from 05 June 2024 to 23 June 2024 leading to serious violation of monsoon fishing ban and directions in WP 2844/23 at Goa Bench of Bombay High Court


Madam/Sir,


This is to bring to your attention that mechanised fishing through trawl fishing gear was carried on inside Zuari river from 05 June 2024 to 23 June 2024 from 10.00 pm upto well beyond mid-night at 02.30 am.


Complaints against mechanised fishing are reported at fisheries department control room whenever phone was in working condition but proved futile as no action was known to have been taken against mechanised fishing in violation of law.


You are requested to take urgent note on this breach and introduce night patrolling at Zuari river immidiately.


Please treat this letter as an urgency and take necessary measures to prevent trawling in Zuari river as required by law.

Sirigao Mining Public Hearing Tragedy

Today June 19, 2024. There was public hearing for Salgaocar mining project in Sirigao and Paira villages in Bicholim. Public Hearing was held near Zantye College, Bicholim.


Time allocated for each speaker was three minutes each. Project consultant was absent. Ramesh Gauns who was present and signed attendance sheet was not allowed to speak.


The way things have unfolded today points towards colonial character of the administration that is designed to silence public voices, stiffle dissent, loot Goa's Minerals infinitely, support mining scam permanently, democracy as facade. All these are fruits of Soviet Veto of 18 December 1961 at UN security council that allowed India to do in Goa all it did in Goa's mining belt including 35,000 crore unrecovered loot from mining companies and politicians.

Is Goa Government backstabbing Goa's fishing communities?


All Goa Small Scale Responsible Fisheries Union (AGSSRFU) strongly condemns statements of the organizers of International Boat exhibition in Panjim that resistence to install Marina at Nauxim is because of misunderstanding.


Yacht and other luxury promoters has given their views online at https://youtu.be/xLKyB2EfVdY?si=JWZF2NOQNHb1sprZ  where in it is spoken that they are collaborating with Government of Goa to set up Marinas at various Ports and Jetties as a part of blue economy boosting. Is Goa Government backstabbing Goa's traditional small scale fishing communities?


AGSSRFU views this exhibition as a major move to expell fishing based livelihoods from Goa and conquest of Goa's coast for luxury tourism purposes. 


Boats exhibition promoters must understand that the resistence to Marina at Nauxim is about to complete 14 years coming October and is based on sound understanding of the lease deed between Mormugao Port Trust (MPT) and Mumbai based Kargwal Constructions Private Limited for Nauxim as well as lease deed between MPT and Chowgules for Sancoale wherein fishing activities at Zuari river is not even acknowledged. The marina lease deed is primarily biased against Goa's fishing communities involved in fishing based livelihoods in Zuari river.


Moreover destruction of fishing in Zuari river is conclusively stated in EIA report itself that Kargwal Constructions Private Limited got done through Chennai based Annamalai University that indicated that Marina at Nauxim will have Long term irreversible negative impact on Fisheries. Marina project proposal at Nauxim involves reclamation of 50,000 square meters of riverfront off Nauxim Beach for Marina infrastructure thereby completely destroying small scale fishing activities. This is an act of ecocide and major violation of International fishing law that India is a signatory to: VG-SSF Guidelines. It's an aggression par excellence.


The narrative of International boat exhibition promoters that Marina and fishing can go simultaneously is merely hot air released to misguide people of Goa.


AGSSRFU views attempts at pushing Marina at Nauxim as an act of expulsion of fishing communities through conquest of Zuari river coast. AGSSRFU is committed to defend Goa's rivers and coastal areas from these and all other blue grabbers and calls upon people of Goa to actively join the resistence movement against Marina that has history of nearly 14 years.


AGSSRFU has already filed its objections before Goa Government authorities against Marinas.


