Constitution of India authorises all to speak out

On Sunday 14 February 2016 there was report in Herald daily published from Panjim based on press note from a proxy of Ozone corporate, Archbishop of Goa and Mahendra Gaunekar as to who authorized people from Vanxim to speak on behalf of the village. The name of Bharat Mukti Morcha was also included in this note. We had circulated a note to few on this and now there is wider demand to circulate this note on this blog. So we share this note as under

Herald dated 14/02/2016 carried news item on page 3 which can be refereed to. Bharat Mukti Morcha is registered organization at national level and Maggie Silveira is the President for the State of Goa. She not only representing Vanxim but has reached more than 25 places of Goa to offer solidarity and oppose corporate bodies who oppress the People and land of Goa. We have seen corporate bodies, in the name of development only destroying beautiful Goa. People of Goa are no fools because they have wisdom, intellect and prevailing sense to see the future of Goa.

The Constitution of India under Article 19 has authorized everyone in India to fundamental right to freedom of speech and expression. So Maggie, Seby, Maryann, Dumian, John and People from Diwar and Vanxim as well as Fr. Michael Fernandes and people all over India has  automatic authorization to speak in defense of Vanxim. We are aware that voices of truth are threat to Archbishop, Ozone
Corporate and Mahendra Gaunekar and provokes them to set up proxies to speak on their behalf. 


Vanxim does not belong to Archbishop of Goa. It belongs to Santa Monica convent, Old Goa. Archbishop did not bring Vanxim as dowry on any occasion and he has no right to overrule public interest to support private interests.

Development with Political vendetta in Vanxim


 The road tarring taken up in Vanxim is guided with political vendatta by MLA P. Madkaikar and Sao Mathias Panchayat. The road works taken up in Vanxim is contrary to the Gram Sabha decsions for complete tarring. Vanxim road refered here was not touched for past 17 years. The road refered to as from Manuel Furtado's house to Margaret Silveira's house is widely used by public but only half is tarred. In addition the procession of St.Sebastian comes on this road followed by procession of  Holy Cross feast, third sunday of lent plus Good Friday procession. Sarpanch has carried on this act in collusion with MLA P. Mandkaikar, Ozone corporate and Mahendra Gaunekar who wnats to creat frictions in the village due to opposition to Hotel project in which Goa Archbishop too is involved. This is what refelects development in Vanxim - Public interest is served with utter contempt.

Subject: High Level Irresponsibility by Directorate of Fisheries
Madam/Sir,
We thank you for your past co-operation towards the cause of traditional fishermen in Zuari River. Once again we are compelled to approach to you serious nature of Fishing Rights violations in Zuari River. In our last letter to you dated December 28th 2015 we had presented to fishing rights violations that took place from 17/12/2015 upto 27/12/2015. We hoped that in the New Year 2016 we would not be compelled to lodge more complaints in this regard. However our daily documentation has revealed the complete breakdown of Fisheries department machinery in tackling the ongoing fishing rights violations in Zuari River chiefly by illegal trawling and illegal mini per seining. As you are aware both these are not only illegal but also ecologically damaging to the sustainability of fisheries. Our complaints to the Fisheries department of the past have not met with satisfactory results. Hence we call upon your attention to look into this as present to dairy of 37 fishing rights violations from 28/12/2015 to 17/02/2016.

Superintendent of Fisheries called Rohidas Andrade, Bambolim convener of Bharat Mukti Morcha questioning the need for sms campaign. Rohidas was then told to wait till Superintendent report to the site. Even after awaiting for 90 minutes no official from Fisheries department turned up. We wonder as to why department is wasting our time and energy.

22 trawlers carried on illegal fishing at Siridao-Odxel Coast. Fisheries department responding to calls from fishermen replied that their patrol boat has suffered breakdown. Later in the evening one official from Fisheries department informed that patrol boat is okay and purposely it was not sent at the site of violations. This is pathetic way of functioning of the fisheries department.

This data indicates that there have been 37 instances of fishing rights violations as documented by Bharat Mukti Morcha units at Zuari Coast. Trawling particularly has taken its toll of the riverbed as trawling involved digging of the river bed. This is ecologically harmful style of fishing. This type of fishing is being carried on inspire of it being outlawed by law in rivers.
In addition to this we also want to bring to your kind attention that trawling and mini-per seining also takes place during night time. Due to darkness we are not able to give your proper count.
Kindly take immediate steps to stop illegal fishing during day and night. As per the above data in the table the safe conclusion is that there is high level of irresponsibility in its functioning.
Bharat Mukti Morchas calls upon you to act responsibly and stop illegal fishing in Zuari River. Install permanent 24 x 7 fishing patrol vessel in Zuari River
