Construction of wall in Zuari river waters at Bambolim by Hotel Grand Hyatt

25.10.2025

To,

Member Secretary,

Goa Coastal Zone Management Authority,

Panaji, Goa

Subject: Construction of wall in Zuari river waters at Bambolim by Hotel Grand Hyatt

Sir/Madam

All Goa Small Scale Responsible Fisheries Union (AGSSRFU) pre-occupied with the above subject as the its fisher members on Zuari river coast are directly affected.

There is ongoing construction of retaining wall in Zuari river waters by using heavy machinery specially at night time by Hotel Grand Hyatt at Bambolim.

The destruction in this manner of the coast has made portion of Bamboljm Beach dissappear under construction material dumped in by Hotel Grand Hyatt.

This is affecting fishing activities adversely. We are aware from media reports that many people including St. Andre MLA Viresh Borkar has already brought this nefarious activity to your attention. However we write this to you after noticing that inspite of all the public objections Hotel Grand Hyatt continues to carry on constructions almost 10 meters into the Zuari waters.

This encroaching of water spaces contributes to rising of water in fishing sites.

Kindly direct your staff to stop this zuari river land grab immidiately.

Thank you.

Yours sincerely,

Sub: Night-time hooliganism on beach stretch from Dona Paula to Siridao

Sir/Madam,

All Goa Small Scale Responsible Fisheries Union (AGSSRFU) are obliged to bring to your urgent attention night time hooliganism on beaches on Zuari river coast from Dona Paula to Siridao beach. People visit on these beaches - often with vehicles without number plates - after 11.00 pm and spend time on beaches till morning. Sometimes males and females are together as couples. Sometimes groups of males descend on beaches with alcohol bottles. After drinking they routinely break glass bottles on beaches and close to fishing canoes creating dangerous situation for fishers. Often there are cases of narcotics consumption too.

Please pay urgent attention to this for the sake of safety of fishing operations by canoes on a these beaches due to broken glass pieces every night.

Awaiting your response.

Thanking You,

Yours sincerely,

Objections to CM's Advocacy For Marina at Nauxim

AGSSRFU objects to Goa CM advocacy for Marina at Nauxim

All Goa Small Scale Responsible Fisheries Union (AGSSRFU) strongly objects to Goa Chief Minister Pramod Sawant's latest statement advocating the cause of Marina at Nauxim that is detrimental to the fishing communities of Zuari river.

His repeated advocacy for Nauxim Marina projects him as am unofficial PRO of Kargwal Constructions Private Limited even though he is official CM of Goa. Dr. Sawant's latest claims that Marina will create jobs for Goans is another such misleading information that hides the fact about hundreds of people and families engaged in fishing at Zuari river will be expelled from the waters. CM must study EIA report of Nauxim Marina that has noted that Marina will have Long term irreversible negative impact on Fisheries.

AGSSRFU calls upon Goa Chief Minister to stop advocacy for Nauxim Marina, get the Marina lease deed canceled and create security of tenure for fishing in Zuari and all other waters in Goa. This will be much better appreciable engagement for the Goa Chief Minister on Nauxim Marina rather than his current empty rantings.

Nauxim Marina: Goa CM As Enemy Of Fishing Communities

Nauxim Marina: Why Goa CM Sawant has turned into an enemy of fishing communities of Goa?

Goa Chief Minister Pramod Sawant functions totally in unscientific way even though he claims to be medical doctor. His irrational ways of functioning stands our clearly with regard to his repeated statements advocating Marina at Nauxim for the filthy rich in Zuari river inspite of its EIA report clearly stating that Marina will cause irreversible, long term, negative impact on Fisheries of Zuari river that provides jobs to hundreds of people.

And yet two days ago he has claimed that Marina is required at Nauxim to provide jobs to Goans.

Policies of Goa Government has taken over tribal lands for Goa University depriving local villagers of Cacra, Odxel, Nauxim from carrying on vegetable cultivation. People were promised Jobs then too. To get job in the University even of the lowest ranks one has to bribe heavily. As a result local Goans of these villages stands no chance of jobs. Even existing jobs are taken away and multi-tasking staff episode of Goa University is an excellent example.

To add insult to the injury Goa Universty releases its sewerage into Cacra village and Zuari river by installing defective STP on the campus. All this is supervised by Goa Chief Minister who is also education Minister of Goa.

