One year of Goa IT Department lethargy on cellular radiation assurances

It was on February 08, 2024 that Noryh Goa District Level Telecom Committee met in Panjim chaired by North Goa Collector Ms. Sneha Gitte in presence of Shri Pradeep Gaonkar, Assistant Director, Department of Information Technology, Electronics and Communications. Various people from North Goa with complaints against mobile towers were called at the meeting. Certain decisions were taken too like those recorded on minutes as follows:


1. With regard to complaint against mobile tower next to Government primary school at Morlem colony in Sattari it is recorded "The Collector assured that the complaints would be forwarded to the Department of Telecommunications, Government of India, for necessary action and report on the health effects of radiation." Nothing is known about the follow up on this from IT Department. RTI response reveal that Department has no information!


2. With regard to complaint against mobile tower at survey no.2/1, at Navelim, Divar minutes notes " The Collector suggested exploring options under the Goa Telecom Infrastructure Policy 2020 and involving Public Works Department (PWD) as permission issued by them". Again nothing is known about the follow up and IT Department of Goa has no information to share in response to RTI.


3. With regard to public opposition to mobile towers at Guirim and Kumbharjua that has halted construction work at both sites minutes notes "The Collector assured that all complaints regarding health hazards would be forwarded to the department of Telecommunications, Government of India, for necessary reports." Nothing is known as to what happened to the collector's assurance. How wise is the decision of Collector to approach Department of Telecommunications, Government of India instead of Ministry of Health, Government of Goa or Government of India?


4. With regard to Objections for Installation of Tower at Siridao, Palem by village Sarpanch herself minutes records "The Collector reiterated the plan to forward all health-related complaints to the Department of Telecommunications, Government of India, for appropriate action and reports." Nothin is known about this decision even after one year later.


5. North Goa Collector herself suggested at the meeting that "Infrastructure Providers (IPs) conduct awareness camps at the village Panchayat level to educate residents about radiation-related health effects." Nothing is know about the implementation of this decision so far and IT Department has no information to share as per RTI response.


6. RTI response referred here is addressed to Shri Ashok Bablo Gawas dated 20/11/2024 by Prajeet Chodankar, Public Information Officer and Dy. Director (Admn.), Department of Information Technology, Electronics and Communications, Government of Goa where reply is "NIL".


So one year later after the North Goa Telecom Committee meeting assurances of the Noth Goa Collector has remained without fulfilling. This indicated that there is crisis in Telecom governance in Goa and complete disregard to Public Health issues prompted by cellular ecosystem.


We need massive public involvement to set things right. You are encouraged to get involved to initiate grassroots moves at assert ourselves against being hoodwinked by cellular corporates.

Curb Public Health Risks From Cellular Radiation in Goa

Curb Public Health risks from cellular radiation in Goa!


It has come to our to realization that despite the issue of health hazards from cellular radiation from mobile towers being placed before the Goa Government no steps at all are initiated to address the concerns. 


Several village representatives had placed health concerns due to tower radiation before North Goa Collector on 08 February 2024 during North Goa District level Telecom Committee meeting at Panjim Collector's Office.


The issues were placed before the North Goa Collector Smt. Sneha Gitte, IAS for resolution as per the minutes of the meeting we accessed.


Morlem Colony, Sattari mobile tower is erected very close to the vicinity of school endangering lives of school students as well as the staff. The decision on this as per minutes was to get involve Government of India by writing to the authorities. Yet nothing has worked and invisible threat looms large.


Similarly health and allied corruption issues surrounding mobile tower at Navelim-Divar in front of Piedade Church were placed as per minutes of meeting. And no action has been initiated to de-commision this tower posing long term danger to people living in the vicinity.


Guirim member of Panchayat had similarly raised the issue of mobile tower posing health risks to the community and authorities has not taken any action on this to uproot the tower at all till date thereby perpetuating the risk.


Similarly tower raditation posing health risks to the people of Siridao were raised by Siridao Sarpanch on behalf of village people and government response is equally elusive so far.


Additionally people from Cumbharjua in Tiswadi had also raised the issue of health risks due to mobile tower in their village but hasn't been recorded in the minutes.


Even though all the health issues are common factor in all the complaints and deposition regarding mobile towers the decision on record was to communicate the concerns to Telecommunications department, Government of India rather than to health department or to  Goa State Pollution Control Board. 


More than half the year has gone by and still there is no action initiated on the decisions taken to address health issues arising out of cellular radiation. 