It is also revealed from the online video that blue grab is not restricted to Nauxim Marina alone but has declared its intention to spread wide for these vested interests are determined to destroy Goa marine based economy of small scale fishing communities. AGSSRFU will continue to resist and defend Goa's coastal and riparian banks from luxury tourism escapades. AGSSRFU has already objected to water sports activities in Zuari river, Off shore casinos and water sports activities in Mandovi river, Water sports in Arabian Sea off Caranzalem coast as well as Blue Flag proposal of tourism Department for Siridao beach due to negative effects on fishing activities carried on by small scale fishing communities.


In the meantime AGSSRFU is deeply concerned about the dangerous situation that has arisen due to leakage of chemicals from Paradeep Phosphates in Velsao Beach from 24 May 2024 causing significant fish mortality and irreversible damage to marine ecology threatening livelihood of 400 fishing families in South Goa. 


In order to meet these challenges to livelihoods of small scale fishing communities in Goa AGSSRFU calls for collaborations at various levels with various civil organisations for synergistic power and impact.

Open letter to Shankar Polji on mining and sand mining in Goa

Dear Shankar Polgi,

We admired your videos all along held you in high esteem. Your videos always defended Goa's environment. And was so inspiring. However your recent video calling for resumption of sand mining and open cast mining in Goa left us bewildered. 


You must investigate how many people are deprived of their livelihoods due to mining in Goa for the past several decades when it went on. People were working in agriculture and horticulture were left unemployed. Their paddy fields destroyed.


In fact till today even though government has allowed mining to resume for Vedanta onground protests of villagers in Pilgao hasn't allowed single truck of ore to come out on road to load in Jetty. Go and meet the Sarpanch of Pilgao, the inspiring lady.


You know amount of damage mining has created to our Forest in Goa? Go and meet Rama Velip in Colomba.


You know how mining has contributed towards regular flooding of Bicholim and pollution of Bicholim River? Go and meet Ramesh Gauns  in Bicholim.


You know why villagers want their villages defended from predatory mining industry? Go and meet Ravindra Velip in Cavrem.


If you want know how mining has destroyed fertile agricultural land and displaced the village multiple times over the past half century then meet Hanuman Parab in Pissurlem.


If you want to know how how mining industry is threatening to destroy 223 houses in Mulgao and how mining has already destroyed village lakes and agriculture then meet Swapnesh Sherlekar.

If you want to know as to how entire village cashew economy was destroyed by mining industry and village water table disrupted then you must meet Shamsunder Naik of Advalpal village.


If you want to know the struggle as to how entire village paddy fields are deposited with silt layer of meter and half and all the 73 village wells went dry then you must meet Adv Dinanath Gaonkar of Sirigao. 


If you want to know how goons are used against those who dissent then go and meet Rajendra Kerkar at his village of Keri. He along with Prerna Singh Bindra was detain at Fomento Mines by company bouncers. Listen to his story as how he got freed then.


And regarding Sand mining please check marine effect of the trade, effect of fish, crabs to whom sandy riverbed is home and is disrupted by sand mining. Check the effects on river banks that can collapse and villages can get washed into the rivers.


You must also remember that both Sand mining as well as open cast iron ore and Manganese mining was stopped through Court directions. Goa Government in fact supported then all along with all the backing. Your point about corruption at Patradevi check post is well taken and must be true considering nature of system that is perennially corrupt.

Why fisheries control room phone goes non-functional?

This is to bring to your attention that mechanised fishing through purse seine fishing gear was carried on inside Zuari river on 09 May 2024 from 9.45 am upto well beyond mid-night at 00.30 pm.


All the efforts to register complaints against mechanised fishing at Fisheries department control room proved futile as the phone was non-functional with busy tone from 9.55 pm till 10.55 pm while illegal fushing was going one in Zauari. 


We suspect that landlines phone receiver was kept off the hook deliberately in order to prevent calls of illegal mechanised fishing being registered at the Fisheries Control Room. This is indeed very dangerous situation.


You are requested to take urgent note on this breach and provide two more alternate dedicated telephone lines with staff to handle calls at night to receive the complaints of illegal mechased fishing in Goa.


Please treat this letter as an urgency and take necessary measures as required by law.