Release of sewerage into river waters has drastically changed marine environment for the worst. Goa Government through its acts is decidedly committed to destroy Goa's marine eco-systems. Casinos in Mandovi and disgusting activities there is what fetches funds to political parties and sewage into Mandovi. Goa is being gambled away and this must reverse.

Goa Medical College was set up at Bambolim with promises of Jobs for locals. Currently five kadamba buses ferry its staff from Sattari due to Vishwajit Rane's lopsided policies of allocating GMC jobs to his voters in Sattari.

Local people of Bambolim are deprived of their land and the jobs too.

Now the same con game is sought to be extended to take over direct possession of fishing spaces in Zuari river. To hand over this river for luxury tourism and deprive small-scale fishing communities of their self-employment. Depriving fishing communities of their livelihoods by installing marinas is a criminal act and this intention is occupying mind and heart of the Goa Chief Minister.

One can only imagine as to how much he and his BJP must have been fueled up to utter regular mouthful of thrash saying Marina is needed to create jobs for Goans.

The culprit of this attempted derivation of fishing communities of Zuari river is Government of India through its Ministry of Shipping, National Waterways and Port under whose Jurisduction MPT/ MPA functions. It's MPT that has leased out Zuari river to Kargwal Constructions Private Limited for 30 years in 2010 and Goa Chief Minister by supporting Marina at Nauxim has evidentiary placed himself as an enemy of self-employed small-scale fishing communities of Goa.

It's upto Goa CM as to decide as to how long he wants to be in the enemy camp and foster upheaval and unrest in the troubled waters. Fishing communities will navigate through all the hurdles placed by Goa Chief Minister Sawant.

India's Ministry of Ports is destroying several coastal spaces in India- Mumbai though JNPT/JNPA, Vizhimgam through Adani in Kerala, Wadhvan in Maharashtra, Honnavar in Karnataka, Vishakapatnam in Andhra Pradesh and several more coastal places. Its flagship project Sagarmala is a Garland of costal destruction of ecology and economy of small-scale fishing communities. Destruction and disruption of Indian coast is being done through various agents. Goa's Chief Minister Sawant who advocates Marina at Nauxim and is one such destroyer of Goa's coast and our fishing based livelihoods.

Goa Legislative Assembly debates Marina at Nauxim

Nauxim Marina came in the Legislative Assembly today at 11.30 am. Government has presented some documents including objections. Few letters from All Goa Small Scale Responsible Fisheries Union are also presented.

The Legislative question was raised by MLA Cruz Silva of AAP. Few other MLAs also opposed like Viresh Borkar of Revolutionary Goans Party, Adv. Carlos Ferreira of INC, Vijay Sardesai of Goa Forward and Reginald Lourenco, Independent. They raised multiple grounds for opposition including ownership of river bed being with State Government as per land revenue code 1968, existence of scheduled II species Windowpane oyster under Wildlife protection act, livelihood of thousands of fishing community families on Zuari coast, enforcement of Public Trust Doctrine etc.

Leader of the Opposition Yuri Alemao backed up the opposition to Marina.

Chief Minister Dr. Pramod Sawant as well as Environment Minister Alexio Sequeira stated that application of Marina project proponent hasn't been decided upon.

It is very good development that Marina discussion has reached at this level to be debated at State Legislative Assembly.

We hope that those MLAs representing Zuari coast and are directly affected will also speak up at the opportune time. These legislatures as named by Viresh Borker includes Rudolph Fernandes of BJP (elected as INC) representing Santa Cruz Constituency, Antonio Vas Independent representing Cortalim Constituency, Jennifer Monserrate of BJP representing Taleigao Constituency and Babush Monserrate representing Panjim Constituency.

Marina is sought to be installed in Zuari river based on 2010 lease deed between Mormugao Port Trust and M/s Kargwal Constructions Private Limited.

Compulsion to converse in English by Fisheries surveyor

03 April 2024

To,

The Director of Fisheries,

Government of Goa,

Panaji, Goa

Subject: Compulsion from Fisheries Surveyor to speak

English by fishers of Bambolim, Nauxim villages

Madam,

We wish to bring to your attention that English speaking has been made compulsory for fishing communities by Fisheries surveyor of Goa Fisheries department in Bambolim, Nauxim villages.

Currently mass of fishing communities of these villages doesn't have fluency in and understanding of English and most mode of verbal communication is in Konkani. This has created obstacles in fishing related communications with Fisheries Surveyor deputed in these villages. We appreciate good intention of your Fisheries Surveyor in his approach towards English though currently not equipped with skills to do so.