The implication of this state of affairs is increasing risks to the Public Health in Goa triggering variety of issues including cancer, tumors and more.


Suggestion made at the February 08, 2024 meeting to create facility for weekly update on Public Health issues being published in various scholarly journals in the world has also been ignored in the minutes.


There is deliberate gambling away of public health in Goa to provide undue advantage to the cellular industry. And this is simply unacceptable and authorities need to change this trend immidiately or be prepared for unpredictable consequences. Current care-a-dam attitude must melt away.


Few concerned people in Goa has formed initiative "Cellular Radiation Watch -Goa" to maintain vigilance on cellular radiation issues all over Goa.

Goa Government is toothless to tackle cellular radiation

It is now clear...


It is now clear that without radiation measuring mechanism installation of mobile towers is wrong yet it is done. 


It's now clear that Directorate Health Services has no facilities to monitor radiation emitting from mobile towers anywhere in Goa as per reply of Dr. Atul Pai Bir, Medical Officer at CHC, Sankhali, Goa dated 16/10/2023 letter no. CSCS/HS/2023-24/2222.


It is also clear from plethora of studies available that mobile tower radiation has dangerous impacts on life including Human life.


It is also clear that State Government cares a hoot about radiation impacts on human life or any other life forms as there is no mechanism in place for radiation monitoring.


It is clear that this situation has come about because State government in Goa has totally come under control of the cellular industry that is dictating State policies dealing with Telecom issues and it's regular ammendments through behind-the-scene lobbying.


It is also clear that this stanglehold of cellular industry on the democratic institutions of Governance in Goa can be freed only through direct peoples assertions and activation of available public spaces and creation of new public spaces.


It is also clear that such spaces can be created and existing ones can be activated most vibrantly through direct face-to-face study meetings at least once a month with discipline. 


Let me know if anyone can volunteer time for for this purpose we can start off the process tackling Cellular industry in organised manner through activation of public spaces and creation of new spaces of dialogues on radiation in a small way to begin with.

Radiation threat to school students at Gulem, Sattari

On mobile tower radiation threats to villagers and students at Government School at Gulem, Sattari

It's trajectory is complex. Village was nestled in Western Ghats mighty mountains where rivers are born. Four and half decades back Pratapsigh Rane, then Chief Minister of Goa decided to dam one river in Sattari to benefit sugarcane plantations. Promises of industrial growth was alluring to Rane and so he matched his moves with vibes of his times.


This dam is today known as Anjunem dam. Four villages were submerged. People of these villages were resettled elsewhere. Three of these villages were resettled in Morlem Panchayat Jurisdiction. Their settlement today is collectively known as "Morlem Colony".


One of these resettled village is named Gulem. They are people with sharp memories of their original inhabitation in the mountains. There is disjuctures in their histories. Politically they are in Poriem Constituency with Divya Rane as their MLA.


Gulem has number of houses, shops, Pre-primary, Primary and High schools. All of them are Government schools and has blue and white as their uniforms. Pre-primary has 10 students, Primary has 56 students studying daily while High school has 173 students. So total students that study in Gulem sxhool complex itself amount to 239 students. There is little open space nearby and village children use it as play ground.


From the village plains majestic tall western ghats mountains are visible at some distance away and temptations to track are not rare occurances to a visitor to Gulem.


Some village children study in schools in Sinquerim, the nearby city located some kilometers away. Air here is pure, scenery picturesque. Yet not every is fine. There is subtle currents of unrest. Power relations are getting disturbed. Their village space to play for children is being 'developed' for the purpose of WaterTreatment Plant. Additionally, next to the school complex there is newly erected mobile tower. Village is disturbed yet again. Memories of rehabilitation hasn't healed yet and now there is glaring possibility of radiation with frequencies in megabytes and even gigabytes.


Village is concerned deeply on the likely health impact of additional radiation from the cellular tower. Those at powers-that-be are certain that for the sake of progress and prosperity cellular towers are needed. PWD, IT departments in Goa has been promoting cellular towers all over by suppressing information on radiation effects on human health and the entire biotic community. Towers are installed through speed and sleath while people are still ignorant. 


Gulem village however is fortunate to have public spirited sensitive citizens Ashok Gawas and Ramnath Parab to forsee dangers of radiation to the village. "Till about five years back we used to see so many vultures feeding on dead. But now after mobile towers installation their reproductive process got disrupted. The eggs they used to lay started getting damaged due to radiation from the cellular towers and their population is currently on verge of extinction" observed Ramnath Parab who is active in various media initiatives in Goa including broadcasting and publishing. 


