DPR for Goa rivers dredging

These are detail project reports (DPR) for rivers in India specially the links https://iwai.nic.in/waterways/dpr-report. These rivers are studied for the purpose of dredging. 

Fishing will be completely destroyed if dredging activities are carried on in rivers. 

In Goa too Rivers such as Chapora, Mapusa, Mandovi, Cumbarjua, Zuari features amongst those whose DPR is completed by Inland Waterways Authority of India.

Fishing communities will loose their livelihoods completely if these projects are realized.

Now is the time to reach out to fishing communities and organise into Unions.

Tribute to Antonio Fernandes

It’s scientifically proved now, DNA report arrived from Hyderabad. It confirmed that the portion of the body found on highway in Mapusa in early May 2014 is indeed of missing Antonio Fernandes, an employee of River Navigation Department, Government of Goa posted at Amboi-Vanxim Ferry boat hailing from Caranzalem, Panjim.

It has also been confirmed that Antonio Fernandes was tortured to death after he went missing on April 4, 2014, the time when election code of conduct was in force in Goa for Lok Sabha elections. Post mortem report also reveals that Antonio was gagged and suffocated to death. But this is not all. He was killed by dismembering. His both legs were cut, his abdomen cut was being chopped off part by part. The murder like this can be carried on only, his both hands cut. His eyes torn apart and badly injured, his jaws hammered, his head injured. He definitely must have suffered acute bleeding as his body by person or under directions of person with advance level of satanic possession.

The intention of the killing and the identity of the killer are still not confirmed by Police and no arrests are made so far.

Two days after he went missing from Vanxim Ferry his two wheeler was found abandoned in Dhargal, Pernem. Police attached to Old Goa Police station did not take dog squad to the spot of the bike for reasons best known to them. This may either be the case of gross negligence on the part of Police or may be even something worse – active collaboration in the crime by refusing to record evidence when it is readily available at the site of the abandoned bike. This act of omission on the part of Goa police does not contribute to boosting public confidence in Goa Police as far as detecting of crimes is concerned. Every such detail is a must to be looked for evidences and for the investigations and not what Goa Police attached to Old Goa Police Station did.

 On 20^th September 2014 remains of the Antonio’s body was laid to rest in funeral services at Our Lady of Rosary Church, Caranzalem, near Panjim in Taleigao cemetery attached to St. Michael’s Church. This piece of writing is a tribute to Antonio Fernandes. His killers are still at bay even though over 85 people are reportedly questioned by Goa Police at Mapusa Police Station. The horrendous nature of this murder has not only shocked his wife Maria, her sisters, her father and her loving Mother who just passed away couple of days ago out  of shock, young three children of Antonio, his brother, sister, cousins, relatives, friends and also number of people across the State of Goa and Bharat Mukti Morcha.

The murder has contributed only to further strengthen the notion that Goa is a sophisticated lawless state. Criminals in Goa can not only go scot free but they will not even be booked for not only for petty crimes but also for heinous crimes like Murder. And what a way Antonio was murdered. His murder by dismembering can be compared to the death of Graham Stein and to Jesus Christ both of whom were tortured to Death. Graham Stein was along with his two young sons was burned alive in Orissa by member of Bamani outfit. While Jesus Christ was tortured and then crucified. St. Lawrence was baked to death for gathering poor of the Rome and telling the Roman Emperor that Poor constitute wealth of the Church instead of Gold, Cash, diamonds, Silver etc. Rosa Luxemburg was dismembered and killed in Russia for exposing communist obnoxious anti-intellectualism. Chatrapati Sambaji Maharaj, son of Chatrapati Shivaji Maharaj too was cut including his tongue and ears into pieces as per law of Manusmriti and his body parts spread out in various places. Chatrapati Sambahaji Maharaj as well as Chatrapati Shivaji Maharaj worked against bamon Raj and both of them were killed by Bamani conspiracy.  And Goa has a Bamon as a Chief Minister who is also Home Minister Manohar Parrikar.