In order to make fishing communities proficient in spoken English dealing with Fisheries Surveyor we request you the following:

1. Depute staff from your office to train adult fishing community members from Bambolim, Nauxim and other villages/places/localities/territory within the administration Jurisdiction of Fisheries Surveyor Harish Prabhu to teach English.

This will alleviate linguistic hardships currently faced by fishing communities due to adamant insistence to speak speak English with Mr. Prabhu.

We will collaborate with Fisheries department as English proficiency will be beneficial to fishing communities towards self-empowerment while dealing with such Fisheries surveyors and beyond.

Till this arrangement for adult Education program for spoken English is carried on appropriate instruction be given to the above named Fisheries Officer to make communications fishing communities easy and seemless preferably in Konkani till linguistic skills of our communities are upgraded by your office.

Thanking you in advance.

Yours sincerely,

Ojections to AHOY Marina Proposal at Nauxim waterfront

 20 Februrary 2024

Shri Aleixo Sequeira,

The Minister of Environment,

Government of Goa,

Porvorim, Goa

To,

Principal Secretary

Government of Goa,

Porvorim, Goa

To,

The Member Secretary,

Goa State Coastal Management Authority

Government of Goa,

Goa.

Subject: Objections to AHOY Marina Proposal at Nauxim in Zuari river waterfront

Sir,

Greetings from All Goa Small Scale Responsible Fisheries Union!

We wish to draw your urgent attention to the pending proposal before Goa State Coastal Management Authority to set up Marina project covering over 1,00,000 square meters of zuari river from.

We wish to place our objections on record before your office not only because fishing communities of zuari river have opposed this Marina proposa of M/s Kargwal Constructions Private Limited since October 2010 when the lease deed was signed with MPT. Its over 13 years that fishing communities have opposed this project and made sure it doesn't see light of day as it will destroy local fishing based livelihoods.

We came to know two weeks ago through Government replies to MLAs Cruz Silva and Viresh Borkar in Goa Legislative Assembly that M/s Kargwal Costructions Private Limited has applied afresh in December 2023 before Goa State Coastal Management Authority seeking permissions to set up Marina at Nauxim.

We came to know through above mentioned Government reply that project proponent has attached Environment Impact Assement (EIA) Report for the official perusal. We have studied refered EIA and wish to draw your attention to combined reading of pages 5.9 and 5.10 Tables 5.2 dealing with coefficient values foe impact Assesment and 5.3 dealing with impact quantification of Marina. The value given for impact of Marina on Fisheries is -2. It means Marina will have Permanent impact on Fisheries which is major, long term, negative and irreversible.

So the official submissions of the project proponent itself has provided evidence of assured destruction of Fisheries Zuari river and you are requested to take note of the same and reject the permissions.

We would happy to meet you in this regard should you need any further inputs from us.

Thanking you,

Yours sincerely,

Why Raju Nayak is wagging his tail on Nauxim Marina?

Raju Nayak and his hotch-potch writing "Nauxim..... Zauxim" in marathi Gomantak on Sunday, January 14, 2024 is yet another verbiage outburst of frustration and desperation.

Nayak doesn't even know the history of Marina at Nauxim that it is in 14th year of resistence. He writes that resistence has started few months back!

Raju Nayak has made spirited attempt to cover up his Maharastra master's nexus with Maharashtra's Kargwal Constructions Private Limited, both based in Mumbai. He has such a intimate Maharashtra presence that flows through his computer key board.

This time without naming he hints that it was Ashwin Tombat that influenced him to support Marina at Nauxim. Industry- media nexus are well known for a long time and Raju Nayak's behavior is akin to breast feeding kitten with closed eyes believe that if he closes his eyes whole world also closes all the eyes and goes blind during his moments ecstasy in self-delirium.

Raju Nayak refers to Nauxim Marina and writes elaborately on how it is going to support Fisheries. What is clear from his writings is the fact that Kargwal's AHOY Marina is incapable to hoodwink Zuari river fishing communities. That's reason Nayak pretended blind to the fact that Marina EIA report itself has noted that Fisheries in Zuari river will have Long term, Negative, Irreversible impact. One had to be either moron or marina paid journalist to commit such a gross skip. We believe that Raju Nayak is not a moron.