This is to bring to your attention that mechanised fishing through purse seine fishing gear was carried on inside Zuari river from  04 May 2024 to 07 May 2024 midnight and beyond.


This indicates that all the measures that Director of Fisheries and Superitendent of Fisheries, Coastal Security has promised in the Court affidavit is not functional as no patrol boat from any of the concerned Governments are seen in Zuari river during mid-night and beyond.


You are requested to take urgent note on this breach and take necessary steps to avoid similar incidents in near future.

Elections 2024 and mining implications for Goa

Let's accelerate sound utilization of District Mineral Trust Fund for the support of mining affected People



Electoral system in India is currently facing formidable challenge of electronic rigging with the way Electronic Voting Machines (EVM) are deployed to almost de-franchise people of India and usher in dictatorial system. Free and Fair elections might have been feasible to some extent with paper ballots. Indian current ethical system transmitted through Election Commision of India (ECI) did not allow any of these possibilities. Even Judiciary has betrayed people of India on this count. The consequences of such situation is the collosal collapse of voter trust in electoral system of EVM. The era of Guaratees is founded upon subtracting the basic guarantee of vote being registered in favour of candidate to whom voter votes. There is such a lot of evidence to this fact in India including latest proofs pointed out by Advocate Sadanand Vaingankar of Corruption Abolution Party in Margao for which he was criminally charged and detained for four hours under arrest past week.

This is an eco-system of Electronic corruption that jostled confidence of ruling political party to win election by winning over 400 seats in Lok Sabha.

Along side planned Electronic rigging of democratic mandate must be viewed something related: Electoral bonds. Electoral bonds to the Political Parties is brute camafulage of corporate hijacking of agendas as well as purchase of political candidature. It's a dramatic transition of democracy into corporate prey garden.

Implication of the above political cocktail is indeed highly threatening and we need to take steps to counter its dangerous implications immidiately through Resilience. While entire Country is facing perilous situation over increasingly corrupt and sophisticated polity Goa stands to loose the most.

These elections being that of Central government it has direct Implications to mining in Goa. Mining has unfolded biggest scam of Rs.35,000 crore in Goa and recovery of this amount is still pending due to various political reasons and power dynamics.

Mining industry has fielded Pallavi Dempo on BJP ticket in South Goa. Pallavi was born in family involved in Mining - Timblos of Margao and married in Mining family - Dempos of Panaji. Both these families are involved in eco-criminal activities through open cast iron ore Mining for past three generations and accumulated wealth sufficient for next 30 generations. In fact the election affidavit of Pallavi Dempo records her spouse Srinivas Dempo currently having mining lease in Sindadurg, Maharashtra worth several crores of Rupees. Dempo Family is responsible to getting globally notorious mining company Vandata Limited and its subsidiaries in Goa. The call for CBI investigations in the Mines transfer was never agreed to even though there are grounds for such investigations. 

Pallavi Dempo has disclosed assets worth more than 1000 crore in election affidavit and one can only guess as to how much might have remained undisclosed and off the record.

Fielding of Pallavi Dempo is significant indicator of both dissatisfaction with politicians to cover up and lobby for mining industry in Goa as well as desire for accelerating corporate take over of polity at the highest level in India.

All over Goa both Timblos as well as Dempos - like other mining companies - has profited from mining aggression of Goa's ecology, land, ground water, springs, lakes, water wells, agriculture, horticulture, forest, rivers. These families has been outstanding predators as well as parasites that has sucked out Goa economically as well as ecologically.

Crores of royalty collected by Goa State from the sale of minerals is stored in District Mineral Trust Fund (DMTF) without disbursing to mining affected areas. These funds should have been utilized for the people in mining belt that have been victims of mineral wounds to their geographies.

Candidates contesting Lok Sabha Elections in North as well as South Goa has to put this issue on agenda and get DMTF funds dispersed towards restoration of minerals wounded geographies of Goa in North as well as South Goa.