The very fact that Antonio Fernandes was picked up in broad day light, and tortured to death confirms the degraded state of law and order situation in Goa. This case proved conclusively that Goa is a torture chamber where mulnivasi people can be abducted and chopped into pieces, put into deep freezer and whenever needed can be thrown on the road. And when police had the opportunity to detect criminal they do not press dog squad in service. Under whose directive did police carried on this act of omission is no known but ultimate responsibility rests with Home Minister who is reputed to follow up certain criminal cases minutely. If Antonio was a Bamon and was cut into pieces would Chief Minister keep this case on low priority or no priority? Sure not. Goa government that is Bamon Raj government understandably treats mulnivasi people of Goa as cows, goat, fowls, and pigs at slaughter house. Just the way the killer of Antonio does.

The priest at the funeral service Fr. Lawrence Fernandes remarked that Antonio’s murderers will never be detected for there is no justice in this World. But family members, relatives, friends and Bharat Mukti Morcha are very determined that the killers of Antonio be detected, arrested and put on trial in the Court of Law.

The murder of Antonio has created deep mental, emotional and social wounds. They can be healed only after the killers of Antonio are brought to books. Since police system has failed to detect and arrest the Killer, family members have placed the matter before God the Almighty for him to take things under his control. At the miraculous Holy Cross at Vanxim plus procession of Our Lady of Miraculous Medal statue from Navelim, Salcete and couple of times Latin Mass celebrations held will yield the required results; for Killer can fool around with humans and even law enforcing agencies - as the present case – but not with God who is Omnipotent who is Alpha and Omega (the Beginning and the End). The results are awaited very soon. Watch and Wait (the very act of every detail of our life is known to God). Nobody can fool. Even a leaf will not move without His command.

Funeral was largely attended, yet the family member of Antonio remarked “I was expecting a bus load of people from Vanxim to come for the funeral of Antonio Fernandes”. Antonio worked on Vanxim launch (gasoline) for couple of years. We should live as complete human beings having concern of whatever happens around us. This is called Humanity. Let us not live selfish.

The details of Antonio’s death were shown on TV channels plus the print media where many people have seen and read the same. People should have made lot of letters to Home Minister who is also our Chief Minister Manohar Parrikar questioning him on what he has done on such a brutal murder case that of Antonio. Is CM protecting the killers of Antonio Fernandes? Where are we Goans heading for? Is this called as brotherhood? Do we value human beings especially as Goans when we are so richly called as hospitality people? (here the word ‘Goans’ does not include bamons who are Eurasians and ruling over Mulnivasis through conspiracy).

People with integrity will never remain without doing the above. It is required my people of Goa. Let us remain awake for such a cause of humanity.

Now as the family members are proceedings with this matter to CBI let us all pray daily in our personal prayer, family prayer that the culprits are brought to books as per God’s plan.

Goa police foil blackmail for corruption at Dr. Ambedkar English High School, Mapusa

Well done Goa Police!

It was for the last two days that is on 21/3/2014 and 22/3/2014, that the Manager Mr. N.G. Akhargekar visited the houses of some students especially Scheduled Caste students studying in Dr. Ambedkar English High School along with the teachers namely Mr. Dattaram Chari, Mrs. Sairabanu Jamadar, Mrs. Manda Sugire, Mr. Siddharth Shirodkar , Mr. Pravin Kalangutkar, Laboratory  Asstt. Mr. Bilal Shaikh, Clerk Mrs. Tina Parulekar and Peon Mr. Vishnu Ugavekar and complained to the parents of some of the students that their children had spoiled, were disturbing the classes, were engaged with girls, that they bunk classes everyday and roam about in a group etc. He also alleged that the two teachers namely Mr. Anant V. Kaushal and Mrs. Milan A. Nare have instigated the students. 

However the Manager has very wisely concealed the fact to the parents that the two teachers have filed writ petitions against him in the Honourable High Court of Bombay at Panaji-Goa for their harassment and for asking a bribe of Rs.9, 000, 00 (rupees nine lakhs) each for confirming their services in the school. The Manager has united the whole staff against these two teachers to harass them and score his gains. Now he has targeted the students for they are in good relation with these two teachers.  Unfortunately the Manager and the teachers who should have helped these students to improve their behaviour if they were doing any mistake rather  they visited  their houses in a group that too by the school bus given by the  Government and leveled various allegations against the students.