Raju Nayak has also mischievously skipped the fact in Marina EIA that has refered all the people residing in Nauxim, Cacra and Odxel are Shudras. Why Raju Nayak never highlights this in any of his propaganda dishlets in Gomantak newspaper or TV? Because he doesn't stand up for truth only pure propaganda. Or is it he is not a Shudra? Or is Raju Nayak Shudra of AHOY Marina?

When EIA is in public domain what is the value of Gomantak nonsensical  bullet points in print about fishing. Only positive thing mentioned in EIA Study about fishing is that Marina will supply fuel to fishing trawlers. And in Nauxim there are no fishing trawlers.

Raju Nayak goes about praising himself on his role in various agitations in Goa's history. Someone famously once said "Donkey praises his own tail !"

Raju Nayak is frustrated with the governance system in place in Goa. To get the clearance for Marina at Nauxim he want Government to set up one more Ministry, Ministry of NGOs! And it is not implied if Raju Nayak want to be the first Minister of NGOs in Goa to end frustration of those who pay him to play media mischief.

We wish Raju Nayak all the best for his rest of carrier in journalism in diverse colors including Yellow! We love to be entertained by humor cock! We enjoyed this piece of writing even though it was pathetic, incoherent, shabby, propagandist, terribly anti-fishing communities sugar coated biases. Such writing however has short shelf life and it would do good if Raju Nayak refrains from any further series of insults on Zuari river fishing. There is a saying that worth remembering "Every dog has his day".

Even Goa Chief Minister has come to his senses and directed Captain of Ports that it has not given any permision to set up Marina at Nauxim. Letter dated 13/12/2023 from Captain of Ports written to All Goa Small Scale Responsible Fisheries Union (AGSSRFU) even states that Captain of Ports has no Jurisdiction over Nauxim.

So why Raju Nayak is wagging his tail in marathi Gomantak?

Illegal trawling off Nauxim coast

From 8.30 pm today January 08, 2024 three trawlers are carrying on illegal fishing

All the complaints complaints to the Fisheries Control room has not solicitated any crackdown against these erring trawlers. In fact the staff at the control room is behaving in aggressive manner to those who phone to complaint.

When Journalism turns corporate propaganda machine: Praveen Sharna case on Nauxim Marina

When Journalism turns Corporate Propoganda machinery...

https://www.gomantaktimes.com/opinion/a-marina-could-set-sail-goas-economic-prosperity

There is expansion in the PR team of Kargwal Constructions Private Limited from Mumbai. Latest product of consent manufacturing factory from Mumbai Gomantak group of Publications has featured Praveena Sharma.

So far known PR team included Ashwin Tombat, Raju Nayak, Dr. Pramod Sawant, Shrinivas Dempo all harping in Marina economy in Croatia in Europe!

Sharma in 29 December 2023 Publication makes spirited attempt at advocacy of destructive AHOY Marina at Nauxim, Goa.

EIA Report of this marina has clearly stated that there is going to be major long term irreversible negative impact on Fisheries in Zuari river and yet these characters are still engaged in propaganda with all the Gomantaks - English, Marathi and TV channel making multi-pronged corporate driven, anti-fishing  propaganda.

Now Sharma article expands Goa's coastline by 55 kms from existing 105 kms to 160 kms without detailing geography of expanded coastline. Or possible Sharma just care a damn to accuracy in journalism. Its okay for propaganda work. If black crow is called red crow thousand times sufficient confusion will set in to actually consider black crow as red crow!

Article also rues over the hordes of budget tourists entering Goa and luxury hotels are facing economic crunch as room occupancy levels has dropped. So instead of advocating shutting down of luxury hotels article advocates destruction of Zuari river fishery by installing necessary infrastructure inside the Zuari river.

Tourism has already destroyed Goa's coast, de facto privatized beaches like Marriots at Miramar, violated coastal Regulation zones like Hotel Grand Hyatt, Released its sewage underground pipelines in the rivers like Hotel Devaaya at Divar Island, Blocked fishing spaces like Casinos in Mandovi River, Destroyed sand dunes like Leela Kempensky at Cavelosim and you can expand the list further.

AHOY Marina EIA Report has classified local villagers in Nauxim, Cacra and Odxel as "Shudras" which means slaves. Sharma is silent on these aspects and we don't know why though.

Tourism in its worst destructive mode over the past four decades is seeking to expand its destructive tentacles directly in the waters and expel fishing communities from their livelihood support system.

For all the characters named above only two things matter. First is profit. Second is imposing of caste based discrimination to promote social, political, economic, educational and cultural exploitation.