It is an irony that while mining industry is eager to take off yet again but it has paid no attention to the disbursement of DMTF to mining affected areas. Srinivas Dempo headed Goa Chamber of Commerce and Industry (GCCI) has been vocal in demanding dredging and deepening of Mandovi, Zuari and Cumbharjua Canal but it is not bothered about disbursement of DMTF to mining ravaged localities in Goa.

Politicians at all levels have been a failure to call for disbursement DMTF to mining affected people proving that they care a dam for Goa's minerally affected livelihoods.

It is rather strange that no political party thought it fit to speak up for the sound utilization of DMTF considering mining is so often being reffered to as backbone of Goa's economy. No Candidates of any Political Party or Independents thought it important to care for the mining affected people by pushing the DMTF issue on the election agenda even as Goa goes for the polls on May 06, 2024.

It is absolutely important to make DMTF functional and we need political parties to support and care for this.

Fishing manifesto for Parliamentary Elections 2024

Hello Candidates for Lok Sabha Elections from Goa!


Greetings from All Goa Small Scale Responsible Fisheries Union!


We wish to draw your attention to few points that need your attention as a candidate for forthcoming Lok Sabha elections from Goa:


1. National Waterways


All the six rivers (Chapora, Mapusa, Mandovi, Cumbharjua, Zuari, Sal) be excluded from National Waterways Act 2017. This will make rivers legally safe for fishing.



2. Marinas


Two proposals (Nauxim and Sancoale) for Marinas in Zuari river be canceled. Leased deeds for both be canceled. This will ensure unhindered fishing in Zuari river.


3. MPA


Mormugao Port Authority (MPA) be excluded from the scope of Major Ports Authorities Act. This will be helpful to make fishing safe for small scale fishers.


4. Blue Flag


Blue Flag certification proposal for Siridao and other beaches in Goa be revoked. Beaches are declared as fish landing centre and This should not be disrupted by providing exclusive and reserved access to any beach in Goa.



5. Subsidies


Fishing communities fuel subsidies and other facilities be increased for small scale fishers.


6. Plastics


Rivers of Goa be cleaned up of plastic garbage by stopping manufacture of plastics.


7. Mining


Mining in Goa has led to siltation of rivers. It has negatively affected livelihoods of small scale fishing communities. Recent scientific study by Scientists from NIO etc has published evidence to this effect. This needs be taken on board as Indian government is moving ahead to resume mining in Goa.


We request you to keep above seven points on your agenda I times ahead.

W.P No. 6 of 2024 recommending transportation of ore on Public Roads, Village roads, District road in Bicholim in order to facilitate Vedanta Limited Bicholim Block - I Mines ore transportation. 


We request you to kindly refrain from allowing such transportation. Transportation of ore to the rate of 120 trips per hour - as recorded in Vedanta limited letter dated 08 April 2024 to your office - would mean invasion of public roads with mighty reckless manner threatening road safety with impunity thereby violating 2022 Supreme Court directions on road safety. 


Environmental Clearance (EC) dated 23 January 2024 records at page 28 of 39 response from Vedanta Limited that total ore that will be transported per day is 12658 tonnes in 1205 trips per day and 127 trips per hour with total vehicles that will be put on road to and fro totaling 254 vehicles per hour. This is sure remedy for creation of a catastrophe for 237 days per year that you need to prevent. 


Moreover you are well advised to organise public consultations with affected people residing close to the vicinity of the roads before providing any permissions to use existing public roads, Village roads, city roads as well as district roads for transportation of ore at such such high rate as 120 trips per hour.


Vedanta Limited has claimed in response recorded in Environmental Clearance page 18 that they have 4.54 km of dedicated road and 0.94 km MDR-20 Public Road.


Directorate of Mines and Geology is not privileged to initiate violation of EC condition to make a mockery of EC. It's legitimacy is very vital by maitaining It's integrity.


Any irresponsible decision on your part would lead to the unpredictably dangerous consequences to the Public Health in Goa and your office will be held responsible and accountable in a fitting manner.