"Mobile tower radiation is single most reason for drastic reduction in coconut yield over the past ten years" remarked another village lady at the meeting to focus on radiation impacts.


"There are at least 20 instances of resistence to cellular tower installation due to radiation issues in Goa" informs Ashok Gawas, young man that struggles around radiation issues in the village.


Fortnight back villagers of Gulem carried on signature campaign against installation of mobile tower by indus company next to village school in letters addressed to the IT, PWD, GSPCB and other departments of Goa Government. It is not clear as to what action has been taken by these government authorities.


Installation of mobile tower was done under police protection. When approached police informed the villagers that they should either get directions from the Court of Law or from local MLA. It only then plans to installed mobile tower next to school complex in Gulem can be stalled.


Do school students has no say in the matter? Are they supposed to be sacrificial goats for the cellular industry? Isn't it a duty of education department to ensure safety of students from mobile tower radiation? Do Child Rights Commision any duty to speak up on mobile tower installations next to school buildings when prescribed limit is 500 meters distance from schools, prisons etc? Should we activate Article 51-A(g) dealing with Fundamental duties at mass scale to combat cellular radiation?


Currently Divya Rane is the local MLA. As per available information her office in Sattari don't even posses rubber stamp to receive acknowledgement to submitted petitions. Why is this situation? Why citizens of Poriem Constituency put under this kind of treatment?


After village Gulem submergence under Anjunem dam, do State of Goa aims at anhilition of the village through radiation?


Scientific studies reveal that infertility, sleeplessness, brain tumors, carcinogenic threats are very common due to radiation. And with 5G roll out dangers are to multiply. There are several scientific research studies available and we will be happy to share and collaborate. 


There is need to raise sensitivity levels on mobile tower radiations at every level including with Judges at the Goa Bench of Bombay High Court.


We have inspiration flowing from  Upendra Borkar whose relentless struggle has led to uprooting of Reliance mobile tower at Kurduwada, Khandola in 2019. We have suucessful fightback from young man from Betki, Ponda Nitesh Shetkar in 2023. We have teacher Julia D'souza from Moira who fought successfully with collaboration of her fellow villagers against mobile tower installation decade ago. We have pioneer in Rohidas Andrade and his team in Bambolim who intercepted Reliance mobile tower installation at 5.00 am before the dawn of the day. They are all our inspiration. Are you will to be one more to lead and inspire movement to free our society of radiation malaise in your own small or/and big way?

Subject: Mobile Tower radiation hazards for Students, Teacher, Parents and Public


Dear Sir/Madam,


We wish to draw your attention to the indisputable evidence of radiation hazards from mobile towers presented in Bio initiative 2007 that got upgraded in 2012 and 2017. All the three editions are available online with simple google search is prepared by 29 scientists from 10 countries in the world including 02 of them from India. The report that contains over 1500 pages is not sponsored by any electrical or telecom company and is outspoken on radiation hazards faced by human beings and need for the applicability of Precautionary Principle to face the radiation emitting from towers, mobile phones etc.

We write this letter to you after our tryst with Goa Government to request for the monitoring of mobile tower radiation in Goa. From our correspondence with Goa State Pollution Control Board it has been revealed that Goa Government does not have facility for monitoring of mobile tower radiation and people who are raising this issue are directed towards term centre in Nagpur, Pune etc. This has been the experience for past three years.

Now we have come across Bio imitative Reports and realized that mobile phone and mobile tower radiation is one of the cause of several diverse sicknesses such as breast cancer, rising infertility, high hearing frequency loss, fatigue, Partial memory loss, Dizziness, Sleeping Disorders, Skin infections, Hearing impairments, Cardiac Problems,  Cancer, depression, insomnia, ovarian cancer, vision loss in school children from smart phones, brain tumors, migraine, joint pains, memory loss, effects on gene and protein exposure, damage to immune system, Effects on neurology, childhood concerns, Alzheimer’s diseases, Autism,  etc.