Sharma narrative is one more addition to this and fit to be thrashed or displayed in Hall of Shame!

"Kharvi - the Fishers" superb film by Loretti Pinto

The short five minutes video film "Kharvi - Fishers" provides glimpse into changing dynamics of Goa's Zuari river.

https://youtu.be/ynaABJ5NZ7g?feature=shared

Film by Loretti Pinto explores depth of the fishers of Nauxim ( reffered as Nauxe in the film) village with sweeping historical narrative with fishermen from 1950s till present times in 2023 as first hand narrators of personal life stories.

This film is with a difference in a sense that no experts are speaking in the film about fishing communities. Fishers themselves are presented as story tellers of their lives. In this sense film scores an edge in just one second less than five minutes. The film has English sub-titles and is accessible to wider audience across the world.

The Film was first screened on December 08, 2023 at an International workshop organised at Sancoale, Goa by BITS Pilani Goa campus and University of Witwatersrand, Johanasberg, South Africa as one part of presentation of paper titled "From livelihoods to sustainability: navigating small scale fishers' journey from victim to catalyst of change in Goa" jointly authored by Sebastiao Anthony Rodrigues, Lorette Joyce Pinto and Glenis Maria Mendonça.

This presentation was done in the presence of four fishers of Zuari river in Goa, India namely Sanjay Faterpekar, Laximan Mangueshkar, Sanjay Kankonkar and Shekar Kuttikar who also participated in this international workshop.

This film is made available online from today December 25, 2023 for pedagogical reasons that further ideas may flow from the collective intellectual engagement with fishing communities in Goa. Below is link to "Kharvi - the fishers"

https://youtu.be/ynaABJ5NZ7g?feature=shared

Do watch and organised its public sharing and public discussions.

We place out gratitude to Loretti Pinto for her remarkable contribution. We wish her and her family blessed Christmas!

What does it take for a successful defence of Marine eco-system?

What does it takes for a successful defence of a marine ecosystem: a view through the Window panes oyster lenses as it is schedule I specie in India classified under Wildlife Protect Act

Case of Goa's Zuari estuary connecting Arabian Sea

1. Detection of threats to ecosystems

Example leasing out of 2 lakh square meters of water territory to private companies by government of India for two Marinas- Nauxim and Sancoale in October 2010 for 30 years (upto 2040)

2. Shouldering of long term responsibility for resistence. Example Adv. Suresh Palkar who shouldered responsibility for 13 years

3. Formation of team of fishers with intimate understanding of Marine ecosystems. Example Bharat Mukti Morcha

4. Good State Environment Minister. Example Alina Saldanha

5. Good Goa State Bio-diversity Board leadership. Example Prof. Nitin Sawant

6. Good local Political leadership Late Vishnu Wagh and current legislator of the locality Viresh Borkar

7. Insightful understanding of labour of fishers - men and women. Work shapes not just body muscles but also bone structure. Example studied through medical observations by Lorette Joyce Pinto who is a renowned artist of Goa and teaches at Goa College of Art, Panjim.

8. Good academic-public bridge building. Example Prof. Ramrao Wagh of Goa University.

9. Good Fisheries scientific research work. Example Prof Baban Ingole of NIO (National Institute of Responsibility) and Dr. Shreekant G.B of ICAR (Indian Council of Agriculture Research).

10. Building local Fisheries Union. Example All Goa Small Scale Responsible Fisheries Union.

11. Building and connecting with National level organisation. Example NPSSFW and its policy interventions.

12. Building International network. Example through website www.bharatmukti.blogspot.in

13. Favorable media. Example empathasing with small scale fishing communities

14. Collective decision making.  Example collective strategies. Avoiding violence as form of protest at all cost.

Pending challenges:

1. Goa's rivers as National Waterways

2. Inclusion of Mormugao Port under Major Ports Act 2021

3. Rising coastal pressures due to saleable tourist image of Goa

Windowpane oyster as a symbol of resistence and defence of Zuari estuary ecosystem in Goa.

And now Sawant-Godinho Marina duet!

Why do Goa Panchayat Minister Mauvin Godinho and Chief Minister Dr. Pramod Sawant behave like Kargwal PROs advocating Nauxim Marina?