Therefore we assert once again: Please organise public consultations on the issue of granting road permits to transport ore from the Mines to Sarmanas Jetty with affected people of Bicholim Taluka prior to granting of any road permits to Ms Vedanta Limited.

Objections to Blue Flag Accredition to Siridao beach

Subject: Objections to Blue Flag Accredition to Siridao beach


Sir,

We have come to know from media reports (https://timesofindia.indiatimes.com/city/goa/crz-nod-given-for-amenities-meeting-blue-flag-standards-at-siridao-beach/articleshow/109014044.cms) that Goa Tourism Department has taken nod from Goa Coastal Zone Management Authority (GCZMA) to provide Blue Flag certification to Siridao beach.


Our investigations in this regard has revealed the following insights:


1. The purpose of getting Denmark standards of Beaches is known as Blue Flag certification for portion of Siridao beach is for catering to the exclusive Tourism purpose. 


2. After interaction with gillnet fishers on Siridao Beach it is revealed that none were consulted by your office before taking the Blue Flag decision. This way of decision-making that exclude and dispense fishing communities from governance is a political tragedy.


3. The method of decision-making adopted by your office with regards to Blue Flag certification for Siridao beach threatens to expel fishing communities at Siridao from the fishing based livelihoods currently practiced at Siridao beach. This we totally object to.


4. Brief history of Blue Flag certification of Goa's Beaches reveals that Velsao and Miramar fishermen had already rejected the same during past years for creating threats to fishing occupations by intruding on to fishing boat spaces.


5. Fishing communities are bestowed with the role of "stewards" of the coast in SSF voluntary Guidelines, a piece of international law that India is signatory too. Non-consulting fishing communities on Blue Flag certification of Siridao beach therefore constitutes violation of international fishing jurisprudence and you are required to review your style of functioning vis-a-vis fishing communities on Siridao Beach and all other beaches in Goa. 


6. We request your office to maintain cleanliness of all the Beaches in Goa. Current status of Beaches in Goa including Siridao beach is pathetic. Beaches are littered with plastics and broken glass pieces. Due to wrong touristic publicity to Goa on its liberal liquor policy several groups of people are seen visiting Beaches, consuming alcohol and afterwards break the bottles on the beach itself creating health and safety issue for everyone working and visiting the beaches. This gross abuse has made several beaches in Goa including Siridao beach dangerous. You are requested to launch a program to address this rather than creating exclusive tourist use beaches with all the infrastructure objectionable to fishing communities.


All Goa Small Scale Responsible Fisheries Union (AGSSRFU) in a meeting held on 11 April 2024 examined this issue of Siridao beach from fishing perspective and decided to initiate suitable moves.


We hereby request your office to abort your plans to designate Siridao beach as Blue Flag certified destination for exclusive tourist enjoyment and stop your practice of excluding local fishing communities from the decision-making process concerning Goa's coastal and riparian geographies.

Blue Flag certification to Siridao beach?

Whom did in Siridao Tourism Department consult before taking this decision of declaring Siridao beach for Blue Flag certification?


Why fishing Orgnisations/ Associations/Unions involved in fishing activities in Zuari river not consulted?


Why did consultative mechanism has been dispensed with by Goa Government?


Why this Blue certification issue being pushed through authoritative manner?


Why no one from Tourism Department nor from Coastal Zone Management Authority visited fishing communities engaged in fishing in Zuari before taking such major decision on Siridao Beach?


Tourism Department currently treats fishing communities with contempt as is reflected from its order to do away with need for NOC from Fisheries department in August 2022. Is Blue Flag another aggression and insult to fishing communities of Zuari river that needs Red Flag from fishing communities?


Aren't fishing communities on Siridao Beach live in peace without any colour classification to the beach?


Haven't Tourism Department messaged up fishing in Mandovi River through casinos already? This Department and GTDC want to spread their invasive tentacles even further to take entire Goa captive?


This issue is not just about Siridao. It's about Tourism Department taking control of Beaches unilaterally dispensing with consultative process and issuing declarations from the ivory tower. Who gave them the authority to do so?