Thus the Manager spoiled their names when they did not indulged in any of such activities narrated by the Manager to their parents. After the complaints from the school staff some of the parents also started harassing them. The Manager and few teachers are set to create grounds for expelling these students from the school as some of them are not ready to pay Rs. 5000/- for their promotion to next classes and they are in good terms with these two teachers. 

However the Children Education ACT 2003 prohibits the Manager from expelling them from school. Although complaints were false and concocted but made the children feel ashamed for tarnishing their image in the eye of their parents and even the neighbors who noticed the school staff members all together visiting the houses of these students. Consequently the following day that is on 24/03/2014, the upset students asked the Headmaster to explain what deeds they committed which made them to label as ‘spoiled students’ that they are engaged with girls and so on. The students also asked them to explain it in front of the two teachers how they had spoiled them. The Headmaster said he did not say anything bad about the students but it was the Manager. 

The Manager then was called by the Headmaster who was asked the same question. The Manager denied that he said anything bad about any students. The upset students did not agree to the false statements of the manager. Then the Headmaster called a policeman and took him inside  the class IXth which was engaged by the  teacher Manda Sugire. Along with police the Headmaster Mr. Dattaram Chari and the Manager Mr. N.G. Akhargekar also entered the class. Firstly it was wrong on the part of policeman to entered the class. Secondly his tone of asking questions to the students was wrong. The policemen in the beginning should have inquired what about the matter but one of the policemen directly said “you have come here to study. Then he raised a question, “why did you go to fight with teachers?”  Mast. Gautam Kamble told the policeman that the Manager along with the Headmaster had leveled allegations against them and spoiled their image and which had hurt them greatly. Then the policemen were off. 

It was again on 25^th March 2014 that the students asked the Headmaster to prove what made them label as ‘spoiled students’. Then the headmaster again called the policemen whom the students told that the school staff had spoiled their names by leveling various allegations against them. As the students were extremely hurt it was on 26^th March 2014, that the students remained outside the classroom and demanded the Headmaster to solve their problem by contacting their parents and telling them about the fact. 

The Headmaster again on the third day called the police. The students explained to them that the Headmaster, few staff members and the manager were playing with their lives and spoiling their names. The police officer warned the Headmaster, Manager and the peon not to blackmail, beat or harass the students.

The School management has launched ferocious public pressure campaign against two teachers Anant Kaushal and Milan Nare who is standing up against corruption and currently inquiry is on under directions from Goa Bench of Bombay High Court, Panaji. Bharat Mukti Morcha strongly condemns Ambedkar High School management for the activities described above and advises Chief Minister Parrikar who if serious about education in Goa as education minister  to take strong action action against the manager Mr.Akhergekar who is responsible for bedlam to School, Students, Teachers, Parents and neighborhood.

Targeting Goa’s slums is a part of bamani conspiracy to hide Bamani infiltration in Communidades

Our (Bamons) goal is accomplished one drop at a time so as to never bring suspicion upon ourselves. This prevents them (Mulnivasis) from seeing the changes as they occur

August 11, 2012 issue of ‘The Goan’ carries a centre spread story titled ‘Lords of the Slums’ on pages 16-17. It blames politicians of protecting slums in Vasco, Margao, Cortalim, Dabolim and Mapusa. This weekly paper is published by Fomento Publications. Fomentos also have their interest in destructive mining all over Goa and are even proved to be using explosives illegally on the Hiralal Khodidas mine in Colomba while extracting of ore, tries to convince the readers that people from different parts of India are illegal occupants on the lands that they occupy since 1970 and 1990. The paper claims that 70% of Goa’s land is owned by 223 Communidades and communidades are known as ‘Ganvkaris’, ‘Ganvponn’ that has unique and age-old Collective land ownership pattern. It also claims that Ganvkaris (Communidades) came into existence sui juris and prior to creation of State. They were developed by clearing the jungles and establishing villages, installing their village deity and introducing private laws. It does not tell that this Ganvkaris belonged to Gawdas and Velip tribes in Goa and that Fomentos along with other mining companies like Salgaoncars, Chowgules, Dempos, Sesa Goa, Vedanta, Damodar Mangalji are involved in causing irreversible damage to their habitats with their mining plunder of Goa. It does not disclose that Bamons who have infiltrated on communidades are invaders from Eurasia and they need to be shown the door.