It is amazing as to how Minister of Panchayats Movin Godinho and Chief Minister Dr. Pramod Sawant has taken up the role as twin Public Relations Officers of Bombay based constructions firm Kargwal Constructions Private Limited in the spirited bid to destroy Zuari river fisheries that employs hundreds of families. Check out the Prudent TV video links here:

https://youtu.be/KKmyMimalIw?si=-xTSYjdqoLJv6wbS

There is also another Times of India links on the same topic here:

https://timesofindia.indiatimes.com/city/goa/cm-better-to-develop-a-marina-than-a-port/articleshow/105541600.cms

Goa Chief Minister is qouted saying if Marinas comes those employed will get same amount of salaries as abroad. If this is indeed true then he should first abolish all the contract labour practices and then raise the salaries of all the workers employees in all the industries on par with abroad where labour standards are highest.

Godinho and Sawant must release white paper on employment status of Zuari river fisheries innits present form rather than shooting their mouth with verbuage.

From their conduct it is possible to understand beyond doubt that heavy kick back are involved. In spite of the kickbacks to these politicians and most likely to ruling party too we need to go all out to defend and further enhance Fisheries in Goa and Zuari river fisheries in particular.

You are invited to ponder on this and contribute in your own way individually as well as in team work.

Subject: GCCI support to Marina at Nauxim... regarding

Sir,

It has come to our attention through series of media attention like Times of India of November 25, 2023 ( https://timesofindia.indiatimes.com/city/goa/gcci-to-support-marina-but-says-location-is-key/articleshow/105482703.cms ).

From our investigations it has revealed that prior to expressing your support to Marina you have not consulted people of Nauxim, Bambolim, Odxel, Cacra and Siridao who are likely to suffer direct impact of the Marina at Nauxim.

Your statement in Times of India ignores EIA report of AHOY Marina submitted to the Goa State Pollution Control Board that in its chapter five has stated that Marina at Nauxim will have Long term irreversible negative impact on Fisheries of Zuari river. Several hundred people and their families are dependent upon fishing in Zuari river for their livelihoods and we don't understand why GCCI desires to destroy this secure employment in fishing based economy. This is abnormal behavior pattern and urgent correction in core values of GCCI.

For more information in this context you may refer the links here : https://bharatmukti.blogspot.com/2023/11/sobit-amchem-ganv-nistem-amchem-dispoto.html

We call upon you to immidiately withraw your support to Marina in Goa and thereby allow fishing in Zuari in an undisturbed manner. Your are requested to review your stand on Marina and report to the undersigned at the earliest.

Thanking You,

Yours Truly,

Anand B. Shirodkar,

And now its Srinivas Dempo's turn to drown in Marina waters!

And now it's Srinivas Dempo's turn to drown in Marina waters! Suicidal move!

It is amazing as to how consent is attempted to be manufactured for proposed AHOY Marina at Nauxim, Goa.

Project that is derailed for more than 13 years is sought to be ressurcted through hercullen efforts from Industry, Journalists and Politicians in 2023. Marina EIA report itself has stated that it will have long-term, negative and irreversible impact on Fisheries in Zuari river predicting assured doom to the small scale fishing activities in Zuari rivers. Inspite of this certification from the Anamalai University, Chennai still drumbeat are being blasted in defence of this ultra-destructive project.

After series of brow beatings by Gomantak Marathi newspaper editor Raju Nayak, Union Minister of State for Shipping, National Waterways and Ports, and Chief Minister Dr. Pramod Sawant now it is the turn of Srinivas Dempo, President of Goa Chamber of Commerce and Industry (GCCI). Times of India Goa edition of 25 November 2023 https://timesofindia.indiatimes.com/city/goa/gcci-to-support-marina-but-says-location-is-key/articleshow/105482703.cms reports that Goa Chief Minister Dr. Pramod Sawant has requested support for Nauxim Marina from GCCI. This means that Kargwal Constructions Private Limited doesn't have any support and even Raju Nayak, Sripad Naik and Dr. Pramod Sawant are failures in their support.

Srinivas Dempo is the latest entrant on the nautical tourism bandwagon with commitment to destroy Zuari river fisheries and with facination of Crotia in Europe. Srinivas Dempo had family tradition of destroying Goa's ecology through mining industry. One has to visit Bicholim to know how Dempos destroyed paddy fields, dried up several water bodies, finished of Forest land and deposited silt in paddy fields as well as Bicholim River. It was Dempo family owned Dempo Mining Corporation that singularly responsible for flooding in Bicholim from 1980s to 2009.

After tasting success at destroying Goa's mountains through their August 1941 mining concessions for set of five Mines covering 14 kilometers from Sirigao to Pilgao.