Few years back in 2019 Tourism Department had declared Miramar beach for Blue Flag certification. Consultation was organised by North Goa Collector. At the consultation local fishermen opposed Blue Flag certification plan and Government had to stall its plans.


The issue is about pushing back institutional invasion of Goa's coast from Tourism Department and about reclaiming also the lost grounds. We need concerted efforts in this direction in innovative ways.

This is to bring to your attention that mechanised fishing through purse seine fishing gear was carried on within two kilometers from Dona Paula Jetty on 07 April 2024 between 5.30 pm to 6.00 pm.


This indicates that all the measures that Director of Fisheries and Superitendent of Fisheries, Coastal Security has promised in the Court affidavit is not functional as no patrol boat from any of the concerned Governments are seen near Dona Paula Jetty.


You are requested to take urgent note on this breach and take necessary steps to avoid similar incidents in near future.

English by fishers of Bambolim, Nauxim villages


Madam,


We wish to bring to your attention that English speaking has been made compulsory for fishing communities by Fisheries surveyor of Goa Fisheries department in Bambolim, Nauxim villages.


Currently mass of fishing communities of these villages doesn't have fluency in and understanding of English and most mode of verbal communication is in Konkani. This has created obstacles in fishing related communications with Fisheries Surveyor deputed in these villages. We appreciate good intention of your Fisheries Surveyor in his approach towards English though currently not equipped with skills to do so.


In order to make fishing communities proficient in spoken English dealing with Fisheries Surveyor we request you the following:


1. Depute staff from your office to train adult fishing community members from Bambolim, Nauxim and other villages/places/localities/territory within the administration Jurisdiction of Fisheries Surveyor Harish Prabhu to teach English. 


This will alleviate linguistic hardships currently faced by fishing communities due to adamant insistence to speak speak English with Mr. Prabhu.


We will collaborate with Fisheries department as English proficiency will be beneficial to fishing communities towards self-empowerment while dealing with such Fisheries surveyors and beyond. 


Till this arrangement for adult Education program for spoken English is carried on appropriate instruction be given to the above named Fisheries Officer to make communications fishing communities easy and seemless preferably in Konkani till linguistic skills of our communities are upgraded by your office.

Subject: Illegal mechanised fishing in Zuari river near Dona Paula Jetty in violation of High Court directions dated January 09, 2024 in WP 2844 of 2023


Sir/ Madam,


Two incidents of mechanised fishing through use of purse seine nets are reported in Zuari river near Dona Paula Jetty on 07 March 2024. The first one at 4.00 am and the second one at 6.30 pm.


No police patrol boat nor patrol boat from Fisheries department intercepted the illegal fishing boats. This is serious lapse in enforcement mechanism and proves that instead of Police and Fisheries department mechanised fishing lobby is exercising their Writ in Zuari river to violate the law of the land that prohibits mechanised fishing within 05 kms from the coast.


We have brought the violation to the attention of Coastal Security Police via their mobile number 7875756073. However we are not updated by DYSP Coastal security if any action has been taken on the matter.


We will report this to the Hon'ble Bombay High Court.

Subject: Water Sports obstructions to fishing activities in Zuari river river



Sir/Madam, 


This is to bring to your urgent attention obstructions faced by fishing communities due to water sports activities in Zuari river. Water sports activities permitted by Department of Tourism in the name of 'ease of doing business' bypassing Department of Fisheries as well as local Panchayat bodies has triggered disruption of fishing activities in Zuari river. Movement of water sports boats has invaded fishing spaces in Zuari river causing tearing of gillnets casted in the river as well as creating sound vibrations that chase away fish from the usual undisturbed Zuari river habitats.


In the above context we call upon your office the following:


1. Revoke all the ecistinf permissions granted to water sports activities in Zuari river waters with immidiate effect from Taleigao coast to Siridao coasts covering villages of Odxel, Cacra, Nauxim, Bambolim and Siridao.