In view of the above dangerous scenario created by mobile phone technology you are requested to take up following urgent steps:

1.       Review the guidelines for installation of Mobile Base Stations Towers, Goa State in the light of evidence of radiation hazard contained in Bio-initiative 2012 and its upgraded version of 2017. We will be happy to share the soft copies of these reports on request.
2.       Examine the enforcement of the guidelines for installation of Mobile Base Stations Towers, Goa State. There are over 50 complaints received at GSPCB office and many are hanging in limbo as no radiation monitoring is done for four years either from Nagpur or from Pune. Induct efficient radiation testing capacity for the State of Goa.
3.       Initiate mobile tower audit for all the Educational and residential localities in Goa. Installations, it is observed, are carried on in violation of the guidelines mentioned. Barely 10 meters away from the residential house of Mr. Placid D’Souza there is mobile tower in Mapusa with 17 antennae. Barely 20 meters from Holy Cross High School, Siolim, there is mobile Tower with nearly 20 antennae. Mobile Tower is being installed in residential areas in Curduwada, Khandola, Ponda and opposed by villagers. And so is the case in Merces, Tiswadi. Mobile Towers set up in residential areas in Bambolim-Nauxim villages in spite of public opposition. All these are without any monitoring facility of radiation.
4.       Initiate discussions and awareness on radiation hazard in schools, colleges and public forums like media, Panchayats. Goa boasts of being most literate state. Its time Goa also becomes most radiation literate rather than surrender our destiny to vested interests and telecom bullies who does not like questioning of mobile tower radiation.

All these measures are necessary otherwise Goa will face accumulated impact of low intensity radiation over the next few years, and we request you to oblige and take action.

Why Goa needs to depend upon Nagpur for radiation monitoring?

Bharat Mukti Morcha (BMM), Goa State expresses deep concern about the continuing absence of mobile tower radiation monitoring in the State of Goa. Since 2014 over 50 complaints including two from BMM dated 30/7/2015 and 26/11/2015 of Nauxim-Bambolim localities are with regard to mobile towers in Goa; are pending with Goa State Pollution Control Board (GSPCB) without any solution.

Goa government in the light of the public unrest formed Goa State Telecom Committee (GSTC) headed by Chief Secretary with more IAS officers functioning as Secretaries to Ministries of Urban Development, Environment, and Town and Country Planning Departments as its members.

GSTC in 2016 decided to send all the radiation related complaints from People of Goa to Telecom Enforcement, Resources & Monitoring (TERM) Cell based at Khamla Telephone Exchange in Nagpur, Maharashtra. TERM Cell as per directives from GSPCB was to carry on radiation monitoring in Goa with prior intimation to the complainants in Goa.

This monitoring never took place and TERM Cell never responded to GSPCB letter of 09/09/2016 or to its reminder letters dated 24/01/2018 and 15/03/2018 sent after follow up from BMM in person as well as via letter dated 7/2/2018.

Total incompetence in radiation monitoring has been again brought to the notice of GSTC on 15/03/2018 by Shivanand Salelkar, Superintending Engineer, GSPCB with intimation to BMM. In this connection BMM considers it is important for wider public involvement as radiation even though it is without sound, form and colour do carry lethal capacity inflict damage on life forms on plants, animals, birds and humans even though mobile companies are attempting to silence dissent by various brainwashing tactics like publicity and co-option of political leaders such as all MLAs of Goa.
Currently no one seems to the taking radiation monitoring in Goa seriously with Goa’s political decision making powers located in Panjim, New Delhi and New York playing deaf. Why State Level Telecom Monitoring Committee has not followed up on this important matter of Public Health? Why entire population of Goa has been put into risk of radiation emitted from mobile towers?

In the light of the above we call upon you to do the following:
1.     Make all mobile towers all over Goa dysfunctional till regular monitoring mechanism for radiation monitoring is installed in Goa as Term Cell located in Nagpur is not bothered about EMR monitoring in Goa.
2.     In the event of failure to install full fledged radiation monitoring system in Goa stop mobile towers permanently and uproot existing mobile towers.
3.     Install full fledged radiation monitoring system in Goa with public participation. Set up Peoples’ radiation monitoring groups armed with radiation monitors and induct this issue in existing groups across the State of Goa.

Mobile Towers radiation monitoring a must in Goa


It is confirmed yet again that mobile companies are allowed to operate in Goa without any mechanism in place to check their tower radiation emission. Goa though has State Telecom Committee headed by its Chief Secretary with officials Chief Town Planner, Secretary (Urban Development)  with member-secretary of Goa State Pollution Control Board (GSPCB) currently it looks to be in paralysis, in active. The situation is dangerous not only to human beings but to every life form in Goa. 