Sooner Srinivas Dempo gets out of Marina bandwagon better it is for him. Otherwise his own family criminal heritage will ooze out the unexpected into Serendipity, IFFI and beyond.

None of the fishermen of Zuari river has ever crossed swords against Srinivas Dempo and it is absolutely unclear as to why he should be so determined to destroy livelihoods of fishing communities. Perhaps because none of these gillnet fishers of Zuari are Bamons.  And EIA report has already classified Nauxim,  Cacra, Odxel villages as Shudra. Marina project has already laid caste based distinctions and Srinivas Dempo as Bamon must treat cautiously for these are troubled waters.

AGSSRFU letter to Goa CM on Nauxim Marina

ALL GOA SMALL SCALE RESPONSIBLE FISHERIES UNION

190, Nauxim, Tiswadi, Goa

November 06, 2023

To,

Dr. Pramod Sawant

The Chief Minister

Government of Goa

Porvorim, Goa

Subject: Withrawal of support to Nauxim AHOY Marina in Zuari river

Respected Sir,

We have come to know from media reports that you are advocating enforcement of AHOY Marina at Nauxim Beach.

We wish to draw your attention urgently to the fact that the draft EIA of the declared that Nauxim Marina will create negative long term irreversible impact on Zuari river fisheries. This means the following:

1. Impact will be negative. It is going to harm Zuari river fisheries. Marina will do bad things to Zuari river.

2. Impact will be long term. Harm caused to fisheries will be long lasting. It is not short term harm.

3. Impact will be irreversible. It will never be possible to undo the harm caused. That means Zuari river fishery will be forever destroyed.

If inspie of all the above points you still support AHOY Marina project then undoubly you are leading the State of Goa's fishery towards suicide and not the accidental death. This is so because project proponents through their draft EIA themselves have declared doom of the Zuari river fishery.

Additionally lease deeds for both the Marinas -Nauxim by Kargwal Constructions and Sancoale by Chowgules-has ensured safely only of the barges navigating in Zuari river. Both the lease deeds has not even acknowledged existence of fishing canoes in Zuari river. So on record Marinas at Nauxim and Sancoale are a strategy to destroy robust Zuari river fishery.

Please retract your support to this Marina at Nauxim Sir before it is too late and intimate the undersigned immidiately.

Thanking you,

Yours sincerely,

Shaila D'mello

As more Marina lies are peddled...

As more Marina lies gets peddled...

There is latest video online from Gomantal TV that peddles more lies regarding attempted Predatory assault on Nauxi village through Marina. Here is the link:

https://youtu.be/Od8RqA4vkp4?si=MEiYphXXIK5yl_OU

We take this opportunity to expose them one by one and understand their implications.

1. Col. Milind on behalf of AHOY Marina of Kargwal Constructions from Mumbai asserts that there will be no impact on fishing due to Marina at Nauxim. It appears that he has not read their own EIA Report that notes that this Marina will have Long term negative irreversible impact on Fisheries. Col. Milind has to explain as to how he can go against his own EIA. This means that Col. Milind is intellectually dishonest person and cannot be trusted.

2. Show anchor Raju states that mining barges has no negative impact on rivers. He has ignored Goa University Marine Sceince department study that proved how Zuari river in Goa is polluted due to mining. Further Raju Nayak willfully ignored first meeting minutes of Goa State Pollution Control Board that has clearly recorded damage being inflicted on Goa's rivers due to mining transportation and need to create public awareness about the same.

3. If Marina is to be safeguarding fishing canoes then why there is protection provided in the lease deed of 12 October 2010 itself where is safeguards are provided to right of passage of the barges?

4. If Marina promises jobs to locals then there needs to be prior auditing of how Manu jobs locals were given at Goa Medical College at Bambolim. If projects were for jobs to locals of Nauxim then daily five kadambas would have not transported workers from Valpoi. Similar auditing is required of Goa University too that took over land of local people.

5. Raju Nayak tom-toms about nautical tourism for which Marina is sought ro be pushed on Nauxim. There is already five star tourism in Goa and there is acute labour exploitation through rampant contract system. He is quite about it.

6. The entire edifice of Marina led aggression is as terrible in its consequence as Mopa Airport for people as well as ecology. It is form of mass anhilition of people's livelihoods and ecological sustainability that needs to be resisted and opposed.