The weekly paper claims, quoting government data that all together there are 2,515 illegal constructions on Communidade lands in Goa. Further ‘The Goan’ is trying to provoke bulldozing of these ‘illegal’ constructions, this time by quoting Indian Supreme Court judgment in Civil Appeal No. 1132/2011 @ SLP © No. 3109/ 2011 pertaining to unauthorized occupants of Gram Sabha and Gram Panchayat lands. It is pertinent to note that office bearers and activists like Nelson Azavedo and Luis de Sousa of Communidade movement have been repeatedly challenging the legitimacy of imposing Panchayats rule in Goa in their various presentations at Goa University and other places in Goa, and even in Court case at Goa Bench of Bombay High Court. If Communidades agree that their land belongs to Panchayats then they will be negating all that they have been saying publicly since 1997. ‘The Goan’ advocates that Communidade lands be declared as Panchayat lands. It swims against the tide of Communidade Movement in Goa.

The reason for this advocacy is understandable for it is well known fact that this weekly paper is playing the PRO role for BJP variety of Brahminism and even before this paper was launched its editor played this role as an editor of ‘OHeraldo’. For Bharat Mukti Morcha it makes no difference whether it is BJP variety of Brahmanism or Congress variety of Brahmanism for we are committed to uproot all varieties of Brahmanism. Every Brahmanism supports Capitalism in India. It is important to keep in mind that Bamons have long term interest in taking over Communidade lands in Goa, ‘rationalizing’ them and the plans to this effect are already declared in ‘Goa 2035: vision and road map’. This is a vision of Bamons, by Bamons and subscribers of Bramanism, for Bamons. Mulnivasis has nothing in it not even mention is made of existence of ST, SC, OBC people. For Bamons we are all erased and no longer exists today and also in 2035.

‘The  Goan’ deliberately did not explain reasons behind the emergence of slums not only in Goa’s Communidade lands but all over the country. It did not explain that it is the policies of Brahmanism ushered in on 15 August 1947 onwards that are responsible for the skyrocketing poverty in India. People living below poverty line were pegged at around 12 crore in 1947. This number has witnessed sharp increase and touched 83 crore whose daily income varies from Rs. 5/- to Rs. 20/-. This is an official government of India data as per Arjun Sengupta committee report. And there are no Brahmins living in slums, no Brahmins living below poverty line; for they are the rulers of this country and that’s why all the aboriginal people of India – ST, SC, OBC and those converted from these categories are the once who are forced to live in poverty due to the well engineered policies by the State for the past 65 years that witnessed Bamani rule of Congress and BJP for long period of time.

Why then ‘The Goan’ only targets these 2,515 houses? It is due to Bamon’s very own ways of achieving the targets of decimating mulnviasis ‘Our (Bamons) goal is accomplished one drop at a time so as to never bring suspicion upon ourselves (Bamons). This prevents them (Mulnivasis) from seeing the changes as they occur’. If all the mulnivasis are to get targeted then it would be too difficult to handle the backlash. Bamons have experience in this for many thousands of years. Any case we have witnessed the pattern of attack here in the past two weeks; first issue dated 28 July 2012 Mulnivasi South Goa Taxi owners as Gangs and Mafia, then second issue dated 4 August 2012 targeted Mulnivasi Muslims of Goa as harbingers of Terrorists, and now this is a third target: Mulnivasis in Communidades and mulnivasis living in slums. In none of the targets Bamon is sought to be victimized but only the Mulnivasis are its targets sometime they are Christians, sometimes they are Muslims, and latest all category of mulnivasis SC, ST, OBC and converted minorities staying in slum areas.

The right to vote of the mulnivasis staying in slum areas is also the target of ‘The Goan’. The article seeks to convey that because the mulnivasis have votes that they are getting protection of politicians. It does not write that it was Dr.Bhimrao Ambedkar who gave them vote and not the manusmriti. Manusmriti effectively denied any rights to all the mulnivasis and had turned all of us Shudras, Adivasis and Untouchables into slaves. ‘The Goan’ has not mustered courage to attack Dr.Ambedkar for giving votes to these slum dwellers, but surely it wants them to be disenfranchised.  Slums, legal as well as illegal are the creation of Bamani rule over India and they will go away only when Bamani rule is destroyed and reduced to the ashes. Individually targeting few thousand houses in Goa’s slums is a part of bamani conspiracy to hide Bamani infiltration and takeover of Communidades in Goa.