Goa has no facility to monitor radiation in spite of recent bravado talks by State Political leaders like Manohar Parrikar and Vijay Sardesai. Goa wrote to Term Cell in Nagpur Maharashtra on 09/09/2016 to carry on EMI monitoring but nothing has happened till date in spite of one reminder letter after gap of 15 months and 15 days on 24/01/2018.  Still there is no reply. Goa Government wrote again on 15/03/2018 to Nagpur and still hope to get reply.

Why Goa government still lingering on Nagpur for radiation monitoring in Goa?Are there no other agencies who can do monitoring and give radiation update reports?

Now the ball is in the court of Member - Secretary, Goa State Telecom Committee to act. We share here the documents in this regard for wider public to know and act. BMM has followed up we have received above replies from GSPCB Superintending Engineer Shivanand Salelkar. How mobile towers are sanctioned in the first place without radiation monitoring in place in Goa? Forever depend upon term cell in Nagpur? And as now is the case they ignore Goa's requests Goa Government keeps silent over such a massive disaster? If Goa continues to be incompetent in radiation monitoring then they should be shut down till monitoring facility is set up in Goa State.

Several people and groups all over Goa has filed complaints against mobile towers fearing radiation threats to life but Goa's Ministry of environment is behaving totally irresponsible manner. It looks like Political leadership has no guts to speak out on this reality or are they been silenced by mobile phone companies?

Bharat Mukti Morcha has two complaints pending against mobile towers in Bambolim-Nauxim villages in Tiswadi taluka.

As it matters to human as well as other lives the Goa State Telecom Committee must be be decisive enough to act with immediate effect. Will Chief Secretary of Goa act on this or not? Or Goa CM Parrikar will stop any action on mobile towers? People of Goa are watching your irresponsibilities and are disgusted of your inaction for past year and half.

Incompetence in mobile tower radiation emission monitoring in Goa

Subject: Incompetence in mobile tower radiation emission monitoring in Goa

Sirs,

We wish to bring to your attention complete lethargy in installing mobile tower radiation emissions in the State of Goa. As per the letter and its attachments to Bharat Mukti Morcha bearing no.10/1/16-PCB/Tech/1059 dated 12/09/2016 signed by Environmental Engineer of Goa State Pollution Control Board (GSPCB) Mr. Sanjeev Joglekar following facts are revealed:

1.      Our two complaints dated 30/07/2015 and 26/11/2015 signed by hundreds of people in Nauxim-Bambolim localities along with several others in Goa has been jointly sent to the Dy. Director General (Term Cell) at 2nd floor, Khamla Telephone Exchange, Khamal, Nagpur 440025 vide letter dated 09/09/2016 bearing no10/01/16-PCB/Tech/10557 with a request to carry out EMR monitoring at various informed locations. Term Cell was also requested to intimate the board the date and time in advance so that the complainant can remain present during the inspection. In this regard we wish to let you know that so far we as complainant have not received any intimation of inspection by term cell of mobile towers in Bambolim – Nauxim localities. Moreover we wish to let you know that our verbal inquiry at the office of Goa State Pollution Control Board has confirmed that Term Cell has not contacted GSPCB to carry on any inspection of mobile towers in Goa. As a result our complaints have remained unattended for more than two years. And we are aware that mobile tower complaints to GSPCB are from as early as 2012.

2.      The decision to sent Goa Complaints to Term Cell to Nagpur has that of State level Telecom Committee meeting held on 20/07/2016 attended by the Chief Secretary R.K. Srivastava, Levinson Martins, Member –Secretary, Dr. Puttaraju, Chief Town Planner and representative from Department of Urban Development who name is not readable on the minutes copy provided to us. We ask as to why State Level Telecom Monitoring Committee has not followed up on this important matter of Public Health? Why entire population of Goa has been put into risk of radiation emitted from mobile towers?

In the light of the above we call upon you to do the following:

1.      Make all mobile towers in Nauxim – Bambolim locality and all over Goa dysfunctional till regular monitoring mechanism for radiation monitoring is installed in Goa as Term Cell located in Nagpur is not bothered about EMR monitoring in Goa.

2.      Install full fledged radiation monitoring system in Goa with public participation.

3.      In the event of failure to install full fledged radiation monitoring system in Goa stop mobile towers permanently and uproot existing mobile towers.

Kindly do the needful; act swiftly or else this lead to unpredictable irreversible and dangerous consequences to Public Health in Goa.