7. St. Andre MLA Viresh Borkar opposed Marina at Nauxim as it will destroy fishing based livelihoods. This is a good sign and his defence needs further upgradation.

8. One thing that remained without reference is that local people has not proposed Marina as form of development. It has been imposed from outside. This is a consequence of Goa being annexed through conquest in 1961 as underlined by Supreme Court of India in Gosalia case. Nauxim is a first hand experience of what the conquest mean.

9. People of Goa doesn't have any option but to oppose the projects that are imposed from outside for that's the way of asserting freedom. People like the TV anchor and the Project Proponent has deformed understanding of communities. For these two guys all that matters is money, capital, profit. People and ecology are merely fodders for their pervert agenda.

10. Frustration of Col. Milind got revealed when he refered to opposition to IIT in Goa. He went bankrupt on marina therefore got IIT on the agenda. Debate was not out IIT Col. Milind breached in his conduct.

11. Political and economic ties of Gomantak owners in Mumbai needs to be examined to identify their links with Kargwal Constructions Private Limited.

Fishing Union challenge North Goa MP Shripad Naik on his Marina statement

All Goa Small Scale Responsible Fisheries Union takes strong objections to the recent comments on Nauxim Marina uttered by North Goa MP Shripad Naik who is also Union Minister of State for Shipping, Ports and Inland Waterways.

 https://fb.watch/nVV6MsgYj9/?mibextid=T3FBdp

Video clip posted on Facebook of North Goa member of Parliament advocating Marina in Nauxim needs our attention. Naik argues that in order to generate employment Marina is needed in Nauxim.

What North Goa MP has missed is the current employment scenario at the same spot in Nauxim due to Fisheries. Almost 95 per cent of Nauxim village is employed in gillnet fishing.

Statement proves that North Goa MP is totally ignorant of local situation in Nauxim and shooting baseless statements instead of visiting Nauxim and getting first hand information.

We invite Mr. Naik to conduct site visit to Nauxim and also affected villages  nearby including Cacra and Odxel that are termed as inhabitants Shudras in AHOY Marina draft EIA report circulated by Goa State Pollution Control Board.

Welcome to Marina? My Foot!

 Welcome to Marina? My Foot!

Critique of "Marinache Swagat vyhave!" (Marina must be welcome!) in October 21, 2023 edition

And when Journalist turns corporate peddler consequences are blatant as the editorial of 21 October 2023 in Marathi daily published from Goa: Gomantak. Editorial has been reduced by its editor Raju Nayak to peddle same ideas that another former editor of Herald and Gomantak Times attempted few years ago: Ashwin Tombat. Their writings are at the cross roads in Crotia and Marinas in this tiny European country. We respect Crotians fondly for their legacy in Gaudalim village of Goa but advocacy of  transplantation of their marina experience is absurd.

Both Raju Nayak now and Ashwin Tombat earlier are wearing terrible biased and prejudiced spectacles to spin out their master's voice. Both of then has opted to ignore not only current fishing status of people of Nauxim but also guarantee of "long term negative irreversible impact" on fishing in chapter five of AHOY Marina.

Raju Nayak celebrates the fact that Expert Appraisal Committee of MOEF & CC has done away with the very need for Environmental Clearance. This hardly a cause for celebration unless one is acclaimed sadist who rejoices at complete destruction of important portion of Goa's Fisheries sector and cultural genocide of people of Nauxim village. It's transformation of Tribal fishing village into gambling sinful den.

One can lead ignorant to the light of wisdom but none can prevent the knowledgeable moving towards intellectual suicide. And so we can do nothing about Raju Nayak except wish him safe journey into the deeper ditch while we keep perenial watch on him from all sides.

Those who genuinely wish to know factual basis for opposing Marina for more than past dozen years they are invited to take online tour at https://bharatmukti.blogspot.com/2022/03/for-urgent-attention-agenda-point-no-35.html.

Nauxim village is already under severe pressure from loss of mountainous land to Aldeia de Goa inhabited by economically powerful elements. One doesn't require ricket science to understand involvement of descion making bodies at various strata of governance from Panchayat to Town and Country Planning Department. After stealing of land what attempted stealing of waters of Zuari: the blue grab. It's brigadands are captained by Editors habitual to peddling of corporate driven ideas. Raju Nayak and Ashwin Tombat are just two of them and we shall wait for more to come on the prowl. In the meanwhile let's be ready with smoke and incense to welcome them!

Dr. S.A. Rodrigues