'The Goan' will never publish as to how Bamons have systematically infiltrated into the management of communidades in Goa and taken them over. It will never do the survey of all the 223 communidades and investigate as to how Bamons entered their names into Communidade records as share holders. For it stands to protect Bamons as this weekly - like so many other print and electronic media in Goa - is owned and edited by Bamons; for it is self destructive job for bamons in India and that’s why they will never do it nor have they ever done.

Let’s take the case of Colomba Communidade. Eurasian Bamons have completely taken over this communidade and all the tribal people have been left out of the communidade affairs. The names of tribal people like Rama Velip has been erased from the records of the Communidades and all the bamons have hijacked it. One Bamon Dilip Prabhugaonkar transferred 31 hectares of Commundade land as his private property during 1972 land survey (that is the biggest land scam in Goa so far that allowed Eurasian Bamons to be legal owners of lands of mulnivasi people who were deprived of education and hence were ignorant of what was going on in the legal matters). These 31 hectares of land was classified Forest land. Prabhugaonkar converted this land in nexus with the State authorities into rice field when there was no rice field there at all. After this conversion this land was sold to Fomento mining company. This land today is used and abused by Fomento the boss of ‘The Goan’, yet it will not publish this in its weekly. The other Eurasian Bamons besides said Dilip Prabhugaonkar that are involved in capture of Colomba communidade includes Avaduth Prabhudesai, Venkatesh Prabhudesai and Anil Prabhugaonkar. Two weeks ago on 29 July 2012 Eurasian Bamon from Margao Advocate Uday Bhemre, ex-MLA and culprit of engineering Bamani language as Goa’s official language publicly declared in Margao Court premises that Bamons have grabbed lands of tribal people of Goa. Of course he said this with the intention of pacifying tribal people of Goa that are involved in commanding State to declare Tribal Area under 5^th Schedule of the Indian Constitution. He was silent on as to Bamons will return these lands back to tribal people of Goa.

The story of Bamons infiltrating inside the Communidades that were originally known as ‘Gaunkaris’ and ‘Ganvponn’ is widely spread out to various Communidades in Goa. Its spread is cancerous and requires very serious treatment. The example of Colomba communidade is cited only as a sample of Brahmanism that has eluded focus even of the people involved in defence of Communidades. There is a need to investigate as to why this aspect of communnidades remained without investigation by the movement in defence of Communidades headed by Adv. Andre Pereira who hails from OBC community in Marmagoa taluka.

What 'the Goan' has done is that it has focused on the Slums with the intention of making the Bamon grip over Communidades even stronger. Yet Bamons cannot fool all the people all the time. Especially it cannot fool Bharat Mukti Morcha that is committed to destroy Bamon rule in the country sooner than later.

Bharat Mukti Morcha stands in defence of Communidades of Goa. Bharat Mukti Morcha considers Bamons as number one enemy of communidades not only for having infiltrated inside Communidades and conspiring to throw Goa’s mulnivasi Shudra people out of communidade managements but also for creating the problem of slums all over India by way of Bamon rule in the entire country for the past 65 years that has pushed mulnivasis people to settle on Communidade lands.

The ultimate objective of this article in ‘The Goan’ is to trigger violence against Mulnivasi people from Goa and Mulnivasi people from other parts of India. This weekly has already indulged in ideological violence against mulnivasi people living in slums. The authors and architects of this seeds of violence are Bamons. Bharat Mukti Morcha is committed not only to resist Bamani violence but to overthrow the Bamani domination in every field of life. The problems of Communidades and problems of mulnivasi slum dwellers have common origin - the Bamon. It is in the selfish interest of perpetuation of Bamon rule that they are trying their level best to trigger a riot against slum dwellers in Goa. Bharat Mukti Morcha will expose Bamon conspiracy at every stage; destroy Bamon plans to convert Goa into play ground for Bamons by putting one group of Mulnivasi people against another group of Mulnivasis.