2. Deny granting of any new permissions to water sports in Zuari river involving Territories mentioned at point no.1above.


We look forward to your co-operation and compliance to this letter to ensure smooth conduct of fishing activities by small scale fishing communities in Zuari river.

In response to call letter from Harbour Police Station in mechanised fishing matter

Subject : Call letter dated 28/02/2024 from Pradip R. Velip, Police Inspector, Harbour Coastal Security Police Station in connection with Writ Petition no. 2844 of 2023 at Goa Bench of Bombay High Court


Sir/Madam,


We are in receipt of yet another call letter from Harbour Coastal Security Police Station in connection with our complaints on illegal trawling and purse seine fishing in Zuari river dated 01/02/2024 and 22/02/2024, both addressed to your office along with evidence of violation of Goa Bench of Bombay High Court Order dated 09/01/2024 in Writ Petition no. 2844 of 2023 which we have already inwarded to your office on 27/02/2024.


This to place on record that in response to earlier call letter dated 22/02/2024 from Rohidas K.Velip, PSI on the same matter we visited Harbour Coastal Security Police Station on 26/02/2024. During our time at the Police station we were shown documents containing internal notings by the Office of Superitendent of Police on our complaint dated 01/02/2024 directing Harbour Coastal Security Police Station to call meeting of both the Parties. 


Now we find this direction from the office of Superitendent of Police, Coastal Security extremely objectionable in the light of following context:


1. It is legal duty of the office of Director of Fisheries as well as Superitendent of Police, Coastal Security to prevent mechanised fishing within 5 kms from the shore as the the prevalent law in force.


2. There is standing order of the Goa Bench of Bombay High Court dated 09 January 2024 in Writ Petition no. 2844 of 2023  that has specifically alerted both Director of Fisheries as well as Superitendent of Police, Coastal Security against allowing any mechanised fishing within 5 kms specified area as per the law.


3. Inspite of the High Court Order mentioned at point no.2  both Superitendent of Police, Coastal Security as well as Director of Fisheries allowed massive mechanised fishing inside Zuari river to go on during mid-night on 31/01/2024. The digital evidence of the same with GPS locations of the venue of mechanised fishing within specified area is already inwarded to your office via our letter dated 22/02/2024 in pendrive. 


4. Following from above point nos 1, 2, & 3 all the details of the violations of High Order dated 09 January 2024 is communicated to your office in completion. All that your office has to do is initiate action and submit your compliance report to the Hon'ble Goa Bench of Bombay High Court. 


5. Hence the directions of Superitendent of Police, Coastal Security given via internal notings on our complaint dated 01/02/2024 to call for meeting of both the parties at Harbour Coastal Security Police Station is wrong and needs to be withdrawn immidiately as it is in violation of law in force and we shall be constrained to report to the Hon'able High Court the conduct of the office of Superitendent of Police, Coastal Security.


6. As the current matter in sub-judice state due to litigation at High Court via mentioned Writ Petition we will not be attending any meetings with those involved in mechanised fishing within specified area of 5 kms as there is nothing to be negotiated at all. So in this context kindly issue necessary directions to the Police Inspector, Harbour Coastal Security Police Station and keep us informed.


Additionally, if there is need for the meeting with our Union to discuss policy matters relating to preventive measures needed in addition to what contains already in our petition then let it be convened through proper protocols through the office of Advocate General to the Government of Goa involving also Director of Fisheries, Superitendent of Fisheries, Captain of Ports etc, and we will participate.

Please take note of paragraph 07 of the attached Order dated 9th January 2024 of the Goa Bench of Bombay High Court in Writ Petition no.2844 in connection with your call letter addressed to the President, All Goa Small Scale Responsible Fisheries Union as under:


"In the meantime, we direct the prohibition as emanating from the notification issued by the State Government in respect of the use of mechanised vehicles which be strictly ensured by the authorised officer and other authorities concerned failing which the Court may be constrained to initiate appropriate action against those responsible for unabated mechanised fishing despite prohibition."
